1. As per the orders issued in the references cited, applications are invited from the eligible
and interested candidates for the following posts under NHM in 4th Notification :-

Note :-

A. Though the Salary is mentioned as noted against each post, the original payment of salary
will be made as applicable under NHM Guidelines only.

B. As this is the 3rd Notification for Disabled Roster Point with inter change among all other
disabilities, the candidates belongs to VH, OH and MR are also eligible to apply.

C. For the post of Specialist Doctors (S.No.1), Walk in Interviews will be conducted from
20.01.2022 to 24.01.2022 (except on 23.01.2022 being Sunday) in the Office of the
District Medical and Health Officer, Kurnool between 10.30 AM to 5.00 PM. The Walk in
Interviews will be conducted every day. Once the post is filled up, the Walk in
Interview will be stopped without waiting till last date i.e. 24.01.2022.

D. For the post of Medical Officer (S.No.2), filled in application should be submitted in the
Office of the District Medical and Health Officer, Kurnool in person / by post on or
before 24.01.2022 by 5.00 PM. Applications received after the stipulated time will not be
considered.

3. AGE: The age limit of the above said posts is for the general Category (OC) 42 Years and for
Reservation Category (BC, SC, ST) 5 Years more and for PH Candidates get more 10 years and
EWS Certificate from MROs concerned as per rules. The cutoff date is 01.07.2021.

4. METHOD OF SELECTION: As per G.O.Ms.No.301 HM&FW (B1) Department, dt.20.06.2020.


Selection process is purely based on 75% Weightage of marks of requisite Qualification
marks and 10 marks Weightage from the year of passing of requisite Qualification and 15
marks for in service candidates those who are worked/working on outsourcing
basis/Contract Basis in any schemes (HDS/CDS/Arogya Sree HCT etc., or under any PPP
(Total 100 Marks) as per G.O. Ms.No.298 HM&FW.. (B1) Department, Dt: 16.06.2020.

a) Considering of Foreign Degrees for Aggregate of Marks of 75% :

1. The candidates who have passed the MBBS degree in Foreign Universities, the 75%
aggregate marks weightage is given as per the following equalliance formula.

a) A Grade/Excellent - 60%X75 = 45
b) B Grade / Good - 55%X75 = 41.25
c) C Grade / Satisfactory - 50%X75 = 37.50

2. The percentage of marks awarded in Foreign Universities, those marks shall be


converted as Grades as follows.

3. In certain Foreign Universities Degrees shown as academic hours / amount of hours /


ECIS Ranks / National grade / Study hours / credits / Grade points GPA/pass. In such
cases, where marks are not clearly shown, the Grade C with 50% as maximum marks
will be awarded.

4. Marks awarded for languages shall not be considered for weightage of aggregate
marks.

b) Particulars of weightage:

As per G.O.Rt.No.211, HM&FW (B2) Department, dt.08.05.2021 of the Government of


Andhra Pradesh, as noted below :-

(i) @ 2.5 marks per six months in Tribal Area.


(ii) @ 2.0 marks per six months in Rural Area.
(iii) @ 1.0 mark per six months in Urban Areas.

Based on Covid-19 duties :

(i) @ 5 marks per six months.


(ii) @ 10 marks per one year.
(iii) @ 15 marks per one year six months.

1. No weightage will be given for the service rendered less than six months.

2. The Medical Officer (MBBS) on contract / Outsourcing basis may be continuing in


service (or) they may not be in service at present subject to condition that they shall not
be removed from service on any disciplinary grounds/adverse remarks.

3. There will be no interview.

C. Eligible service for awarding weightage :

1. The contractual service put up by the Medical Officers who were appointed with
financial concurrence at the Government level and where services was discontinued
but not on account of any fault on their part, will be considered for weightage of
marks.

2. The contractual service of those Medical Officers who have been appointed on
contact basis without prior financial concurrence of Government of Andhra Pradesh
but are presently working in APSACS, RNTCP and Mobile Epidemics and MCH Team in
tribal and vulnerable area under NHM will be considered for weightage of marks.

3. The contract service put in by the doctors who have been appointed on contract
basis selected by the DSC and who are drawing salary under 310/311 – grants will be
counted for weightage of marks.

4. The contract service put in by the doctors who have been appointed on contract
basis in the ESI Hospitals under Director of Insurance Medical Services by the DSC
and who are drawing salary under 300 – grants will be counted for weightage of
marks.

5. Service in Dr.YSR Aarogyasri Health Care Trust.

6. Services in 104 (Mobile Medical Units).

7. Services in e UPHCs.

8. As per Govt.Memo No.3446645/B2/2020, HM&FW (B2) Department, dt.13.04.2020 of


the Government of Andhra Pradesh, Medical Officers who render their services for
COVID-19 on contract / outsourcing.

5. RULE OF RESERVATION TO LOCAL CANDIDATES:

Specialist Doctors / Medical Officers : 60% (Total A.P. State is Local)

6. RULE OF RESERVATION: Selection will be strictly as per the merit and rule of reservation as
per AP State and Subordinate Service rules, 1996.

7. CANDIDATES GENERAL ELIGIBILITY:


i. He / She is of sound health, active habits and free from any bodily defect or infirmity
rendering him / her unfit for such service:
ii. His / Her character and antecedents are such as to qualify him/her for such service.
iii. He/She possesses the academic and other qualifications prescribed for the post.

8. SERVICE CONDITIONS:

a. The candidate selected and appointed on contract basis shall not be regarded as a
member of the service in which the post to which he / she is appointed, is included and
shall not be entitled by reason only of such appointment in that or any other service. The
Department or the person may revoke the contractual appointment or discontinue the
contract by giving one month’s notice in writing on either side. This contract would
automatically cease to operate on lapse of contract period and both parties will be
discharged of their respective obligations and liabilities without any formal or informal
communication.
b. No private practice is allowed during the contract period.
c. All the recruited candidates shall maintain bonafide head quarters.
d. Department reserves the right to transfer the contractual employees to any other station
due to exigencies of work or administrative reasons.
e. Disciplinary control in accordance with previous of APCS (CCA) Rules, 1991.
f. All persons appointed on contract basis shall execute an agreement on a Non-Judicial stamp
paper of Rs.100/- with two witnesses and submit the same to the District Medical and
Health Officer, Kurnool at time of reporting for duty agreeing the terms and conditions of
the contract.
g. The appointments are purely on temporary on contract basis and liable for termination at
any time.

9. Fee: The candidates applying for the posts should invariably enclose Demand draft obtained in
favor of District Medical and Health Officer, Kurnool that, in case of OC / General candidates
Rs.400/- and in case of other than OC / General candidate is Rs. 200/-.

5. Registration and Renewal certificates of respective councils must be in force.

10. DEBARMENT:

a. Candidates should make sure of their eligibility to the post applied for and that the
declaration made by them in the format of application regarding their eligibility in all
respects. Any candidate furnishing in-correct information or making false declaration
regarding his/her eligibility at any stage or suppressing any information is liable to be
debarred from recruitment conducted by the department and summarily rejection of their
candidature for this recruitment & future recruitments.
b. The department is vested with duty of conducting recruitment and selection as per rules
duly maintaining utmost secrecy and confidentiality in this process and any attempt.
c. The Act by any one causing or likely to cause breach of duty in such manner or by such
action as to violate or likely to violate the fair practices followed and ensured by the
Department will be sufficient cause for rendering such questionable means ground for
department.

11. DEPARTMENT DECITION IS FINAL:

The decision of the department pertaining to the application and its acceptance or rejection
as the case may be conduct of counseling and at all consequent stages culminating in the
selection or otherwise of any candidate shall be final in all respects and binding on all
concerned under the powers vested with it. The department also reserves its right and modify
regarding time and conditions laid down in the notification for conducting the various stages
up to selection duly intimating details thereof to all concerned as warranted by any unforeseen
circumstances arising during the course of this process.
