The Veterinary Assistant Surgeon though a basic pillar of the Animal Husbandry Department, is not getting promotion even after completing 23yrs of service. We humbly request the Hon,ble Chief Secretary Sir for early promotions and do justice. 3) The feeder post for the Parastaff is Veterinary Assistant and the minimun qualification is 10+2 ( Intermediate/ Diploma) and the Office subordinates are also being promoted as Veterinary Assistant with intermediate (Bi.P.C) qualification... There are 4 cadres in Para staff ie, Veterinary Assistant, Livestock Assistant, Junior Veterinary Officer, and Veterinary Livestock Officer. There is no change in the nature of the duties performed by these cadres. They are being promoted regularly and posted in the same category of institution i.e. Rural Livestock Unit. It is surprising that Parastaff are being promoted on regular basis without increasing any responsibilities and benefit to the farming community(it increases financial burden to the state exchequer). Veterinary Livestock Officer post is the village level cadre and he is entitled to provide only Minor Veterinary services under the supervision of the Veterinarian. Presently Around 50 % of the parastaff are promoted from Office Subordinate cadre. The Veterinary Livestock Officers are misguiding the Government, and the public. Their exaggeration is evident from the designation of the Associations itself as Non-Graduate Veterinarian Federation, which is misleading and if these are encouraged in future everybody may claim as non-graduate engineer, non-graduate doctor, non-graduate pharmacist and mislead the public. Veterinary livestock officer is designation given to veterinarian in other states .This issue was brought to the notice of the AH dept higher authorities. The 9! Pay Commission (2010) has been charged with the responsibility of evolving the principles and the guidelines for according Gazetted status to a post. The Commission recommended the following guidelines for according Gazetted status (Copy enclosed). 1, The Statutory Powers vested in the post. Veterinary livestock officer does not have any statutory Powers. 2. The area of jurisdiction over which the officer exercises control Veterinary livestock officer works under the control of veterinarian and has no jurisdiction. 3. Powers of independent decision making vested in the post Veterinary livestock officer cannot take any independent decision and has to perform the duty as ascertained by the Veterinarian. -R. As per the G.0 Paravets are getting three promotions only for the sake of Executive Members: promotion without any change in the job chart. Because of this, today DeM.Rani many Veterinary Dispensaries are without Veterinary Assistant posts aya Reddy | and services at VD's are hindered due to lack of Assistance. Now the Parastaff are claiming that the promoted Paravets( LSA, VO, and VLO) do not work in the VD's. They abolished VA Posts and now they are claiming that only Veterinary Assistant should work in Veterinary Dispensaries. This is highly Unjustifiable. For any employee promotion on regular basis will definitely increase the morality of the employee and they can deliver the services efficiently. But promotion should also have some norms and different job chart and should aid in welfare of the public. But this VLO promotion was created only for sake of promotion, to get gazette status to the post and to get higher Basic Pay, 6. The scale of pay attached to the post By virtue of promotion their pay will be increased as per norms.
