PRESCRIBING THE INTERIM ORGANIZATIONAL STRUCTURES AND STAFFING


PATTERNS OF THE PHILIPPINE NATIONAL POLICE ACADEMY (PNPA) AND
NATIONAL POLICE TRAINING INSTITUTE (NPTI) PURSUANT TO REPUBLIC
ACT NO. 11279, . ENTITLED: "AN ACT TRANSFERRING THE PHILIPPINE
NATIONAL POLICE ACADEMY (PNPA) AND NATIONAL POLICE TRAINING
INSTITUTE (NPTI) FROM THE PHILIPPINE PUBLIC SAFETY COLLEGE (PPSC)
TO THE PHILIPPINE NATIONAL POLICE (PNP), AMENDING FOR THIS
PURPOSE SECTIONS 24, 35, 66, 67 AND 68 OF REPUBLIC ACT NO. 6975

WHEREAS, the 1987 Philippine Constitution and Section 14 of Republic Act No.
6975, as amended, provides that the National Police Commission (NAPOLCOM) shall
exercise administrative control and operational supervision over the Philippine National
Police (PNP);

WHEREAS, RA No. 11279, entitled: "An Act Transferring the Philippine


National Police Academy (PNPA) and the National Police Training Institute (NPTI) from
the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP),
Amending for the Purpose Sections 24, 35, 66, 67 and 68 ofR.A. No. 6975, Otherwise
Known as the 'Department of the Interior and Local Government Act of 1990', As
Amended, Appropriating Funds Therefor and for Other Purposes", was enacted into law
on April12, 2019;

WHEREAS, Section 7 of R.A. No. 11279, provides that the Chief, PNP shall
submit the revised Table of Organization, Equipment and Staffing Patterns of the PNPA
and NPTI to the NAPOLCOM and the Department of Budget and Management (DBM)
for approval;

WHEREAS, the PNP submitted for consideration of the Commission copies of


NHQ-PNP General Order Numbers DPL-19-11 and DPL-19-12 which provide for the
interim organizational structures and staffing patterns of the PNPA and NPTI;

WHEREAS, the proposed interim organizational structures and staffing patterns


of the PNPA and NPTI will only require funds appropriated for the Personnel Services of
the PNP uniformed personnel and for the civilian personnel of the PNPA and NPTI;

WHEREAS, after several consultative meetings between the NAPOLCOM and


PNP, it was agreed that the proposals of the PNP be revised in order to conform with
the present requirements of the said institutions;

WHEREAS, the Commission, while in the process of evaluating and finalizing the
proposed organizational structures and staffing patterns of the PNPA and NPTI, is
obliged to ensure that both institutions shall continue performing its administrative and
operational activities in catering to the needs of its police trainees;

NOW THEREFORE, the Commission, in the exercise of its administrative control


and operational supervision over the Philippine National Police, HAS RESOLVED TO
PRESCRIBE, AS IT HEREBY PRESCRIBES, the interim organizational structures and
staffing patterns of the PNPA and NPTI, which shall remain in effect until final approval
of the Commission and the DBM, as follows:

RESOLVED, FURTHER, that the NPTI shall establish seventeen (17) Regional
Training Centers (RTCs) and an NHQ/NSU Training Center headed by Police
Commissioned Officer (PCOs) with the rank Police Colonel (PCOL), which shall be
responsible for the implementation and conduct of career and mandatory courses for
Police Non-Commissioned Officers (PNCOs) of the PNP within their respective area of
jurisdiction;

RESOLVED, FURTHERMORE, that the PNP Directorate for Plans (DPL) shall
submit to the Commission the amended General Orders reflecting therein the interim
organizational structures and the staffing patterns of the PNPA and NPTI as prescribed
herein.
