Introduction

General Background
Maritime legislation covers technical and increasingly operational ship safety standards as well as
environmental and quality issues. All of these are subject to permanent review and almost
continuous amendment.
Particularly IMO as the major international body for the development of maritime regulations, but
also institutions like the EU or flag State Authorities, are constantly issuing a stream of new, altered
or revised mandatory requirements.
Within this context Germanischer Lloyd assumes the role of mediator between its clients and the
regulatory authorities, providing consultation in technical matters and up-to-date regulatory guidance
and information.
Germanischer Lloyd has published the IMO Fire Protection Pilot as an easy reference to help
shipyards, shipowners, Administrations and other interested parties to identify new regulations at as
early a stage as possible and without delay. Early knowledge of new requirements is vital, as it
enables planning and implementation in due course, thus avoiding problems and saving costs.
Feedback, positive as well as negative, concerning the experience gained with the use of this
brochure will be much appreciated and, together with your suggestions, constitutes a source of
constant improvement.

New Fire Protection Requirements - SOLAS Chapter II-2

SOLAS fire protection requirements have been amended by the International Maritime Organisation
(IMO). There are only few requirements which are new, but the whole Chapter II-2 has been
rearranged and adopted through Resolution MSC.99(73) and published in a paperback version by
IMO (Sales number: IMO-170 E / ISBN: 92-801-5110-X). Performance criteria for specific fire safety
systems have been removed from Chapter II into the new FIRE SAFETY SYSTEMS CODE
(Resolution MSC.98(73)).
In order to provide practical guidance we have attached a cross-reference list for the regulations in
the existing and new Chapter II-2, enabling easy identification where the relevant regulations can be
found in the new amended version. Additionally this cross-reference list contains information about
related IMO, ISO/IEC and IACS instruments.
Also attached is a list of regulations, which in fact are new requirements not part of the existing ones
as well as the GL notes on approval and arrangement of Emergency Escape Breathing Devices.
The requirements of the new SOLAS Chapter II-2 apply to ships which keels are laid on or after
1st July 2002. However, some requirements are also applicable to existing ships.

Limitations
The IMO Fire Protection Pilot has been developed by Germanischer Lloyd with the aim of providing
regulatory news in the most current state possible.
However, flag State requirements have not yet been included in the IMO Fire Protection Pilot as
listing them with all their details would go beyond the scope of this brochure and would extend
beyond the capabilities of this medium as quick reference tool.

Notes on approval and arrangement of EEBD’s
 Notes on approval and arrangement of Emergency Escape Breathing Devices
(EEBDs)

The actual requirements for EEBDs are laid down in the following documents:
a) SOLAS 74 including amendments 2000 (IMO Res. MSC.99(73), Reg. II-2/13.3.4 and 13.4.3;
b) International Code for Fire Safety Systems (IMO Res. MSC.98(73), Chapter 3, Para. 2.2;
c) MSC/Circ. 849 – Guidelines for the performance, location, use and care of emergency escape
breathing devices (EEBDs).

Application:
All passenger ships and all cargo ships (³ 500 GT) shall be provided with EEBDs as follows:
newbuildings – on all newbuildings with keel laying date on or after 01.07.2002,
existing ships – on all existing ships not later than the date of the first survey* after 1July
2002.

Approval:
EEBDs shall be of approved type according to the requirements of the Code for Fire Safety Systems
[b)].
On ships for which GL is authorised to issue the CSSEC, GL approval is required. On other ships
approval by the relevant flagstate, or acceptance of an approval by this Administration, is required.
According to the next (3rd) amendments to the Directive, which will be most probably come into force
on 1st July 2002, EEBDs will be included in the Annex A.1 to the EC Marine Equipment Directive.
Therefore, approval according to the Directive will be required.

Arrangement:

Unless personnel are individually carrying EEBDs, consideration should be given for placing such
devices along the escape routes within the machinery spaces or at the foot of each escape ladder
within the spaces. In addition, control spaces, workshops and similar working places located within
the machinery spaces should also be considered for the possible location of such devices [c) para.
4.6].

Recommended places for storage of EEBDs within the accommodation area are the bridge, the
mess rooms and the galley, either within these spaces or near those spaces within means of
escape.

Indication in the fire control plan:

The number and location of these devices shall be indicated in the fire control plan [a) Reg. II-
2/13,4.3.2]. The revision shall be endorsed by the attending GL surveyor.
