T-M. Donelson) was told by Lt Baughman that ! would be investigating allegations that the above listed officers had made racial remarks to include slurs, and made other comments criticizing the Department. He'stated that the conversations were captured on Officer Piner's AXON MVRE system. He also advised that the officers involved had already been placed on ‘Administrative Leave. Video review: reviewed the MVRE recording from Officer Piner’s assigned patrol vehicle (2019 Dodge Charger # 19056). ‘The video portion is ofthe backseat prisoner area of the vehicle. In that conversation, Officer Piner criticizes the Department for its handling of the recent protests downtown. He also refers. to Officer Michael Scott as a “piece of shit”. ‘The second conversation was between Officer Piner and Cpl. Jesse Moore (Cpl. Moore was off duty at the time of the conversation). The conversation is riddled with racial slurs spoken by both officers. ‘They also both made statements about Killing African Americans. Officer Piner stated that when Marshal Law is enacted, there will be a chil war and he “can't wait to start slaughtering the fucking niggers”. Cpl. Moore stated that he should have “put a bullet in her head and moved on” in reference to an African American prisoner he had been talking about. “There are multiple other shocking stafemenis made by both officers throughout the course of the conversation (outlined in the investigatory portion ofthis report) ‘Additionally, the both officefs criticized the Department and its handling of the recent downtown protests. Both officers have stated that they were ashamed and embarrassed about the ‘ings they had said. The both attributed their comments to being stressed, tired, and nervous and unsure of what the future holds for law enforcement and the community considering recent events. Officer Piner has expressed concem for the safety of his family and is seeking assistance through the city EAP. ‘Additionally, both officers criticized the Department and its handling of the recent downtown protests. All three officers talked about how stressful law enforcement is right now in the shadow of the George Floyd protests. They are concerned for their safety ‘and that of their families. Both Piner end Moore reiterated multiple times that the things they said were only said to vent their frustrations. Moore Officer Piner Officer Gilmore: Members shall not conduct themselves, on or off duty, in such a manner as io reflect unfavorably on the department. They shall, at all times, abide by our Code of Ethics. Conduct unbecoming shall include that which brings the department into disrepute or reflects discredit upon the employee as a member of the department. tt also includes anything that impairs the operation, efficiency or morale of the department. The conversation between Officor Piner and Cpl. Moore was filled with racial slurs and hate speech. That type of rhetoric reflects terribly on the Department and does not abide by Wilmington Police Department Code of Ethics.
