REQUEST FOR PROPOSAL (RFP)


Mobile app development for Fee Collection of SWM (solid waste management) services

Background:
Bangladesh Red Crescent Society (BDRCS) was constituted on 31 March 1973 by the President's Order No. 26 of 1973
with retrospective effect from 16 December 1971. BDRCS, being an auxiliary to the government of Bangladesh and
a frontline humanitarian organization, has been working for the vulnerable people through its 68 branches/units
across the country. As a mandated humanitarian organization in the country, BDRCS always plays significant roles to
serve the humanity.

BDRCS-SRC partnership program is implementing the Urban Empowerment and Resilience (UER) project at
Ershadnagor slum, Tongi, Gazipur since April 2019. Slum dwellers are living vulnerable situations in their living places.
They are facing lack of safe sanitation, drainage system, solid waste management and hand washing facilities as well
as lack of knowledge on solid waste management, child and mother’s health, disaster management etc. Project
delivered different intervention to the community to ensure WASH, Sanitation, safe drinking water supply. Project
focused to establish zero waste wards in the project implanting area. Before start the project activities there was no
waste management system, as a result whole area like a dustbin. Household waste collection, waste recycling,
compost producing and waste transfer system is absent. For establishing zero waste ward Bangladesh Red Crescent
Society and Gazipur City corporation has jointly constructed a Material Recovery Facility (MRF) Center in 49 No ward
Gazipur. Within the MRF center operational process it has produced compost fertilizer from decomposable waste
and create opportunity to recycling others waste. Under SWM activities provided household waste collection with
include regular drain cleaning and street sweeping services to 8000 more household at 49 No. ward along with
transferring collected waste from MRF Center to GCC dumping places. To operate the SWM system 40 more SWM
worker has engaged. SWM operational system running and relevant cost has managed by SWM income, GCC and
others organization contribution. Major income sources are household service fee, selling compost and recyclable
materials; scrap shop rent etc. At present household service fee has collecting manually but this phase project
planned to introduce mobile aps based fee collection process to increase financial efficiency and confirming
transparency. Mobile aps based SWM service fee collection with other measure promise to continually improve the
quality and timeliness of reporting with ensures sustainable SWM operational system. It is prior need to develop an
effective mobile based app to establish the system of SWM service fee collection.

2. Specifications of the services:
The detail specifications of the services are given in Annexure 1. After placing the agreement no alternative will be
acceptable. Before submitting the proposal, you are requested to check and make sure that the services you are
offering will be made available and will be ensured by you within the offered timeframe if the agreement placed to
you.

3. Delivery Period & Destinations:


Please state clearly in your quotation on your printed Letterhead pad regarding the completion schedule (computer
generated pad will not accepted). The work should be accomplished before 30 December 2022. Please be advised
that a penalty of 0.5% per day up to a maximum of 10% of the value of purchase order shall be charged for delivery
after the agreed schedule and scope of work.

4. Language:
All documents, markings and labelling should appear in English and Bangla (where applicable).

5. Fees/Price:
Fees/price should be quoted in the given format in Annexure-1 per unit inclusive of all costs such as VAT, taxes,
service charge etc. VAT and Tax will be included with the quoted price which will be deducted at source as per
Govt. rules.

6. Required Documents/Certificates:
The documents/certificates that may be required are:

a. Up to date trade license.


b. TIN certificate
c. VAT registration certificate/BIN
d. Availability of risk management measures
e. Certification of compliance with attached specifications and BDRCS’s purchasing terms.
f. Certificates of compliance with Govt of Bangladesh
g. A company profile with list of clients including contact number to whom the same service(s) were
provided.
h. Bank solvency certificate.

7. Validity:
Your offer must remain valid until 60 days (in case the work is delayed) from the date of submission before which a
service agreement/purchase order, if placed will be accepted by you.

8. Inspection:
The platform must meet our requirements as mentioned in this RFP document. Quality inspection might be carried
out by our team/inspection agency before accepting any offer and service(s) from you. And/or further
presentation/demonstration might be requested by BDRCS from the short-listed firms. If the offered service is not
found in accordance with the specific requirement of BDRCS then your proposal will not be accepted and in that
eventuality you have to comply with the requirement and bear the inspection cost and/or other losses (like delay,
etc.), penalty, as may be mutually agreed upon.

9. Payment:
Within 30 days from date of received of satisfactory services with all supporting documents in order by the Buyer
i.e. commercial invoice, signed delivery Challan, satisfactory service completion certificate/note to be issued by
BDRCS technical team (receiver). While collecting the payment you have to bring the money receipt and a revenue
stamp of BDT 10.00 (BDT ten only). Payment will be made after deducting VAT and income tax as per National Board
of Revenue (NBR) rule.

10. Your proposal should clearly state the following:
a) Price should be competitive and net after deduction of any discount and should be inclusive of all cost,
taxes, duties and VAT. (Please refer to clause 7 - Price)
b) Tentative dates for starting and completion of the delivery of the services (s)
c) Confirmation to comply with the quality and specific requirement mentioned in Annexure 1, if you meet
the requirement. If not, state clearly.
d) All necessary documents concerning your business/trade and showing your past experience, financial and
technical ability to do the work.

11. Pertinent information: You must state submit a tentative plan to complete the service with different stages
breakdown.

12. Principles of Conduct Clause: The firm seeking to work with the BDRCS shall respect the following principles:

Business Ethics: The firm is expected to maintain the highest degree of business ethics when working with
the BDRCS. The firm shall respect the BDRCS basic Code of Conduct (CoC) as well as Child Protection CoC.
Transparency of information provision: The firm shall not be involved in any fraudulent activities,
misrepresent information or facts for the purpose of influencing the selection and contract awarding
process in its favour.
Fair competition: The firm shall not be involved in any corrupt, collusive or coercive practices.
Officials not to benefit: The firm will represent and warrant that no official of the BDRCS has been, or shall
be, admitted by the firm to any direct or indirect benefit arising from this Request for Proposal, Purchase
Order/Contract/ Service Agreement or the award thereof. The firm agrees that breach of this provision is a
breach of an essential term of this Purchase Order/Contract/Service Agreement.

If at any time during this service procurement process the BDRCS determines that the firm is in violation of the
above-mentioned principles, that the firm’s proposal may be rejected as ineligible. All costs in relation to the
cancellation of that (if any) shall be borne by the firm.

13. All or None Clause:


BDRCS reserves the right to accept or reject any or all proposals and the lowest bid need not be accepted without
assigning any reason. Failure to comply with any of the above requirements will justify rejection of the proposal.
Should your offer/proposal be accepted, you will be required to sign, stamp and return formal service agreement
confirming your acceptance of the agreed terms and conditions.

14. Security Deposit


The awarded firm must submit a security deposit 7.5% of total quoted amount by a pay order / DD from a Scheduled
Bank in favour of ‘Bangladesh Red Crescent Society’. This security amount will be refunded after three months of
satisfactory services.

15. Participating in the Pre-Bid Meeting: A multilateral virtual pre-bid meeting will be held on Zoom where all the
requirements will be briefed and the prospective bidders will be listened to. The pros and cons, advises and
suggestions of the prospective bidders will be given importance and be accommodated in the scope of the
responsibilities. The date and time and link will be communicated you accordingly. Please send a request email to

16. Wireframe and demo design. Please provide a demo of the app and dashboard based on the discussion in the
pre-bid meeting.

17. Maintenance and Support: The developer needs to provide at least one year of warranty period for the system
change requirements, maintenance, and necessary support.

18. SLA and AMC: After the successful launch of the app and expiration of the warranty period, both parties may
enter into maintenance and up gradation Service Level Agreement (SLA) for a specific period of time.

19. Work completion:


The work must be accomplished by 30 December 2022.

20. Conditions/Last Date for submitting proposal:


Your proposal completes in all respect must be received latest by 03.00pm on 20th December 2022 in sealed

1. Background:

2. Objectives:

The objective of this assignment is to develop a mobile application (for Android platforms) for the SWM service
fee collection at household level. Expected outcome is
2.1. Functionable block/community cluster/date wise household searching, tracking, adding, discarding
and sorting option.
2.2. Function able beneficiaries and collector’s payment paid and receiving acknowledgement options
through sign or finger press.
2.3. Increasing the efficiency of waste fee collectors and create quick and update real time data, summary
report, calculated collected amount, no .of payee and due amount with the no. household.
2.4. Auto generated dashboard information and financial report.
2.5. In build administrative monitoring system
2.6. Bengali and English version with offline and online operational system
2.7. Improved access to data helps policymakers, bilateral agencies, and multilateral organizations

manage development finance more effectively and efficiently to achieve greater impact on SWM
service fee collection and management.
3. Deliverable:
a. Software Requirement Services (SRS) to be submitted withing 1 week of agreement.
b. Developed app and dashboard on live

d. User data of 8000 households uploaded
e. Training the staff

4. Scope of work

The design and development scope will be limited to the scope of work as identified in this ToR. The scope of
work can be categorized with the following tasks:
4.1. Designing, developing, integrating, and maintaining Android Mobile app.
4.2. Design and develop a web-based dashboard for admins
4.3. Doing necessary Application Programming Interface (API)/code to integrate with the system.
4.4. Enhancing the mobile app compatible with any devices running on Android 4.0+.
4.5. Requirements and technical design documents.
4.6. Developing software requirements specification (SRS) and documenting the development procedures,
data flow diagram, and others.
4.7. Providing an application to run in any screen (mobile devices) resolution.
4.8. Developing test case design for conduct testing.
4.9. Any other requirement comes during development.
4.10. Regular Maintenance of the App.
4.11. Upload it on cloud and cost of uploading.
5. Technological specification
5.1. Need to use Open-Source Development Platform.
5.2. The app needs to support android v4.0+ to android v.11 or later.
5.3. Future technology Change, iterative prototyping, and agility in product design are the generic expectation.
5.4. Technology and all related design/data will be open to BDRCS.
5.5. The vendor should follow any of the industry- standard secure development methodologies such as (but
not limited to) Comprehensive Lightweight Application Security Process (CLASP) or Software Assurance
Maturity Model (SAMM) by OWASP etc.
5.6. Vendor will undertake responsibility for Input Validation Controls, Authorization/Authentication.
5.7. Control and other security controls in place in both test and production environment of the application.
6. Support for operation and maintenance:
6.1. Prepare final operational and technical documentation (which includes requirements
documentation, technical documentation, source code, data flow diagrams) and provide with

both hard copies and soft copies to BDRCS.
6.2. Provide full-fledged system support and maintenance for the project lifetime.
6.3. The app will be updated based on selected feedback received from public domain via different
social channel and BDRCS project. This period will be 6 months and at the end of the period, the
vendor needs to submit all documentation and source code (customizable and executable source
code).

7. System setup and hosting

The vendor will install and host the developed system on the cloud platform. The vendor will perform all
standard test methods before final implementation.

8. Warranty (support & maintenance)

Vendor must provide all required technical support and maintenance till the end of the project timeline
(December 2023) for their developed app from the completion date of the mobile App. In this case, if any
bug or error is found in the running app, the vendor must attend immediately and resolve the problem
ensuring the smooth and uninterrupted running condition of the implemented app. The vendor also must
provide all necessary guidance and support for resolving technical difficulties and any further requirement
analysis based on user feedback. All the support and maintenance work procedures must be tracked by the
Help Desk Management System and maintain the service log report.

9. Intellectual property rights

The copyright of the delivered application will be owned by BDRCS-SRC partnership program in Bangladesh.
The vendor must provide all source codes with relevant documentation. The vendor should properly
document all such codes and deliver it to the BDRCS-SRC partnership program and cannot claim any royalty
or authority of any sort in case of replicating the source code or any other deliverables under this ToR for
any future use. Furthermore, the vendor shall not use any library or code that has any other copyright claim
associated with it, which will prevent or restrict the smooth transfer of ownership in any way.

10. Eligibility Criteria

The firm must prove that they have a solid technical background and operational strength to undertake
and take this work forward without any hindrances. Firms must also have adequate technical ability,
resources, human resources, and processes. As such, the following are defined as minimum eligibility
criteria:
10.1. Must have 05 years of general experience in ICT business in Bangladesh.
10.2. Must have at least 05 years of proven track record in the field of Mobile Application and Web-based IT
Solution development & deployment under the structured framework that works on cloud.
10.3. Should have at least 2 years’ experience in working with INGOs and development partners.

10.4. Need to have competent full-time manpower/consultants in the team that includes Project Manager,
System Analyst, Business Analyst, Solution Architect, Mobile Apps Developer (Android), Web System
Development Expert, Security Expert, Database Expert, UX Expert, Infrastructure Expert, Data visualization
Expert, Technical Writer and dedicated Support Engineers having individual experience in the relevant ICT
area.
10.5. Vendor will have to submit a signed CV of each expert working with the company mentioning their
positions. In the case of consultants, their contract modality with the duration of engagement needs to be
mentioned in their CV.
