Series of 2010 AN ORDINANCE CREATING THE TUMAUINI DISASTER QUICK RESPONSE UNIT (RESCUE 811) AND APPROPRIATING FUNDS THEREFORE FOR ITS OPERATION Sponsored by: Councilor Joselito S. Bautista
WHEREAS, the Municipality of Tumauini is prone to flood during rainy seasons; WHEREAS, occurrence of typhoon is unpredictable especially during rainy seasons; WHEREAS, the Municipal Disaster Coordinating Council (MDCC) needs an implementing arm or unit in case of disaster and calamities; NOW THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Tumauini, Isabela in a session assembled, that: SECTION 1. The Tumauini Disaster Quick Reponse Unit (Rescue 811) is hereby created as the implementing arm of the Municipal Disaster Coordinating Council hereinafter referred to as the TDQRU-Rescue 811. SECTION 2. The TDQRU-Rescue 811 shall perform planning, monitoring and coordinative functions, and in the process exercise immediate response in case of denundation, earthquake, fires and other similar calamities and manmade calamities. SECTION 3. The services of the TDQRU-Rescue 811 shall include: a) Formulation and implementation of disaster preparedness in the community; b) Implement the Basic Life Support (BLS) and First Aid to the victims of disaster and calamities; c) Assists and rehabilitate the victims and the provision of necessary emergency services; d) Coordinate safety transport of victims to the nearest hospital;
e) Acts as the Official Deputies of the Municipal Disaster Coordinating Council of Tumauini; and f) Initiate immediate rescue in any case of emergency calls. SECTION 4. Composition of Tumauini Disaster Quick Response Unit-Rescue 811: a) It shall be composed of personnel from the different departments/offices in the Municipality of Tumauini, private and public hospitals, Bureau of Fire Protection and Philippine National Police. b) The unit shall be headed by a Team Leader, who shall be assisted by the Assistant Team Leaders, all of whom shall be elected from among themselves. c) This unit shall be under the direct supervision of the Chairman of the Municipal Disaster Coordinating Council, assisted by the Mayor s duly designated representative. SECTION 5. Officers and members of TDQRU-Rescue 811 shall undergo regular training, seminars/workshops and other educational activities on Disaster Preparedness, Basic Life Support, Water Safety and Rescue, and other actual trainingfor this purpose. SECTION 6. Members of the TDQRU-Rescue 811 whose lives may be endangered in the performance of their duties shall be entitled to life and medical insurance during disaster and calamities. SECTION 7. Roles and functions of the TDQRU-Rescue 811 shall be as follows: a) Work on call duty; b) Undertake necessary steps on dealing with immediate assistance to all kinds of disaster and calamities; c) Coordinate and monitor the implementation of such plans, programs and projects concerning the same, specially pertaining to enforcement and education; d) Set the policies concerning its roles and functions and shall coordinate and regulate the implementation of all the programs and projects concerning the same; e) Prepare the list of logistical requirements for the unit; f) Perform other related functions required to achieve the objectives of the TDQRU-Rescue 811. SECTION 8. Functions of the Team Leader The Team Leader shall: a) Execute the policies and measures approved by the Municipal Disaster Coordinating Council and be responsible for the efficient and effective operation of the unit;
b) Prepare the annual budget for the operations of the unit for submission to the Sangguniang Bayan thru the MDCC; c) Submit for consideration of the MDCC such other policies and measures as may be deemed necessary to carry out the purpose and provision of this ordinances; d) Subject to the guidelines and policies set by the MDCC, prepare the staffing pattern and number of subordinate officials and members of the unit, and exercise the power to discipline subordinates under the provision of the law; e) Prepare annual report on the accomplishments of the unit at the end of each Calendar Year for submission to the MDCC; and f) Perform such other duties as may be assigned by the Mayor or by the MDCC. SECTION 9. Functions of the Assistant Team Leader Leader shall: The Assistant Team
a) Assist the team leader in the administration of the unit and supervision of subordinate personnel; b) Assist the team leader in the supervision of the operations of the unit; c) Assist the team leader in the review of plans and programs of the unit in the preparation of the annual report of activities and accomplishment of the unit; d) Perform such other duties and functions as may be lawfully delegated or assigned by the team leader from time to time. SECTION 10. Institutional Linkages of the TDQRU-Rescue 811. It shall, in carrying out its functions, coordinate and work closely with the DSWD, BFP, PNP, private and public hospitals in Tumauini, the MDCC, and other non-governmental organizations (NGOs) stationed in Tumauini, and may enter into Memorandum of Agreement (MOA) and other cooperative arrangements with hospitals, NGOs, for the delivery of services within the Municipality in accordance with the Local Government Code and other laws. SECTION 11. The MDCC shall provide the TDQRU-Rescue 811 an open space for its headquarters and all the necessary office equipment and supplies. SECTION 12. Sources of Fund and the Operating Budget of the Tumauini Disaster Quick Response Unit Rescue 811. The MDCC shall recommend the Annual Budget for this purpose and to be submitted to the Sangguniang Bayan for approval. SECTION 13. The amount of P 100,000.00 (one hundred thousand pesos) from the 5% calamity fund of the year 2011 is hereby appropriated for the procurement/purchase of rescue equipment and for the initial operations of the Tumauini Disaster Quick Response Unit Rescue 811 subject to the usual accounting and auditing rules and regulations.
