RECENT MAIN PROVISIONS INTRODUCED
• The Company may, if so required, declare and publish a list of
Maximum 25 Divisional Offices as Deficit Offices in a year
(ROwise) with acute requirement of scale-wise officers (Scale I, II
and III) on or before 30th April of the year. The officer transferred
to a Deficit Office shall be eligible to apply for request transfer
after completion of 2 years stay in a Deficit Office, excluding the
period of LOP, if any, to a place of his/ her choice.
• List of Major Diseases revised to 13 from 9 giving revision to
existing diseases also.
• Officers reaching superannuation : Exemption from transfer-
provision of two years (up to scale III only)
• Officers reaching superannuation: Transfer back to home town or
place of choice – reduced from 2 to 1 year (up to scale III only)

6th Amendment to the Promotion Policy for Officers – 2006

 The zone of consideration for promotion from


Scale V to Scale VI & Scale VI to Scale VII shall be 3
times the number of vacancies from the top of
the respective seniority list .
 That in case of promotion to the cadre of Scale-VI,
all eligible officers either belonging to the same
batch or selected on the same date shall be
considered even if the total number exceeds the
proportion as stated above.

7th Amendment to the Promotion Policy for Officers - 2006
Introduction of IN-SITU Promotions in the cadres of Scale VI and Scale VII
Number of vacancies for IN-SITU will be restricted to one third (1/3) of the
approved vacancies of the respective scale.
The Promotion Committee shall select officers equal to the number vacancies
for IN-SITU promotion for placement in Scale VI or Scale VII, based on the overall
merit, suitability, growth potential, length of balance service, qualifications,
service experience in functional areas and seniority of the empanelled candidates
as may be assessed from the performance appraisal and other records. Such
selection of officers for IN-SITU promotion by the Promotion Committee shall be
final.
Officers attracting provisions of para 17 not eligible for said promotion.

QUARANTINE LEAVE
Quarantine Leave is leave of absence from duty necessitated by orders not
to attend office in consequence of the present of infectious disease in the
household of an employee of the Company.
The quarantine leave should not be granted unless the ‘medical officer’
looking to the infectious nature of disease considers it necessary to
quarantine the member of the household suffering from the infectious
disease.
If an employee reports about the presence of an infectious disease after
he rejoins duty, he would not be eligible to have his absence for the period
treated as quarantine leave.
If an employee himself is suffering from an infectious disease, no
quarantine leave shall be admissible, but he may be allowed sick leave.
Cholera, Small pox, Plague, Diphtheria, Typhus -Fever and Cerebrospinal
meningitis are considered as infectious diseases for the purpose of
quarantine leave. Quarantine leave may also be granted if declared by the
concerned State Govt. as infectious diseases in the area

Housing Loan
Eligibility :
All the confirmed employees with three years or more service (two
years if ex-serviceman) are eligible for loan for purchase of land
and construction of house thereof, purchase of flat/house subject
to terms and conditions of the Scheme.
Second Loan/Transfer of Loan : Only twice in entire service

Basis of instalments :
 Balance service/30 year basis /Interest only option if <15 yrs of
service left.
 Total installments should not exceed 45% of gross salary
Repayment :
 Two years after sanction of loan or one year after possession,
whichever is earier (in case of scheme loan)
 If loan taken within one year, recovery start one year after final
instalment of Scheme Loan.
 Recovery of supplementary loan is started with immediate effect.

Rate of Interest :The rate of interest on Scheme Loan will be 5% p.a. on

90% membership of employees from General Insurance Industry, the
rate of interest on Scheme Loan will be 4.5% p.a.

The rate of interest on Supplementary Loan will be 7.5% p.a. on


reducing balance.

Penal Interest for letting out of flat/house/apartment @2.5% over and


above the rate for Scheme Loan shall be charged if the employee is
posted at the same station where the subject property is situated. Further,
the rate of interest on Supplementary Loan shall remain unaffected i.e.
no penal interest is to be charged on the amount of Supplementary Loan.

with a written exam except for sub staff cadre
followed by interview and skill test (for typists &
stenographers) and lastly a thorough medical
fitness checkup.
 Recruitment is governed by governmental
regulations. Reservations are as laid down by
state as well as central govt. rules.
 For all India open competition it is 15% for SC,
7.5% for ST and 27% for OBC.
 For others it is as per the respective state rules.
