Electrical Safety Guidelines

This document provides guidelines for electrical safety. It states that all electrical works must be de-energized and isolated before work begins. Licensed electrical workers should perform testing, inspection and maintenance. Temporary electrical installations should have earth leakage circuit breakers. Proper insulation and protection of wiring is required. Personnel should not work in proximity to exposed power circuits without protection.

ELECTRICIAL SAFETY

1. Purpose

1.1 To provide guidelines for employees involving in electrical works.

2. Definition

Nil

3. Responsibility

3.1 All staffs are to observe the guidelines provided in this procedure.

4. General Guidelines

4.1 Energized equipment, installation, or electrical system must be

de-energised and/or isolated prior to commencement of work.

4.2 Such de-energise and/or isolate facilities shall be secured to prevent

inadvertent activation of energy source.

4.3 Testing, inspection and maintenance on electrical installation shall be

done by the Licensed Electrical Worker.

4.4 All temporary electrical in building and work site shall be provided with
earth leakage circuit breakers.

4.5 All wiring shall be made of weather-proof types, properly insulated and
provided with adequate mechanical protection.

4.6 No bare wires or other unprotected conductors shall be located within 4

metres of any surface where employees may work or pass, unless
completely guarded by a fence or other barrier.

4.7 No person shall work in such proximity to any part of an electric power
circuit unless he is protected against electric shock.

4.8 Electric power circuit being exposed or concealed shall be located in a

way that any person, tools or machine will not have physical or electrical
contact.

4.9 No person shall, without authority, enter any power station, transformer
station or switching station premises belonging to or under control of the
Company.

4.10 All stations will be locked when unattended.

4.11 Do not attempt to repair any damaged or defective equipment. Leave

electrical repairs to the experts.

4.12 Have all broken and damaged switches, socket outlets, adaptors and
plugs replaced. Replacing them promptly will put danger out of the way.

4.13 Check all plugs to ensure that they are sound and the bases are firmly
secured to their covers. If a plug is warm to the touch while carrying load,
have it checked for soundness of connections inside. Ensure that the
cord-grip inside a plug holds the cable firmly in position.

4.14 Do not connect several appliances into one plug. This will overload the
plug and can cause fire. Use separate plug for each electrical appliance.

4.15 Always remember to replace worn and damaged flexible cables. Avoid
"knotting" or "kinking" the flexible cables when they are being coiled up.

4.16 Know the color code: Live – Brown, Neutral – Blue, Earth - Green with
yellow strips.

4.17 Never poke bare conductors into socket outlets. Persons can easily get a
shock when inserting the conductors.

4.18 Never remove the plug of an appliance from socket outlet by pulling at
the cable. The action may snap the earth wire loose and touch the bare
terminal and caused the appliance to become "live".

4.19 Never try to join cables to appliances using PVC tape. After some time,
the tape will peel off. It is much safer to replace the entire length of cable.

4.20 Do not touch any exposed conductor, although the supply is switched off.
Treat all bare wires to be "live".

4.21 Do not trail cables over a hot area and do not lay lengthy cables on the
floor across passageway or in between door hinges. Cables should be
supported above floor or ground level by cable tray or trunking such that
the risk of mechanical damage is prevented.

4.22 Make sure the power supply is switched off and isolated by removing the
plug top before working on any electrical appliances.

4.23 Avoid handling any appliances while hands are wet or when standing on
wet or damp areas.

4.24 When handling electrical appliance, always have the footwear on.
Footwear with rubber sole is preferable to leather ones.

4.25 When possible, use all-insulated or double-insulated appliances.

Employee can easily identify such items from the symbol, consisting of
two squares, one inside the other.

4.26 Make sure that one or more current operated earth leakage circuit
breakers (ELCBs) in the premises are of 30mA sensitivity. This should be
used to protect all sockets and lighting circuits.

4.27 Do not attempt repairs, modifications or extensions of any electrical

wiring in the premises. Always appoint a licensed electrical contractor to
do the wiring.

4.28 A periodic check on the resistance of the Earth Circuit is recommended.

4.29 Only wood and fiberglass ladders shall be used for work on electrical
equipment, unless appropriate measures are introduce to prevent the
conduction of electricity when using metallic ladder.

4.30 Avoid any electrical work when the employee are tired or feeling drowsy
from the effect of medicine or not feeling well. Be alert and stay alive.

4.31 Never take unnecessary risk with electricity.

4.32 Warning signs shall be display prominently during any electrical work to
warn passer-by of the danger.
