0 Executive So = DECLARATION OF EMERGENCY DIRECTIVE 052 WHEREAS, on Macch 12, 202, 1, Seve Siolsk, Govetnot of the State of Nevada, issued « Declaration of Emergency fo facie the State's response to the COVID-19 pandemic; and WHEREAS, on March 13,2020, then-President of the United States, Donald J. Trump, deciated a ratioawide emergency purwant to Sec. S01(6) of the Robert T. Stafford Disaster Relief and ‘Emergency Assistance Act, 42 US.C. 5121-5207 (the "Stafford Act"); and WHEREAS, the World Health Orguization advises that the novel coronavirus that causes COVID. 19 viru is highly contagious, and spreads through respiratory ttaasmission, and ditet and indirect contact with infected persons and suefacess and WHEREAS, the World Feith Organization advises that tsnamission occuts through both deoplet snd airborne transmission, where droplet transmission occus when a petson isin close proximity to someone who is infected with COVID-19; and WHEREAS, in ite December 2020, Nevada began distributing COVID-19 vaccines, and thete is ‘sow aa abundant supply of raceines and WHEREAS, Neva is vcsving regular supplies of monoclonal antibodies and other therapeutics to weat those who contiset COVID-19;and WHEREAS, the CDC has identified the “Omicron” vasiat of COVID-19 and has deemed it a “vatinnt of concern” dae to highestnnemisbiiy WHEREAS, beginning in November 2021, Nevada experienced 1 surge of COVID-19 cates, and neat all of those cases ate suspected tobe the Omicson vasinnt and WHEREAS, the number of COVID-19 cases have fallen denmaticlly in recent weeks; and WHEREAS, based on the usjectory of cae trends and lower COVID-19 detection in wastewater ‘monitoring, the state expects the number of COVID-19 cases to continue to spidly decline; and WHEREAS, the umber of hospitalizations related to COVID-19 is decrensing, and WHEREAS, on May 3,202), he Governor tsued Emergency Disective 045, which provides, among other things, thatthe State of Nevade requires the weating of masks in a manger comsnene with ‘urtent guidance from the CDC, including ay subsequent guidance issued by the CDC; and WHEREAS, COVID-19 remains a statewide public heath criss and requires that certain mitigation Ieasutes and emergency tanagement functions will continue to be managed atthe state level to protect dhe overall health and salty ofall Nevadans; and WHEREAS, Article 5, Setion 1 of the Nevada Constiution provides: “The supreme executive power ofthis Ste, shall be vested in a Chief Magisteate who shall be Goveinor of the State of Nevada?” NOW THEREFORE, by the authority vested in me as Governor by the Constitution and the ls ‘of the State of Nevada and the United States, and pursuant to the Match 12, 2020 Emergency Declaration, IT IS HERFBY ORDERED THAT. SECTION 1: The provsiens of previous Directives ate superseded only by the explicit provisions ofthis Diteave. Any provisions not addressed by thie Diectve shall remain in force 1 provided by previous Directives or regulations promulgated pursuant to the Match 12,2020 Decamtion of Emergeny. SECTION 2: Diseetves 24 45,47, 50, nd $1 ate hereby terminated SECTION 3: Sections 2 through 5 inchusive, of Directive 048 ae hereby terminated, Section 4 of Directive 02 is hereby terminated, SECTION 4: Each county school distcr, charter schoo, and privat school shall adopt s COVID- 19 mitigation plan. The plan must chad: 1. A polcyon whether or under what circumstances face coverings willbe requited for students and staf while in school buldings of on school campuses, 2. A segulse COVID-19 casting program for smdents and staf or volunteers, inching but not limited to coaches, leaders, and advirots. If a student, staff member, or volunteer tests positive for COVID-I9, canent CDC recommendations for solaton and quntantine mst be followed: 3. A methed for detecting school-wide outbreaks of COVID-I9 and a plan for ‘responding to and mitigating the outbreak, ‘The plan must not confit with any fice coveting tequicements ot other COVID-19 mitigation measures imposed by county governments ot local health authorities. ‘The plan must be submited to the local health suthotity, The pln does not become fective unless itis approved, in wring, by te local health autho.
