Thereby cettfy to the urgency and necessity of a resolution and ordinance to be passed
under Suspended Rules during the Regular Session of the 19* City Council on December
10, 2020, with the title:
“A RESOLUTION GRANTING LEGISLATIVE AUTHORITY FOR THE CITY MAYOR
TO SIGN FOR AND IN BEHALF OF THE CITY GOVERNMENT OF DAVAO THE
MEMORANDUM OF AGREEMENT BETWEEN THE DEPARTMENT OF
AGRICULTURE-RFO XI AND THE CITY GOVERNMENT OF DAVAO RELATIVE TO
THE PRODUCTION OF TISSUE CULTURE BANANA CARDABA PLANTLETS AND
UPGRADING OF TISSUE CULTURE LABORATORY PROJECTS UNDER THE
BAYANIHAN-IT ACT”
‘The approval of the resolution under suspension of rules is hereby requested to fast track
release of funds before the end of the year. ‘Attached also is the legal opinion for the City
Legal Office (CLO) for reference.
