Stormheart
Be still. The wind screams more than howls. Rain falls as
stones. The trees they bend and moan in wrath enough to
scare the Gods, branches torn like paper limbs. This storm,
more wicked than any in living memory, is watched through
debris that tumbles, heavy like bullets, destroying anything
and everything, avenging the forgotten.
Stormhearts are rogue trained in the highest of secrecy.
Elite warriors of the tribes they serve, they bend lightning and
use it to relentlessly pursue opponents. Hard to pin down
they present as formidable foes in the tides of war.
Lightning conduit
At level 3, you are swift as the lightning, your walking speed
increases by 5ft, and another additional 5ft at level 8 and 16.
In addition, when you use your Sneak Attack, you can
choose to turn the Sneak Attack damage into lightning
damage. If you do so, the target cannot use reactions until the
start of your next turn. You can use this feature a number of
times equal to 1 + your Constitution modifier per long rest.
Storm’s reprisal
Starting at 3rd level you have learned to create bolts of
lightning from your body. Immediately after you use your
Cunning Action, you can make a ranged spell attack
against a creature within 30 feet of you, provided you
used the Attack Action and haven't used your Sneak
Attack this turn. You are proficient with it, and you add your
Dexterity modifier to its attack and damage rolls.
A creature hit by this attack takes lightning damage equal
to half your Sneak Attack damage (roll and divide by 2). This
uses your Sneak Attack for the turn. This ability can be used
with the Lightning Conduit feature.
Prophetic tempest
At 9th level, You can commune with the destructive element
that is the Storm, learning about the path ahead. When you
do so, you cast the divination spell, without using a spell slot
or material components. Constitution is your spellcasting
ability for this spell.
Communing in this way invigorates you. When the spell
ends you gain temporary Hit Points equal to twice your
Constitution Modifier.
After you cast the spell with this feature, you can't do so
again until you finish a short or long rest.
Cloudburst
At 13th level, right after damaging a creature with your Sneak
Attack feature, you can teleport up to 30 feet.
In addition when you kill a creature of CR1 or higher, you
regain one use of your Lightning Conduit feature.
Stormborn
Lightning envelops your body. At 17th level, you have a flying
speed equal to your current walking speed whenever you are
not underground or indoors.
