1.4.1 General information
There are 99 substations in the GtoG project, including 18 nos. bay
extension, 5 nos. renovation scope, 41 nos. new substation and 35 nos.
transformer addition; below list is section-1, 65 nos. substations are
provisionally included.

2. Tender manner:
a. The quotation should be deemed to Fixed Unit Price for completion of all
the work (Included in the working scope and related risk etc.). No
revision or variation of the unit rates will be allowed during the course
of execution.
b. The contractor may select one substation or multiple substations in one
area.
c. The contractor has options:
1. Full a pack (Installation, testing and commissioning).
2. Half a pack (Installation, assistance for testing and
commissioning)，This item does not apply.
3. Scope of work:
All about the electrical construction work will be package to you, and the
works are including but is not limited to the following:
a. Demolition work
Dismantle the all the old equipment which is need to replace by new
equipment, such as primary side (Tr, CB, DS, CT, PT, LA, PI, aluminum
conductor, power cable, steel structure etc.) and secondary side (MK box,
panel and cable etc.).
b. Installation work
Modification and Assembly of steel structure, installation of the primary
equipment (Tr, CB, DS, CT, PT, LA, PI, aluminum conductor, power cable
etc.), installation of the secondary equipment (MK box, panel, cable etc.)
c. Final inspection and testing work
Final inspection as per the manual and construction drawing, primary test,
secondary test and relay configuration and test etc.
d. Commissioning work
Pre-commissioning and final commissioning as per PGCB requirement.
e. Materials handover
Handover the materials and equipment to PGCB store.
f. Documents
Project documents including construction program, time schedule, manpower
and tools list, safety manual, installation and testing report etc.
4. Scope of supply:
According to the enclosed described in Appendix #2.
5. Time of completion:
According to the enclosed work program described in contract.
6. Project quality standard/criteria:
The project standardization in compliance with national and industrial
standards and specifications of PGCB.
7. Qualification
A bidder may be a firm that is a single entity, the proposed bidder for
executing the field works shall have two project experiences of same work of
132kv or higher voltage substation and completed.
Bidder shall provide such evidence of their continued eligibility
satisfactory to the employer, as the employer shall reasonably request. Any
more provisions reference to the evaluation and comparison items.
Bidder will submit the following documents furnished with the tender:
a) Company Trade License
b) TIN & VAT certificate
c) Performance Certificate from the End User
d) Company Profile
8. Payment method:
a) No advance payment
b) 90% progress payment will be made against each invoice submitted by second
party.
c) 5% payment will be paid after CCCE upon issue of the Completion
Certificate from PGCB.
d) Remaining 5% payment shall be paid after CCCE receive the Final Acceptance
Certificate from PGCB.
9. TAX, VAT & other duties:
The bidder shall quote bid- prices of all items of the price schedules under
this contract exclusive of AIT & VAT.
10. Health & safety:
Necessary arrangement of the health & safety of construction side, worker and
public are to be taken care during the execution of work as per the safety
norms.
11. The language of the bid is: English.
12. Procurement bidding documents
You may get a complete set of bidding documents from our official email base
on the 2019 COVID issue. And no any payment from bidder.
