2, RATIONALE/PURPOSE:
‘This circular aims to Correct the practice of some Directors/Chiels of Offices to
Fecommend for training unwanted personnel in their particular office/unit. ‘This will also rectify
the practice oF some police officers who apply for schooling directly at NHQ PNP or at PPSC
even without, consulting. thelr -Director/Chief of Office/Unit, io the dlisacivantage of those
assigned in remote areas who have less aocess to NHQ PNP or PP!
Lukewise,. this, wil. amplify the concept that training is neithera right nora
privilege of all personnel. In‘ other words, screening and selection of personnel who will
undertake a career course must be based on two (2) general rules as follows:
a. Only those qualified shall take the course; antl
b. Only those personnel who have the potential to grow professionally shall
be sent on training.
The new paradigm in training is that, itis the responsibility of beth the unitfoffice
and the individual PNP member. Towards this end, every personne! should be aware of the
ifferent mandatory career courses in the various stages of their service, Directors/Chiefs of
Offices/Units shall be responsible in the screening and selection of personne! to be sent on
‘raining based on the above-mentioned rules, and encourage/allow them to attend these career
‘courses.
