NOTE: The inspection program is only for Lucas Aerospace part number 23080-003 Mod B
units. The inspection program does not apply to Lucas Aerospace part number
23080-003 Mod A units.
4. To provide information that the Mod C Starter Generators do not require a mid-life bearing
replacement.
DESCRIPTION
Service history indicates that the bearings installed in the 9914052-1 (Lucas Aerospace part number
2080-003 Mod B) starter generators are failing prior to the 1000 hour required overhaul. This service letter
imposes a requirement to replace bearings at 500 hour intervals and provides an inspection program that
will allow Mod B starter generators with more than 500 hours to remain in service until bearing replacement
can be scheduled. The attached Lucas Aerospace service bulletin provides instructions for converting the
Cessna Part Number 9914052-1 (Lucas Aerospace part number 23080-003 Mod A or Mod B) Starter
Generators to a Mod C configuration. The Mod C configuration incorporates new bearings and identification
plate information.
COMPLIANCE
RECOMMENDED. This service letter should be accomplished during a scheduled maintenance period
or phase inspection. Lucas Aerospace recommends that the mid-life bearing replacement be accomplished
between 400 and 450 hours, but not to exceed 500 hours,

Airplanes incorporating SL650-80-03 should comply with this procedure.

ACCOMPLISHMENT INSTRUCTIONS
1.
(Refer to the attached Lucas Aerospace service bulletin Figure 2 or Figure 3.) Verify the starter
generator(s) are a Mod A or MOD B unit.
NOTE: This service letter applies to the engine starter generators and, if applicable, the starter
generator for a Cessna designed APU.
Effective immediately, the bearings installed in the 9914052-1 (Lucas Aerospace part number 23080-
003 Mod 8) starter generators are to be replaced at 500 hour intervals. Mod B starter generators that
have more than 500 Nours in service at the time of the publication of this service letter may remain in
service subject to the inspection defined in paragraph 4 of this procedure.
NOTE: Mod A starter generators already require a mid-life bearing replacement at 500 hour
intervals. The inspection procedure in paragraph 4 may not be used on Mod A starter
Generators to exceed the 500 hour mid-life bearing replacement
The 500 hour bearing replacement should be accomplished using one of the following three
procedures.
A. Policy priced exchange units.
(1) Order policy priced exchange unit(s) from a Citation Model 650 Authorized Service Facility,
Citation Parts Distribution, or Lucas Aerospace Power Equipment Corporation (refer to the
attached Lucas Aerospace service bulletin for address information).
(2) Upon receipt of the exchange unit(s), remove the old starter generator(s) from the airplane.
(Refer to the Maintenance Manual, Chapter 80, Starter-Generator - Maintenance Practices.)
(3) Install the exchange unit(s). (Refer to the Maintenance Manual, Chapter 80, Starter-
Generator - Maintenance Practices.)
(4) Return the removed starter generator(s) to the facility that shipped the exchange unit(s).
Forward a completed information data sheet for the starter generator(s).
NOTE: The exchange unit(s) are overhauled starter generators incorporating MOD C and
do not require a mid-life bearing replacement
Overhauling or changing the bearings at mid-life using an authorized Lucas Aerospace repair
facility.
NOTE: Replacing the bearings at mid-life does not constitute an overhaul. The starter
generator will require a complete overhaul at 1000 hours (TSO).
(1) Verify the repair facility has Mod C bearings available. If not, refer to the attached Lucas
Aerospace service bulletin for information to procure the bearings.
(2) Remove the starter generator from the airplane. (Refer to the Maintenance Manual,
Chapter 80, Starter-Generator - Maintenance Practices.)
(3) Send the starter generator(s) and if required, the bearings to the repair facility
(4) Reinstall the starter generator(s). (Refer to the Maintenance Manual, Chapter 80, Starter-
Generator - Maintenance Practices.)
C. Replacing bearings at mid-life using a repair facility other than an authorized Lucas Aerospace
facility.
NOTE: Replacing the bearings at mid-life does not constitute_an overhaul. The starter
generator will require a complete overhaul at 1000 hours (TSO).
(1) Refer to the attached Lucas Aerospace service bulletin for information to procure the
bearings.

(2) Remove the starter generator from the airplane. (Refer to the Maintenance Manual,
Chapter 80, Starter-Generator - Maintenance Practices.)
(3) Send the starter generator(s) and bearings to the repair facility.
(4) Reinstall the starter generators). (Refer to the Maintenance Manual, Chapter 80, Starter-
Generator - Maintenance Practices.)
(6) Complete the attached data sheet(s) and forward to Lucas Aerospace. (Refer to the
attached Lucas Aerospace service bulletin for address information.)
4, For Mod B units at 500 hours or more, a one time alternate inspection may be performed within 26
flight hours or 30 days, whichever occurs first, in lieu of immediate bearing replacement or overhaul of
the starter generator(s).
NOTE: This inspection procedure does not apply to Mod A units.
A. Remove the starter generator(s). (Refer to the Maintenance Manual, Chapter 80, Starter-
Generator - Maintenance Practices.)
B. Remove the brush cover and brushes. (Refer to the Lucas Aerospace Component Maintenance
Manual for the 23080 Series OC Starter Generators.)
C. inspect the bearings. (Refer to the Lucas Aerospace Component Maintenance Manual for the
23080 Series DC Starter Generators.)
D. if any audible noise or roughness is detected during the inspection, the unit(s) must have the
bearings replaced using one of the procedures in paragraph 3.
E. If no noise or roughness is detected, the starter generator may be operated for an additional 25
flight hours. At the end of the 25 flight hours the bearings must be replaced.
5. Make an entry in the airplane logbook to establish when the next starter generator overhaul is due.
A. If the starter generator(s) has been overhauled or exchanged, make an entry in the airplane
logbook stating that the starter generator(s) have been zero timed.
NOTE: The 9914052-1 (Lucas Aerospace part number 23080-003 Mod C) starter generator is
a 1000 hour (TBO) item and does not require a mid-life bearing replacement.
B. If the starter generator bearings have been replaced at mid-life, make an entry in the airplane
logbook stating that only the starter generator bearings have been replaced.
NOTE: Replacing the bearings at mid-life does not constitute an overhaul. The starter
generator will require a complete overhaul at 1000 hours (TSO).
6. Make an entry in the airplane logbook stating this service letter has been accomplished. Fill out and
forward a Maintenance Transaction Report indicating compliance of this service letter and what type of
maintenance has been performed on each starter generator to: CESCOM, P. O. Box 7708, Wichita,
KS 67277.

CONVERSION OF MODEL 23080-003 TO 23080-003 MOD C.
Note: This service bulletin supersedes and cancels Service Information Letter 23080-003-01 and
Service Bulletin 23080-003-24-01 and supercedes all previous revisions of this bulletin (last revi-
sion dated March 3, 1992).
LAPEC analysis of field units has shown that the Mod B starter-generator bearings have not pro-
duced a consistent 1000 hour service life on the Model 650 aircraft. A new bearing lubricant has
been incorporated into the Mod C starter-generator configuration.
1. PLANNING INFORMATION
A. Effectivity
All Lucas Aerospace Power Equipment Corporation (APEC) (formerly Lear Siegler Power Equipment
Corporation) Model 23080-003 Starter-Generators without the letter C stamped in the MOD block on the
identification plate (see figures 2 and 3 of this service bulletin).
Note: This block is unidentified on Lear Siegler identification plates (see figures 2A and 3A of this
service bulletin).
B. Reason
To improve starter-generator reliability and to reduce cost-of-ownership of the 23080-003 DC Starter-
Generator.
C. Description
This service bulletin provides instructions for converting the 23080-003 DC Starter-Generators to 23080-
003 Mod C. The conversion consists of the replacement of two bearings and marking the nameplate
Mod C to indicate the incorporation of the new bearings.
D. Compliance
Lucas Aerospace Power Equipment Corporation recommends that the modifications described in this
service bulletin be accomplished as early as 400 hours, but not later than 500 hours TSN, TSO, or since
last bearing change.
E. Approval
This service bulletin has the approval of Lucas Aerospace Power Equipment Corporation and Cessna
Aircraft Company. This service bulletin contains no modification information that revises the approved
configuration of the starter-generator and therefore does not require governmental or other regulatory ag-
ency approval.
F. Manpower
An estimated 2.0 manhours, excluding the removal and replacement of the starter-generator from the air-
craft, is required to accomplish the modification outlined in this service bulletin. No additional time is
red if modification occurs at overhaul.

G. Material Cost and Availability
(1) The cost of this bearing change (including general overhaul) or exchange at LAPEC's Factory
Service Center, or through the CITATION Parts Distribution Center or an Authorized CITATION
MODEL 650 SERVICE FACILITY is $950.00
(2) For those units returned with more than 500 hours, the cost of this bearing change or exchange will
bbe $950.00 plus $2.00 per hour for every hour beyond 500 hours.
(8) To participate in this special policy bearing change (including general overhaul) or exchange offer,
the units must be returned to Lucas Aerospace Power Equipment Corporation, 777 Lena Drive, Au-
rora, Ohio 44202, to the CITATION Parts Distribution Center or to an Authorized CITATION MODEL,
650 SERVICE FACILITY. Further, the operator must provide an acceptable, repairable core unit that
has no prior electrical or mechanical damage, and a unit that has not been remanufactured by an un-
authorized source using unauthorized processes and/or non-LAPEC approved parts or subassembI-
jes.
(4) Those operators who choose to perform the bearing change themselves rather than having the work
performed by the LAPEC Factory Service Center can contact LAPEC’s Customer Support Depart-
ment (216/995-1000) or any LAPEC Authorized Repair Station for free bearings. Bearing
replacements or overhauls accomplished outside of Lucas Aerospace Power Equipment
Corporation's Factory Service Center will be subject to the individual overhaul facilities’ normal
warranty policy.
NOTE: Bearing replacement only is not considered an overhaul.
(©) This special policy price offering will not extend beyond January 1, 1994.

A. Preparation
‘The modification of the 23080-003 DC Starter-Generators outlined in this service bulletin shall be per-
formed in a clean, dry area free of cl, dirt, moisture, and other contamination. The starter-generator
must be kept clean to ensure the operating effectiveness of the unit.
Disassembly
Disassemble the 2080-003 DC Starter-Generator to the extent necessary to remove bearings (41 and
46). Discard removed bearings.
Cleaning and Inspection
(1) Thoroughly clean and inspect all disassembled parts according to instructions in the 23080 Series
Component Maintenance Manual.
CAUTION: STRICT COMPLIANCE WITH THE INSPECTION SECTION MUST BE OBSERVED WITH
REGARD TO BEARING LINER AND ARMATURE BEARING JOURNAL DIMENSIONS.
OUT OF TOLERANCE BEARING LINERS OR ARMATURE BEARING JOURNALS, AS
WELL AS AN UNBALANCED ARMATURE, MAY LEAD TO PREMATURE BEARING FAIL-
URE.
(2) The following tolerances are relevant to this service bulletin.

CAUTION: THE 03-6010-15 BEARINGS HAVE TWO DIFFERENT SEALS. INSTALL THE BEARINGS
WITH THE BROWN SEAL TOWARD THE OUTSIDE OF THE MACHINE, FACING AWAY
FROM THE ARMATURE (SEE FIGURE 1).
Assemble the starter-generator according to the procedures outlined in the 23080 Series DC Starter-
Generator Component Maintenance Manual using new bearings P/N 03-6010-15.
F. Testing
Test the starter-generator according the procedures outlined in the 23080 Series DC Starter-Generator
Component Maintenance Manual.

G. Reidentification
Ifthe letter stamp B is present in the MOD block, X out this letter and stamp the letter C as
‘outlined below. If there is no room in the MOD block to stamp the letter C, procure a new
replacement nameplate, copy the information from the old plate to new, remove the old
nameplate and attach the replacement nameplate to the starter-generator with four MS21318-
14 drive screws.
(1) Insert a stainless steel strip under nameplate to absorb impact and avoid puncture of nameplate.
(2) Using a 1/8* letter punch set and a light hammer, stamp the letter C in the MOD block on the starter-
generator identification plate (Ref. 23080 Series DC Starter-Generator Component Maintenance
Manual, lilustrated Parts List section, figure 1, item 2 and figure 2 or 3 of this service bulletin).
Note: This block is unidentified on the Lear Siegler style identification plates. Stamp MOD C in
the location indicated. (see figure 2A and 3A of this service bulletin).
(8) Using HumiSeal type 1831 (or equivalent) acrylic coating, paint over the C impression on the iden-
tification plate. Allow coating to air dry.
