SUBJECT DUPLICATE LICENSE NUMBERS ISSUE -"" _k-5' " - If· !

In January 2022, Memorandum Circular No. 2022 - 2303 was issued which mandates that
Q!l]y LTMS should be used for processing new and renewal applications for Driver's
Licenses effective January 10, 2022. Non-compliance by some offices to the said
Memorandum resulted to duplicate numbers fo r Student Permits, Driver's Licenses, and
Conductor's Licenses. To rectify this, the following guidelines are hereby issued :

A For issued Student Permits


1. Create a ticket to technicalsupport@lto.gov .ph with subject:
DUPLICATE STUDENT PERMIT NUMBER <number> .
2. MID shall adjust the SP number issued from Stradcom.
3. The evaluator must manually correct the SP number in the Official Receipt with
his/her corresponding signature/initial.

B. For transacted Driver's and Conductor's Licenses (DUCL) under 5yr DL system
issued with Official Receipts only
1. Contact affected clients before reprinting DUCL card s.
2. Issuing Office should adjust the number series in the 5yr DL system with the
license series starting at BOOXXX, then reprint.
3. The evaluator must manually correct the license number in the Official Receipt
with his/her corresponding signature/initial.
C. For licenses issued with printed cards (DUCL)
1. Contact affected clients before reprinting the cards.
2. Issuing office should submit a request to technicalsupport@lto.gov.ph to delete
the initially generated license number in the 5yr DL system .
3. Upon deletion, issuing office should adjust the number series in the 5yr DL
system starting at 900XXX.
4. The evaluator must manually correct the license number in the Official Receipt
with his/her corresponding signature/initial.

LTO DistricUExtension offices that have issued Student Permits and Driver's I Conductor's
Licenses with duplicate numbers are hereby directed to perform the recommended steps
above to remove the duplicates.
