1: Classify Laws based on its purpose

1. What are the articles subject to duty?

-Informal Entry Personal and household effects or articles, not in commercial quantity, imported
in passenger’s baggage, mail, or otherwise for personal use. Articles of a commercial nature intended for
sale, barter or hire, the dutiable value of which does not exceed P2,000.00. Formal Entry Articles of an
advertisement nature intended available, barter, or hire, the dutiable value of which is quite P2,000.00.
Articles for, which the Collector may, upon the advice of the Tariff Commission for the protection of a
neighborhood industry, or the revenue, require formal entry no matter value and whatever purpose and
nature of the importation. All imported articles are subject to Formal and Informal entry except
importation admitted freed from duty for the official use of embassies, legation and other agencies of
foreign governments who accord like privileges to corresponding agencies of the Philippines.

2. Why do you think Balikbayans/OFWs are entitled to exemption on articles of duties?

- All passengers strolling back from abroad can enjoy a one-time duty-free shopping privilege
within the prescribed number of days from the date of arrival, upon presentation of a sound passport,
flight ticket and laissez passer. Philippine duty-free shops are retail establishments licensed by the govt
to sell duty and tax-free merchandise to cater to travelers and balikbayans.

3. What is the purpose of Export Development Act of 1994?

- The government and also the private sector shall jointly transform the Philippines into an
exporting nation. Towards this end, the State shall instill within the Filipino those that exporting is not
just a sectorial concern, but the key to national survival and therefore the means through which the
economic goals of increased employment and enhanced incomes can most expeditiously be achieved.
To provide an income within the nation that may affect all variants of industry, in order that they will
become an exporter within the world and might help in growth in terms of export. Export development
act includes a huge contribution because it gave a chance in every field of industry in our country.

4. What is Philippine Export Development Plan?

- Philippines export plan is where that the Philippines president signing it in 3 years to allow the
exporting in other countries which is prepared by DTI and it also defines the country’s annual and
medium-term export thrusts, strategies, programs and, projects, and shall be jointly implemented by the
government, export and other concerned sectors.

5. What is the purpose of Countervailing Act of 1999?

- The purpose of countervailing act is any product, commodity or article of commerce is granted
directly or indirectly by the govt within the country of origin or exportation, any kind or sort of specific
subsidy upon the assembly, manufacture or exportation of such product, commodity or article, and
therefore, the importation of such subsidized product, commodity or article has caused or threatens to
cause material injury to a domestic industry or has materially retarded the expansion or prevents the
establishment of a domestic industry.
