1. What is Criminal Justice System?
A criminal justice system is a set of legal and social
institutions for enforcing the criminal law in accordance
with a defined set of procedural rules and limitations.
2. What is Correction?
A branch of the Criminal Justice System concerned with the
custody, supervision and rehabilitation of criminal
offenders.
3. What are the two (2) approaches of Correction in the
Philippines? Explain each.
The Philippine Prison System adopted two approaches in
treating criminal offenders. These are the Institution-
Based Treatment Programs and Community-Based Treatment
Programs. Institution-Based Treatment Programs, Prison
Education objective are to return the prisoner to society
with a more wholesome attitude towards living, To conduct
themselves as good citizens, To give them knowledge and
develop their skills to maintain themselves and their
dependents through honest labor. Community-Based Treatment
Programs, Youth offenders in the Philippines are treated
differently. A youth youth offender is defined as a child
over nine (9) years but below eighteen (18) years of age at
the time of the commission of an offense. Under the
country’s laws, these youth offenders are entitled to a
suspended sentence. Instead of serving their sentence, they
are rehabilitated in regional youth rehabilitation centers,
which are managed and supervised by the Department of
Social Welfare and Developed (DSWD). There are ten (10)
rehabilitation centers for youth offenders, one of which is
a National Training School for Boys and other, a National
Training School for Girls. Their stay in the center can be
shorter than their sentence term, depending on how they
respond to the rehabilitation process therein.
4. Why Correction is regarded as the “Weakest Pillar of the
Criminal Justice System?”
It is considered as the weakest pillar in the Philippine
Criminal Justice System because they fail to reform
offenders and prevent them from returning to criminal life.
5. What is the purpose or advantages of Community Based
Corrections Programs or Non-Institutional Correction?
The advantages of this is that it is less costly on the
part of government, the offender’s family need not suffer
since the offender will not be sent away from them and he
will still able to go on with his life and livelihood
thereby enabling him to support his family
