Terms of Reference
Trainer for PSEA Training for Storytelling Project (PDI-Kintha)
Background
The Peace and Development Initiative-Kintha (PDI-Kintha) was founded in 2013 in response to
outbreaks of communal violence in 2012 and the more organized anti-Muslim violence that
followed. Initial projects and activities seek to address the deepening religious and ethnic
divisions. Early on, we focused much of our energy on building trust not only between
communities affected by conflict, but also between community members and our staff. Through
sports, music, and art activities we pursued to transform attitudes driving conflict, raise
awareness of issues underlying the conflict, and build skills to transform conflict. We work with
conflict-affected populations from central and northern areas of Rakhine State; however,
following military clearance operations in August 2017 that lead to an exodus of over 700,000
people to Bangladesh and the subsequent barriers to access, we were forced to adjust the
geographic focus area of some of our projects. We currently have 82 full time paid staff,
implementing peacebuilding, education, and social cohesion activities in Sittwe, Buthidaung,
Maung Daw, Kyauk Taw, Mrauk Oo, Ann and Thandwe townships (of northern, central and
southern areas of Rakhine State) including Platewa township in southern Chin State. To ensure
accountability a local five members PDI-Kintha advisory board provides oversight and advice.
The first board meeting took place on 15-16 July, 2019 in Sittwe. Board members: Ei Ei Zin
(Gender consultant to UN women in Sittwe), Cherry Zahau (Human Rights activist), Ko Ko Lwin
(Peacebuilding practitioner and Director of Building Better Society), Arkar Khin Nyunt (senior
finance officer of Trocare), and New Nie Win (psychosocial specialist and civic trainer). The
second advisory board meeting was held from Dec 5th to 6th, 2019 with 3 board members: Arkar
Khin Nyunt, Nwe Ni Win, and Ei Ei Zin and one donor of OPC attended the meeting as an
observer. Third advisory board meeting was held from July 17th to 18th, 2020 with four board
members expect from Ei Ei Zin (Gender consultant to UN women in Sittwe. The fourth advisory
board meeting was held on 30 to 31 October 2021 with the 4 board members and 11 staff of the
PDI-Kintha who includes Executive Director, Project Coordinators, and members from supporting
teams such as finance and logistics as well as M&E team. The sixth board meeting will be held in
December in 2022.
Background of Storytelling

To address some problems between the communities in Rakhine State, this project is set up
with the purpose to create a space for people who share biographical narratives, trust-building
and empathy, and it aims to establish use of dialogue and dealing with the past methods as
tools for communication between communities in conflict: increased sensitization about
situation of Rohingya and other minorities by collecting, sharing and discussing biographical
experiences between communities in conflict: creating opportunities for positive exchange and
new shared experiences. The storytelling aims to build trust and help the conflicting parties to
see the other sides’ perspective leading to trauma healing, and it targets participants from rural
and urban areas in Buthidaung and Maungdaw Township.
The Storytelling focuses on sharing biographical narratives. Due to the conflict the
communication space between both sides has become limited and prejudices have increased.
The perception of communities has narrowed, both sides can only do their own events and both
sides become more estranged and forget. Storytelling can be used to build trust and help the
conflicting parties to see also the other sides’ perspective. The project consists of a constant
exchange within and between communities which creates networks of like-minded actors inside
and between the communities in conflict. By linking up theoretical models of conflict
transformation with genuine local experiences, escalation dynamics as well as different
perspectives become accessible for key actors and target groups. Participants learn more about
the perspective of other communities. They develop awareness about factors that can escalate
or deescalate the situation.
This is done in a careful do no harm way, avoiding exacerbating the conflict. Prepared
participants come together reducing the gap between the communities. In employing
biographical storytelling and using interviews, the project builds on the conflict experiences of
local people. In discussing events, related to discrimination and violence, traumatic experiences
can be voiced, and empathy is developing. The storytelling focuses on Rohingya Muslim, Kaman
Muslim, Mro, Daignet, Chin and Rakhine from rural and urban areas of Buthidaung Township.

Audience and Use of Finding


In early 2022, PDI-Kintha staff received the safeguarding trainings from UNOPS and UNICEF, and
then, they have achieved PSEA certificated from AGORA website. Likewise, the staff under this
grant must attend a PSEA training which will be provided by hiring an external trainer, and all
staff will be mandatory to sign on the PSEA commitment form and code of conduct and must
comply with policies.
Objectives of the Training
The objective of PSEA Training is to be aware of PSEA among project staff and comply PSEA
policies and procedures of PDI- Kintha to avoid sexual exploitation and abuse, any kind of
harassment, including sexual harassment, and discrimination among the staffs of PDI-Kintha
Organization

The overall objective will be realised through the following specific objectives

1. Help define Protection from Sexual Exploitation and Abuse (PSEA) and understand the
consequences for people in need and the seriousness of the problem.
2. Develop action plans for what should be done to prevent and respond to it within our
respective. capacities; Understand the special measure for protection from SEA
3. Perform our roles and responsibilities as staff members , managers and organization.
4. Explain the complaint mechanism for PSEA.

Responsibilities of Trainer
The trainer will be responsible for delivering the below:

• Review existing polices and training materials


• Develop Agenda and lesson-plan for the training
• Sharing training module/PowerPoint slides to participants and training organizer
(coordinator) before training.
• Deliver two-day rounds of in person PSEA trainings, using modern and engaging
learning techniques.
• Submit Final Training Report to coordinator.
Participant & Venue
This training is intended for the Team members of Storytelling Project’s staffs and there are 10
total participants at that training. Training will take place in LDP office of PDI-Kintha,
Buthidaung, and Rakhine State, Myanmar.
Timeframe
The Trainer will be required to dedicate an estimated 2 days’ time to this consultancy work from
30 March to 31 March, 2023 periods, subject to the requirements and agreements PDI-Kintha.

Qualifications

• Master’s degree or equivalent in Communications, Social Sciences, Development Studies


or other relevant field.
• At least five years of relevant professional experience working on gender, PSEA, GBV,
human rights, child protection, safeguarding etc.
• Experience in developing and facilitating capacity-building activities on PSEA;
• Strong technical knowledge and experience in prevention of sexual exploitation, abuse
and harassment
• Extensive experience of developing interactive and engaging adult learning material;
• Good understanding of rights-based approaches and gender equality
• English language proficiency
• Experienced to design and conduct program evaluation with principles of Do No Harm
Submissions for the consultancy
The submission must address the terms of reference and include:
• The resume of the lead candidate and team (if any)
• An assessment Plan Work Proposal covering objectives, evaluation methodology and
timeline (2 pages maximum)
• A detailed budget in EUR as specified in the consultant fee section.
