This study evaluated the effectiveness of the Comprehensive Sexuality Education Act in senior high schools in Carigara, Leyte, Philippines. 300 senior high school students across three schools were surveyed about their awareness of the policy, knowledge gained from sexuality education lessons, and satisfaction with the program. The results showed mixed effectiveness - while over half of students were quite satisfied, some were unaware of the policy or not satisfied with lessons. The study recommends increasing awareness, improving lesson quality and integration across subjects, and providing more guidance and information to students, parents, and schools about comprehensive sexuality education.

EFFICACY OF THE COMPREHENSIVE SEXUALITY EDUCATION ACT

OR DEPED ORDER NO. 31

(Summary)

Background of the Study

This quantitative study encourages Senior High School students in some schools in
Carigara, Leyte, both private and public, to review the efficacy of the recently implemented
policy in their school’s program by asking them specific questions such as their level of
awareness on the policy, the level of knowledge through which core topics they have learned, the
level of knowledge through what subject/s sex education is being integrated, and the level of
satisfaction if what they are learning about sex education is comprehensive as mandated by the
policy. The researchers would also like to determine if the implementation of a separate sex
education subject, as guided by the policy, can be a possibility to an academic pioneer in the
program based on students’ opinions.

Purpose of the Study

The study aims to explore if the implementation of the Comprehensive Sexuality


Education Act or DepEd Order No. 31 is effective in the Senior High School Department,
through their level of awareness.The study also aims to explore Senior High School students’
opinions on the implementation of a separate sex education subject.

Thesis Statement

Sex education, as a means to fight sexual issues arising in the Philippines today, is still
controversial, and encouraged the student-researchers to conduct a Senior High School students’
review on the efficacy of the recently implemented Comprehensive Sexuality Education Act or
DepEd Order No. 31 in their school’s curriculum.

Main Question:

Is the implementation of the Comprehensive Sexuality Education Act or DepEd Order


No. 31 effective in the Senior High School Department?

Significance of the Study

The study is essential in terms of reviewing the Comprehensive Sexuality Education Act
with the following audiences: First, the students. They will be given awareness about the
implemented policy.

Second, the schools. Teachers and administration will be also be given the knowledge of
the status of their adherence to the policy mandated by the Department of Education, and how it
should be executed.

Third, the Department of Education. They will be further oriented regarding the condition
of the policy in the schools of the participants of students.

Lastly, the future researchers, especially in the field of education and health. They will be
given the chance to explore more regarding sex education and its effectiveness in the curriculum.

Scope and Delimitations of the Study

The study will focus on some Senior High School Students of three schools in the
municipality of Carigara, province of Leyte. They will review the efficacy of the Comprehensive
Sexuality Education Act implemented in their school utilizing the study’s research questions.

Research Design

The study is quantitative in design. The researchers interfered with the variables, such
that the independent variable is the review for the Comprehensive Sexuality Education Act and
the dependent variables are Senior High School students who came from three different schools.
Survey research is utilized as the methodology of this study.

Sampling Method

The sampling technique used in the study is convenience sampling for three hundred
(300) participants, the Senior High School students, overall.

Instrumentation

The researchers used survey questionnaires and cellular phones to document and record
data.

Data Gathering Procedure

The researchers divided themselves to go to the chosen respective three schools, namely
Holy Cross College of Carigara, Carigara National High School and Carigara National
Vocational High School in the municipality of Carigara, Leyte..

Data Processing and Analysis

Data coding and statistical analysis through the use of tables and graphs are used to
process and analyze data.

As for the level of satisfaction, eighteen point thirty – three percent (18.33%) of students
are very satisfied on learning sex education in school, fifty – five point sixty – seven percent
(55.67%) are quite satisfied, eighteen point thirty – three percent (18.33%) are not satisfied, and
four point sixty – seven percent (4.67%) have unknown level of satisfaction. This means that the
most level of satisfaction prevailing is “quite satisfied”, while the least is “not satisfied”, with the
exception of the unknown answers

To sum the results up, the implementation of the Comprehensive Sexuality Education Act
or DepEd Order No. 31 in the Senior High School Department is not totally effective.

Recommendations

The results show that not all students are aware of the Comprehensive Sexuality
Education Act or DepEd Order No. 31 implemented in their school’s curriculum. Sex education
shall be comprehended to all ages, especially at the start of adolescence, in which young
individuals are already prone to questioning about the topic of sex.

The level of satisfaction is not consistent as there are others who are only quite satisfied
and not satisfied about the teaching of sex education. This shows that the quality of teaching in
the participant schools is not consistent.

Generally, to the students, they should be alert from the various sexual issues that arise in
the world today. They should also be oriented more on the scope of sex education as it
encompasses a lot of core topics.

To the schools involved, they should be able to provide medically accurate and
empirically – based comprehensive sex education. They should strengthen their efforts in making
the policy effective in their school by utilizing all the given opportunities. If sex education is not
totally integrated in the subjects mandated by the policy, counseling sessions or seminars can be
an effective method of orienting the students.

To the parents of the students, they are expected to guide their children in their homes
because they are the primary people who their children ask information from. Parents are
expected to be informative and shall always be affiliated with family planning orientation.

To the main governmental organization responsible for implementing the policy, the
Department of Education, they shall further assess the policy and its scope and limits, as well as
more of its relevance in today’s arousal of related topics.

To the future researchers, the results of the current study can be of benefit to the future
studies, especially in the field of sex education, or education in general.
