SUBJECT: ADMISSION TO MBBS I BDS COURSES- IN MEDICAL AND DENTAL


INSTITUTES IN THE STATE OF PUNJAB FOR THE SESSION 2015.

1. The Governor of Punjab is pleased to notify the admissions to Under-


Graduate Degree courses i.e. MBBS/BDS for the year 2015 in the
Medical/Dental Institutes in the State of Punjab including Medical/Dental
Institutes affiliated to Private Universities.
2. The Governor of Punjab is further pleased to authorize Baba Farid
University of Health Sciences, Faridkot to conduct Punjab Medical
Entrance Test-2015 (PMET-2015) .
3. The Governor of Punjab is further pleased to authorize Baba Farid
University of Health Sciences, Faridkot to conduct centralized counselling
for admissions on the basis of marks obtained in PMET-2015.
4. The admission to the MBBS/BDS courses in all the categories will be
based on marks obtained in PMET-2015. However if the seats are still
vacant then admissions will be done on the basis of marks obtained in
10+2 (qualifying exam).
5. Candidate must have completed the age of 17 years on or before 31st
December of the admission year.
6. Candidate must have passed in the subjects of Physics, Chemistry,
Biology/Biotechnology and English individually and must have obtained a
minimum of 50% marks (45% for Persons with Locomotor Disability of
Lower Limbs and 40% for SC/BC) taken together in Physics, Chemistry
and Biology/ Biotechnology (PCB) in 10+2 examination or other equivalent
examination of 10+2.
7. Candidate should have passed qualifying examination as under:
a. The higher secondary examination or the Indian School Certificate
Examination which is equivalent to 10+2 Higher Secondary
Examination after a period of 12 years study, the last two years of
study comprising of Physics, Chemistry and Biology after the
introduction of the 10+2+3 years education structure as recommended
by the National Committee of Education;
OR
b. Any other examination which, in scope and standard is found to be

Biotechnology including a practical test in each of these subjects and


English;
8. In order to be eligible for admission to MBBS/BDS course, it shall be
necessary for the candidate to obtain minimum of 50% marks (45% for
Persons with Locomotor Disability of Lower Limbs and 40% for SC/BC
categories} in PMET-2015.
The inter-se-merit of candidates for tie-breaking in PMET-2015 shall be
determined in the following manner:
a. Candidates obtaining higher marks in Biology (Botany & Zoology) in
the PMET-2015.
b. Candidates obtaining higher marks in Chemistry in the PMET-2015.
c. Candidates older in age.
9. After the declaration of the PMET -2015 result, the candidates will apply on
the specific proforma for all seats except All India quota seats to Baba
Farid University of Health Sciences, (BFUHS), Faridkot. Admission will be
made by the selection committee through a centralized counselling by
BFUHS, Faridkot on the basis of inter-se merit of PMET-2015. However if
the seats are still vacant then admissions will be done on the basis of
marks obtained in 10+2 (qualifying exam). Merit will be prepared on the
basis of PCB (Physics, Chemistry and Biology/Biotechnology) marks in
10+2 examination. In case two or more candidates securing equal marks
in PCB, their inter-se merit will be determined as under:
i) Candidates having higher percentage In the subject of
Biology/Biotechnology
ii) Candidate having higher percentage in the subject of chemistry
iii) Candidate, older in age.
10. Admission to private institutions shall be made as per the provisions of the
Punjab Private Health Sciences Educational Institutions (Regulation of
Admission, Fixation of Fee & Making of Reservations) Act 2006.
11. A candidate from reserved Category shall have the right to compete for
admission in open merit or General category seats as per his/her merit on
the day of counselling and candidate so selected will not be counted
towards admission in the reserve category.
12. The schedule of counselling, admission and start of classes shall be in
conformity with the schedule laid down by Medical Council of India/Dental
Council of India/ Hon'ble Supreme Court of India / State Government. Fee.
and other charges for submission of the application and counselling shall
be determined by the University.
13. Out of the total seats in government institutes, 15% seats (All India Quota)
in MBBS/BDS courses shall be filled by the Government of India through
centralized counselling by Central Board of Secondary Examination on the

basis of marks obtained in AIPMT-2015. (Rest 85% seats will be filled by


the selection committee constituted by the Government of Punjab).
14. The details of the institutions and category wise seats will be available on
the official website of Government of Punjab and Baba Farid University of
Health Sciences, Faridkot i.e. www.punjabmedicaleducation.org and
www.bfuhs.ac.in.
15. The candidate should be a bonafide resident of Punjab. The resident
status of Punjab state will be taken in terms of Punjab Government,
Department of Personnel and Administrative reforms (PP-II Branch) letter
No. 1/3/95-3 PP 11/9619,dated 6th June,1996,ID No.1/2/96-3PP-
2/8976,dated yth July,1998 and 10 No.1/3/95-3PP/11I81, dated 1st January
1999 and any further instructions issued by the Department of Personnel,
if any, and the same shall be adhered. This is applicable on all MBBS
/BDS candidates except 15% All India Quota, NRI seats and wards of
defence personnel posted in Punjab.
Provided however, that in case adequate number of candidates
aren't available for BDS course, candidates who are not residents of
Punjab shall also be considered.
16. A Candidate should belong to Punjab and should have passed his/her
10+2 examination or other equivalent examination in place of
10+2examination from a recognized School/ institution situated in the
State of Punjab*except for the following exemptions wherever applicable.
The candidate would be required to submit a certificate to this effect from
the Principal/Head of the Institute last attended in the prescribed proforma.
The following categories will be exempted from this condition
i) Children/wards/dependents (whose parents are not alive) of all those
regular Punjab Government employees, members of All India Services
born on Punjab cadre, Serving Judges and the employees of the Punjab
and Haryana High Court, employees of Boards/Corporations/Statutory
Bodies established by an act of the State of Punjab who have been
holding post outside Punjab on or before 1st January of the year of
passing 10+2 examination and their children/wards/dependants were
compelled to do class XII outside Punjab.
ii) Children/wards/dependents (whose parents are not alive) of all those
regular Central Government employees, employees of
Boards/Corporations/Statutory Bodies of the Central Government who
have remained posted inside Punjab for at least two years out of the
three years preceding year of passing 10+2 examination but were
posted outside Punjab for some time during these three years due to
which their children/wards/dependants were compelled to do class XI
and/or XII or equivalent qualifying examination outside Punjab. However

those who remained posted in Punjab continuously for these three years
shall not be entitled to be exempted as they are equally placed with other
Punjab Government employees posted in Punjab.
iii) Children/wards/dependents (whose parents are not alive) of all those
Punjab Government pensioners who have retired on or before 1st
January of the year of passing 10+2 examination and have settled
outside Punjab on or before 1st January of the year of passing 10+2
examination and their children/wards/dependants were compelled to do
class XII outside Punjab.
iv) Children/wards/dependents (whose parents are not alive) of those military/
para-military forces personnel who were born in the territory of Punjab as
per their service record at the time of entry into service.
v) Children/wards/dependents (whose parents are not alive) of those Ex-
employees of military/ Para military forces who were born in the territory of
Punjab as per their service record at the time of entry into the service and
have retired on or after 1st January of the year preceding two years of the
year of passing 10+2 examination.
vi) Candidates belonging to minority community who are competing for the
minority quota in the minority institutions.
vii) Candidates seeking admission under NRI category.
viii) Wards of defense personnel posted in Punjab.

*Notel: A candidate who passed his/her 10+2 examinations or other equivalent


examination from a recognized School/Institution situated in Chandigarh
Union Territory shall also be eligible for admission to MBBS/BDS provided
these candidates are Punjab bonafide residents.
Note II: Result not declared - The candidate, whose result of qualifying examination is
not declared till the last date of applying, will have to produce the result of
qualifying examination by the time of counseling. Marks obtained in
Mathematics in Class XII examination shall not be considered for admission
to MBBS/BDS courses.

Counseling will be online, the details will be decided by the Baba Farid
University of Health Sciences, (BFUHS), Faridkot.

i) The fee will be payable on annual basis and the institutes shall not insist
on the candidate to deposit fee of the entire course in advance. At the
most candidates can be asked to furnish a surety bond I bank guarantee
that they will be liable to pay the balance fee for the whole course even if
they leave the institute I course midway course.
ii) The fee shall be refunded I adjusted if candidate is shifted from one
college to another in the subsequent counseling on operation of the
waiting list. If the said fee is not refunded I adjusted within 15 days, the
said Institution is liable to pay Bank Interest as well as penal interest to the
said students as laid by R.B.I. Fee will be deposited by the successful
candidates to the respective institute in the shape of demand draft.
iii) Hostel fee and security advance (Annual and provisional) for private
institutes.
a. General Independent Room Rs.16,5001- per year for the First year
(Maximum) for single bedroom .This fee may be hiked upto 10%
(maximum) for each subsequent year

b. Special Room (Attached bathroom and AC) Rs.26,400/-per year


(Maximum). This fee may be hiked upto 10% (maximum) for each
subsequent year
c. Security Advance Rs.27,500/-or its equivalent (refundable in the shape of
demand draft.)
d. Mess charges- Actual and to be managed by the students.
e. These charges are exclusive of electricity I water but inclusive of
everything else.
*The fee and other chargesl security etc. to be charged shall be subject to
change as may be approved by the State Government from time to time.

20. Reservation
A. For Government Medical/Dental Colleges:

Out of the total seats, 15% seats (All India Quota) in MBBS/BDS courses would
be filled by Govt. of India through centralized counseling by CBSE on the basis of
merit in AIPMT-2015.
The reservation for the State quota seats in Government Institutes in
various categories for admission to the under Graduate courses in
Government Medical Institutes will be as under:

(i) Scheduled Caste 25%

Note: The reservation for SC shall be calculated on total seats of


institution after deduction of All India Quota seats.

(ii) Backward Classes 5%


Note: The Backward Class Certificate must be as per the latest
instructions of the Government of Punjab in which the annual
income of the family is specifically certified

(iii) Backward Areal Border Area (1% each) 2%


(iv) Physically handicappedl orthopedically handicapped only
3%
The candidate under orthopedic handicap shall be admitted only if hel she
has locomotors disability of lower limbs between 50% to 70% and with this
disability he/she is otherwise found fit medically to pursue the concerned
course by the Medical Board duly constituted by the Government and
consisting of Heads of the respective Departments of three Medical
Colleges at Patiala, Amritsar and Faridkot of the specialty concerned. In
case the candidates are not available then candidates with 40% to 50%
disability may be considered.
(v) Sports Persons 1%

Credit will be given only for the sports achievements made during class XI
and XII. The admission shall be made on the basis of inter-se merit of the
candidates determined on the basis of gradation (Cat AlB/C) issued by the
Director of Sports, Punjab.
(vi) Children/Grandchildren of terrorist affected persons 1%
Children/Grandchildren of Sikh riot affected persons 1%
(In order of preference to the exclusion of next category) (Preference will
be given to a candidate whose parent or guardian is killed in such situation
- Guardian to be considered only in case neither parent was alive at the
relevant time)
a. Persons killed in terrorist actions in Punjab/ riots outside Punjab.
b. Terrorist/ Riot affected /displaced persons
(vii) Wards of Defence Personnel 1%
(In order of preference to the exclusion of next category)
(a) Killed in action
(b) Disabled in action to the extent of 50% or above & Boarded out of
service
(c) Died while in service & Death attributed to Military service
(d) Disabled in service & boarded out with disability attributed to
Military Service
(e) Gallantry award/other award winners both serving/retired.
(f) Serving defence personnel/ex-serviceman
(viii) Wards of Punjab Police Personnel, Punjab Armed Police, Punjab Home
Guards, and Para-Military Forces (in order of preference to the exclusion
of next category) 1%.
Certificate to this effect issued by Inspector General Police (HQ),
Punjab shall have to be produced while submitting other documents. In
case of Paramilitary Forces this certificate shall be countersigned by IG
Police (HQ) Punjab.
(a) Killed in action
(b) Disabled in action to the extent of 50%
(c) Winners of President's Police Medal for Gallantry or Police Medal
for Gallantry
(ix) Children/grandchildren of freedom fighters of Punjab 1%

21. Admission to Private Institutes


i) The distribution of seats in private medical institutions would be:
Government quota seats 50%
Management/Minority quota seats 50% (including 15% NRI
quota)

Note: regarding minority seats in the S.G.P.C. institutions namely Sri


Guru Ram Dass Institute of Medical Sciences and Research and
Sri Guru Ram Dass Institute of Dental Sciences and Research,
Amritsar, the NRI seats be divided equally between the
Government quota and Minority Quota as per Government
Notification No. 5/19/2004-5HB-111/424 dated 07.02.2005.
ii) The reservation in private institutes (for Government/Management quota
seats) will be as under:

i) Scheduled Caste 25%


ii) Backward Classes 5%
Note: The Backward Class Certificate must be as per the latest instructions of
the Government of Punjab in which the annual income of the family is
specifically certified)

iii) Physically handicapped/orthopedically handicapped 3%


iv) Migrants from Jammu & Kashmir due to terrorist violence. 1%

iii) The vacancy, if any, generated due to exceptional circumstances or


surrender of seats after the z= centralized counselling would be filled by
the admission committee headed by the Principal of Dayanand Medical
College and comprising of the representative each of the Government and
the University, strictly on the basis of merit of the corresponding year. This
counseling will be held at GGS Medical College Faridkot.
iv) The minority quota seats shall be filled on the basis of inter se merit of the
candidates in the test conducted by the minority institute, or on the basis
of marks obtained in PMET-2015. The institutions will also upload the
admission form on institute website.
v) The representative of the University would be at liberty to place on record
the copies of applications received in the BFUHS directly for admission to
the institutes, for consideration by the Committee.
22. Procedure for filling left over seats in private! minority institutes
For all the leftover seats in Private or Government Medical/Dental
Colleges the counseling will be held at GGS Medical College Faridkot with
the same merit as that of PMET-2015 or inter se merit on the basis of
qualifying exam. No fresh applications will be called by individual
institutions.
23. Non Resident Indian (NRI) SEATS
15% seats in all private Institutes/University College and 13 seats each in
Govt. Medical College, Patiala and Amritsar and 3 seats in Govt. Dental
College, Amritsar and 4 seats in Govt. Dental College, Patiala shall be
earmarked for the Non Resident Indians in the following order:
Category I: NRI's/Children of NRI's who originally belong to the State of
Punjab.

Category II:NRI's/Children of NRl's who originally belong to an Indian


State other than Punjab.
(i) A person who originally belongs to India and holds Foreign Country
Passport or Green Card or Permanent Resident Card or Proof of
Residency of Foreign country issued by competent authority shall be
considered under NRI quota,
(ii) The eligibility of the candidates will be determined by the Baba Farid
University of Health Sciences, Faridkot, who will issue an eligibility
certificate to each such candidate.
(iii) Seats under NRI quota would be firstly filled by Category-I candidates. In
case seats remain vacant only then Candidates of Category-II would be
considered. In other words if sufficient number of candidates under
Category-I are eligible and available then they will be admitted first even if
students under subsequent category i.e. category- II are higher in merit.
(iv) The fee notified for NRI category will be applicable to NRI candidates
getting admission to Government Medical/Dental colleges also.
(v) The NRI students will have to give a bank guarantee/surety bond for the
balance of fee, if they opt to pay the fee in installments as provided.
(vi) The centralized counseling of NRI quota seats will be held before the
counseling for other categories. In case of any seat remaining vacant
under NRI quota, during / after 2nd centralized counselling of NRI quota in
state colleges, shall go to General category and in the unaided-private
colleges/minority colleges shall go to General Category of the
management/minority quota. The NRI left over seats converted into
Government quota/ Management/ Minority quota will be filled by the
Counselling Committee from amongst the eligible Candidates.

24. Declaration to be submitted by the candidate


The Candidate and his parent / guardian shall submit a sworn declaration
that the candidate has not passed the qualifying examination from more
than one Board / University and had not been selected in MBBS/BDS
course in any other State / UT except central counselling by Central Board
of Secondary Education.
25. Candidates already admitted:-
Any candidate, who has taken admission in the previous session In
MBBS/BDS course, shall not be eligible to seek admission again in the
same course on the basis of merit in PMET-2015 .
However, if any candidate who is admitted during the academic session in
any institute/course may opt for admission based on marks of PMET-2015
by submitting a sworn declaration at the time of counselling that he/she
had surrendered the seat against which he was already admitted.

26. GENERAL CONDITIONS


a) Admission process shall start with the presence of four members
(Chairman and three others) Members coming late can participate, at that
stage and the proceedings already completed will not be revised. All
members of the interview committee shall mark their attendance and if a
member fails to do so, the Chairman and all other members will record his
I her presence or video-graph the proceedings.
b) University will ensure proper display of the available seats for the
information of the candidates through suitable arrangement in the waiting
hall, where the documents will be checked and the hall where the
counseling will take place.
c) . The University will display combined merit list of all candidates including
reserve category and also a separate merit list of different categories
which should be displayed on the University website at least 7 days before
the counseling as well as outside the counseling hall on the day of
counseling.
d) The tuition fee will be paid to the University, by the selected through
specified bank challan form. University will transfer collected tuition fee to
the respective college after finalization of admission process.
e) The admission shall be made to only those institutes which are approved
from all authorities and affiliated to the University on or before the first
counselling. Institute (s) which has applied for affiliation andlor for
approval of competent authority (ies) but are unable to get affiliation and
such approval from all authorities before this day shall not be considered
for counselling.
f) In order to ensure completion of the prescribed courses (s) and period of
study as well as commencement of examination(s) in time, no
admission(s) adjustment(s) shall be made after so" September regardless
of any vacancy(ies) that might exist or might arise thereafter for any
reason.
g) The seats of All India quota remaining unfilled, if surrendered by the
Director General of Health Services (Medical Examination Cell, New
Delhi), to the Punjab Government will be filled from the same Category
Candidates based on merit in PMET-2015.
h) In case of candidates whose parents are not alive, the dependency
certificate shall have to be taken from the Deputy Commissioner of the
District where the candidate resides.
i) Students claiming benefits of reservation under SCIBC category shall be
required to produce a certificate from the competent authority as per latest
instructions.

j) Scheduled Caste/BC category candidates shall be eligible to apply for

k) There will be only two centralized counseling's and 2nd centralized
extended counseling. Admissions are to be granted strictly as per the
merit by 15th September of the corresponding year. During the period of
16th September to so" September admission can be made against vacant
seats resulting from exceptional circumstances or surrendered seats only.
I) Seats remaining vacant under any of the reserve category shall be
transferred to the general category or vice-versa.
27. This notification supersedes all the prior notifications for admission to
MBBS/BDS courses in the State, issued earlier.
