I. Name of the Project : Cash For Training/Work for Small Scale Farmers

II. Rationale:
      Occurrence of major disasters like devastating effects of Typhoons Ondoy,
Pepeng and Santi, and the El Nino phenomenon created an atmosphere of crisis to
the small scale farmers and fisher folks which demands prolonged intervention
through the conduct of early recovery and rehabilitation efforts. This has been
aggravated by the long lean months.
      Small scale farmers and fisher folks need continuing relief assistance. Thus,
the Department of Social Welfare and Development recognized the necessity to
provide the needed assistance thru the Cash for Training/Work (CFT/W).
       This is a developmental approach to welfare wherein the victims are directly
involved in community endeavors and their contributions to rehabilitation efforts
are maximized. This is a strategy to restore the dignity of the identified affected
individuals and hasten normalcy in their daily living and do away with negative
effects of the natural and human induced disasters.
III. Project Description:
       Cash for Training/Work (CFT/W) Project is a short-term intervention to provide
temporary employment to small scale farmers and fisher folks and their families
who are distressed/displaced or needing assistance during the lean season by
participating in or undertaking preparedness, mitigation, relief, rehabilitation or risk
reduction projects and activities in their communities. Projects and/or work areas
are identified by the community under the leadership of the local leaders. In
exchange of the work rendered, program recipients are provided with cash. This will
be managed by the LGU’s Social Welfare and Development Offices in coordination
with the DSWD Field Office.
IV. Objectives:
       1. To generate temporary employment and provide income augmentation to
          small scale farmers and fisher folks needing assistance during lean
          months and those who were affected by disasters and emergencies.
       2. To encourage community participation in implementing a community-
          defined project related, prepare them for response and post disaster
          activities including hunger mitigation and food security initiatives.

VI. Types of Projects and Activities:
       Suggested projects/activities to be undertaken:
       A. Livelihood and support projects such as construction/repair of small
          infrastructure facilities supportive to start-up or operationalize the SEA-K
          or other modalities of livelihood and other income generating projects;
      B. Reconstruction and rehabilitation projects and activities for disaster
         affected families and calamities such as repair of partially damaged
         houses or construction of new shelter units and social services
         infrastructure such as health station, footbridge, day care centers and
         schools;
      C. Disaster Risk Reduction such as preparedness and mitigation activities
         and environment related projects focused on vulnerable families and
         communities at risk such as river dredging and embankment, digging and
         dredging of canals and drainage, tree planting or reforestation projects;
      D. Food production/generation, anti-hunger mitigation and/or food security
         projects such as communal farming, farm preparation and planting, repair
         or construction of post harvest facilities and farm to market roads, shallow
         wells and irrigation canals.
VII. Implementation Mechanics:
        The LGU shall implement the Cash for Training/Work (CFT/W) project/activity
immediately after the receipt of the funds, under the supervision of the DSWD Field
Office.
      During the implementation, the LGU thru the P/C/MSWDO shall maintain a
logbook to document the daily attendance of the beneficiaries who have reported to
work. Each beneficiary shall enter in the logbook the actual time they arrive and
leave at the work site and sign the logbook. The assistance shall be provided at the
end of each activity.
      The P/C/MSWDO shall prepare and submit a completion report with highlight
on the work completed with photo documentation of the site before and after the
implementation. The said report shall be submitted to the DSWD Field Office for
consolidation.
VIII. Evaluation/Recommendation:
       Cash for Work Project is one way of mitigating the effects brought by the
disaster. This strategy will help Small scale farmers and fisher folks restore their
normal functioning.
       Therefore    undersigned      highly  recommend      the    approval   of
