II      MUNICIPAL PROFILE
        A      Location
              Sulop is one of the municipalities in the Province of Davao del Sur. It is a third-
       class Municipality with 15,526 hectares of land area and is inhabited by 35,151 residents
       based on (PSA) Philippine Statistics Authority. Further, the Municipality is composed of
       25 barangays and bounded by the municipalities of Padada on the North, Kiblawan on
       the West, Malalag on the South, and Davao Gulf on the East. The Municipality of Sulop
       is seventeen (17) kilometers away from the commercial center and capital of Davao del
       Sur which is Digos City and strategically, it is situated both 72 kilometers away from the
       two main economic centers in Regions XI and XII which are the cities of Davao and
       General Santos respectively. Detailed Land Capability Map of the Municipality is
       depicted in Appendix 1, the map of Davao del Sur showing the Municipality of Sulop is
       outlined in Appendix 2, the road network of the Municipality is narrated in Appendix 3.
        B       Economic Activities and Sources of Income
               Since the majority of Sulop colossal lands are agricultural, most of the citizenries
       rely on agriculture. Coconut and other high-value crops such as Sugarcane, Mango, and
       Banana dominate in terms of area planted while some are into rice, corn, and vegetable
       production. The harvests are traded in the local markets while some are delivered and
       sold to nearby major economic centers like Digos City and Davao City and even in
       General Santos City. Additionally, some of the Sulopians were employed in various
       industries located within the municipality and on other adjacent municipalities and cities,
       on the other hand, the others were engaged in livestock and poultry production and
       fisheries and aquaculture ventures.
        C      Availability of Public Transport (Land Transport)
                 The municipality can be easily accessed through different available public
       transportation like Public Utility Buses (PUB), Jeepneys, and Vans traversing along with
       the Pan-Philippine Highway routing to and from Davao City, General Santos City, and
       Malita Davao Occidental. Local road networks are being steered by tricycles and
       motorcycles for hire.
III      THE PROJECT
      A. Rationale
           Section 9, Article II of the 1987 Philippine Constitution explicitly provides that,
       “The State shall promote a just a dynamic social order that will ensure the
       prosperity and independence of the nation and free the people from poverty
       through policies that provide adequate social services, promote full
       employment, a rising standard of living, and improved quality of life for all.”
             Infrastructure programs are considered the backbone for long-term economic
       growth. This is evident on the idea is that the same could increase the productive
       capacity of an economy thus creating more jobs, increasing incomes and ultimately
       reduce poverty. The ability of an economy to achieve economic growth is determined
       upon fundamental factors such as resources available to society as well efficiency of
       their use. In other words, infrastructure programs, being prerequisite of any
       development in a country is vital to increase economic performance and enhance
       competitiveness. In addition to this, the municipality of Sulop envisions quality
       infrastructure that will resort to a well-developed community that can be utilized by the

   constituents especially the marginalized sector and other vulnerable groups through
   ensuring a passable farm-to-market road in every barangay.
         The concreting of the 400 meter Buguis to Tagolilong Farm-to-Market Road is
   crucial to the constituents of the Barangay Buguis, Sulop Davao del Sur. This is evident
   on the existing poor road condition which greatly affects its inhabitants as well as their
   way of living particularly in the cost of carriage of farm produce. This has resulted to a
   continuous reduction in quality and price. In order to provide a timely intervention, this
   municipality desires to concrete the 400 meter Buguis to Tagolilong Farm-to-Market
   Road. However, due to its limited resources and lack of funds, this LGU alone cannot
   withstand the necessary expenses to the proposed project. This can only be
   materialized if we implore at your end knowing that your office has the capacity to make
   this project successful. Therefore, this project proposal was made to ask for a financial
   consideration to the Department of Public Works and Highways (DPWH) thru
   Honorable Governor Marc Douglas Chan IV Cagas, Provincial Governor of Davao del
   Sur, in the amount of Five Million Pesos (₱ 5,000,000.00) for concreting of 400
   meter Buguis to Tagolilong Farm-to-Market Road in this Municipality, Sulop,
   Davao del Sur.
  B. Goals and Objectives
         This proposal is made to seek financial assistance for the concreting of the 400
   meter Buguis to Tagolilong Farm-to-Market Road in this Municipality, Sulop Davao del
   Sur. Furthermore, the project specifically aims to:
           a.    Provide cost-effective Farm-to-Market road to the marginal frames and
                  residents of Buguis;
           b.    Reduce transportation cost and transport losses of agricultural produce
                 from production areas to market networks;
           c.    Improve quality access to good governance;
           d.    Provide easy access to farms and linking national roads for easy access
                  as well as residential communities of the project area; and
           e.    Improve connectivity among affected Barangays through the provision of
                 accessible road especially commuting residents and farmers from
                 Barangay Buguis and the 25 Barangays.
  C. Project Location
        The project will be given to the Barangay Buguis of this Municipality, Sulop Davao
   del Sur with an estimated population of 896 based on the last 2020 census.
  D. Project Description and Budgetary Requirement
        The proposed project for the concreting of the 400 meter Buguis to Tagolilong
   Farm-to-Market Road worth Five Million Pesos (₱ 5,000,000.00) will cater the most in
   need of the Barangays specifically in travel and transporting goods. The concreting of
   the unpaved 400 meter Farm-to-Market road is based on the current DPWH standard of
   20 Million per Kilometer.
  E. Project Implementation
         Implementation of the project shall be the responsibility of the Local Government
   Unit of Sulop. It will be vested to the Office of the Municipal Mayor through the

   Municipal Engineering Office. Furthermore, the Municipal Engineer shall prepare the
   detailed engineering design and program of works and submit periodic progress to the
   municipal mayor.
  F. Project Beneficiaries
        The direct beneficiaries of the project will be the 896 residents of Barangay Buguis
   together with the Barangay Officials, the residents, the socioeconomically marginalized,
   and other vulnerable groups. On the hand, the indirect beneficiaries of this project will
   be the 843 residents of barangay Tagolilong.
  G. Project Management
             Management of the project shall form part as the counterpart of the Local
     Government Unit of Sulop. The Municipal Mayor shall be the leading office in bringing
     about the project through the Municipal Engineering Office.
  H. Project Outcome/Output
        The project's outcome shall contribute to the provision of quality and accessible
   road to the residents of the 25 barangays and also the going and coming from Barangay
   Buguis. Moreover, the completion of the project aims to attain the following outcomes:
                1.   Provides ease and comfort, more mobility to the residents;
                2.   Increase agricultural production,
                3.   Linking national roads for easy access and;
                4.   Entail higher economic return due to lesser transportation cost and
                     agricultural losses.
  I. Justification
       Hereunder are the findings of the present situation of the Buguis to Tagolilong
   Farm-to-Market Road which is proposed to be paved.
          1. Narrowness of the road only permits one (1) four (4) wheeled vehicle to pass
             one at a time;
          2. Reaching national highway is time-consuming due to bumpy roads and
             slippery pathways during rainy season;
          3. Agricultural losses due to damages in transport, especially during heavy rains.
             It beset the farmers since the road becomes difficult to traverse and,
          4. Agricultural products are highly perishable by nature, with the current
             situation and the worst-case scenario, only draft animals and motorcycles are
             used in transporting the goods which limits the carrying capacity.
         With the concreting of the 400 meter Buguis to Tagolilong Farm-to-Market Road
   worth Five Million Pesos (₱ 5,000,000.00), the above findings will be addressed,
   thus, the municipality’s goal of providing an accessible and safe roads to the 25
   barangays especially to Barangay Buguis will be attained. Also, it will provide
   employment to the locals for the duration of the said project. With this, provision of
   quality and accessible public services will be provided and a sustained agricultural and
   economic growth in the Municipality is expected to follow.
