Yemen, piracy and terrorism)

The Security Council,

Emphasizing the need for a permanent and effectivegovernment of Somalia as a central power
to keep the peace inside the country,

Concerned about the current situation in Somalia,

Alarmed by the increasing amount of ships captured by pirates,

Noting with satisfaction the counter-piracy measures already in place,

Taking into account that previous foreign peacekeeping missions have failed,

Fully aware of the fact that piracy needs more drastic and urgent solutions that the slow
procedure of establishing a current government,

1. Calls upon the Somali government to accept the aid of the UN Member States;

2. Recommends the MEDCs and any other countries which are currently in position
of trading partners, with countries among the region of Eastern Africa to further
collaborate on strenghtening the relationship in order to spread the natural
resources which can be found at these places such as but not limited to gold,
copper, petroleum, because by means of this:

a. MEDCs and many other countries are given the incentive to continue with
the trading or start new trades with countries in the region of Eastern
Africa, because with the help of technology, MEDCs are able to further
develop the raw materials and later on sell the semi-finished or finished
goods,

b. People who are suffering from poverty in the region of Eastern Africa are
given the chance to work and meet the basic necessities of living such as
shelter, food and clothing, so this way it encourages the younger generation
to find a proper job, rather than becoming a pirate, because bearing in
mind, these pirates were forced to become such due to poverty,
c. Keeping in mind, with the above aub-clause, economy will develop, which
will further only help people to get out of the poverty cycle, and get the
development cycle going,

d. It gives the reason for the current governing government to stop corruption;

3. Authorizes all countries within the region of Eastern Africa to stop producing or
importing any kind of large-scale weaponary and furthermore all existing large-
scale weaponary must be stored, where it is only accessible by the government’s
military and only used for self-defense purposes;

4. Calls upon the UN Member States, especially the P5 countries to summon a task
force and navy to support the currant Somali government to extend its power over
the country in order to combat a against piracy;

5. Requests the current Somali government to allow the operations of the UN


taskforces and navies in executing the following steps:

a. Establishing military bases in Mogadishu and the surrounding areas,

b. Forming the Somali Auxiliary Corps ( SAC ) from the UN taskforce which
officially is Somali police force and is assisting an keeping the public order
and peace but directly commanded by UN high command of Somalia that
is in cooperation with the Somali government,

c. Executing joined SAC and Somali peace and public order keeping
missions,

d. Blockading the pirate cities of the middle territories by UN navy,

e. Seeking out terrorist camps and hideouts in the middle and southern
territories,

f. Assaulting terrorist camps and hideouts,

g. Recruiting and training of a regular Somali army and police that only obeys
the commands of the Somali government but not the United Nations;

6. Calls upon the restoration of law and order in Somalia including its waters by the
following objectives:

a. Fair and efficient trials and inprisonment in regional countries,

b. Humane and secure inprisonment in Somalia;

7. Further recommends embargo on all delivery of weapons and military equipment


to Somalia except for the Somali government;

8. Calls upon the UN to help the current and legitimate Somali government to extend
its rule all over Somalia;
9. Strongly recommends measures of prevention such as specific equipment to
monitor the movement of cargo shipments and the assignment of very highly
qualified personnel to the shipping industries;

10. Suggests that the Somali government raises awareness to piracy as a crime and to
other working possibilities created by the future resolutions of the ECOSOC by
any means of mass media and press;

11. Supports the development of an NGO which helps the countries with non-
developed agriculture to improve these areas;

12. Demands that if the operative clauses above will not apply or their meaning and
suggestions will not come true, drastic measures shall be taken to eliminate the
threat as soon as possible in the following order by:

a. Strategic air-strikes to the pirate bases and settlements,

b. Extermination or capture of pirate ships by any countries’ navy,

c. Invasion of pirate settlements by blue helmets , SAC and Somali military,

d. Capture of leader pirates and bringing them to trials controlled by the


Somali government,

e. State a clear and sure anti-piracy law with a condition that the punishment
can only be death penalty in order to prevent a social and economical crisis
by filling the full prisons with more and even more criminal;

13. Decides to remain actively seized on the matter.
