(Guidelines for ‘OCI IN LIEU OF PIO CARD’ service for existing PIO card holders)

Step 1 – ONLINE APPLICATION:-


Application for ‘OCI IN LIEU OF PIO CARD’ service has to be filled online in the website www.mha.gov.in or
https://ociservices.gov.in/welcome . In website, applicant should select ‘OCI Registration (In Lieu of Valid PIO Card)’ as
required service. If the PIO card is lost by applicant, applicant should select ‘OCI Registration (In Lieu of Lost PIO Card)’ as
required service.
In the online application, Select ‘INDIA, FRRO MUMBAI’ as the place of submission. Enter New Passport Number and
issue date of New passport. Enter Present Indian Address (i.e. Maharashtra, Goa, M.P. and Chhattisgarh.)
In Part – A of online application, upload Applicant’s latest Photo and Signature. In place of Signature, upload Left
Thumb impression; if the applicant is minor (present age below 18 years). (Photo of 50mm*50mm size with light blue or grey
colored background. Both ears should be clearly visible and applicant face should be without Glasses, Cap or Scarf)
In Part – B : Upload Self attested copies of New Passport, Old Passport, PIO card (First and Last page) and Address
proof. If the PIO card is Lost by the applicant, a copy of FIR registered with the Police has to be uploaded. The said FIR should
be lodged within 14 days of Loss of PIO card and in case, the FIR is lodged after 14 days of loss of PIO card, then the
applicant should also possess a stay visa with minimum three months validity at the time of Physical submission.
Note:
(i) Any gap between the date of issue and date of expiry of two consecutive passports will not be accepted and the same gap
needs to be regularized from the www.indianfrro.gov.inwebsite before coming for submission. - it means that if the applicant
has got a new foreign passport after expiry of his old foreign passport with a gap of one or more day, then this gap has to
regularized from www.indianfrro.gov.in to fulfill the eligibility for OCI miscellaneous services. Passport is the primary
travel document. OCI is only a life-long visa. Stay of a foreigners in India without a valid passport is illegal even if he /
she is an OCI cardholder. Therefore, it is necessary that OCI cardholders staying in India should have a valid passport at
all times of his / her stay in the country.
(ii) The applicant should submit a declaration on plain paper stating that ‘I do not possess ration card or Indian Voter ID’ and
sign (Voter ID only for those above 18 years). For Minors, parents will write ‘the name of my son/daughter does not figure in
‘Ration card’ and both the parents will sign. If the applicant possesses Ration card or Voter ID then S/he shall surrender the
same to the issuing authorities and then submit surrender certificate at the time of physical submission of the application at
this office.
Note: If the OCI card holder is found to be holding Ration Card/Voter ID then requisite action shall be initiated U/S 7D
(A) of ‘The Citizenship Act’ 1955 for the cancellation of OCI card.

One may select any category of documents to make above mentioned uploads online.

Step 2 – DOCUMENT VERIFICATION AND SUBMISSION AT FRRO MUMBAI OFFICE:-


Applicant must visit in person at FRRO Mumbai office with TWO photocopies and Originals of following documents
for verification.
1. Printout of dully filled application form (both Part A and B)
2. New and Old Passports of applicant. (New passport should be a long term valid passport which should be valid for
more than 6 months). It is also advised to please bring all old passports of the applicant at the time of physical
submission of the documents at this office.
3. Applicant’s PIO card (first and last page i.e. Page no. 1 and Page no. 4 of PIO card)
4. Address proof - Latest utility bill (telephone bill, electricity bill, property tax, gas bill etc.) Address proof as well. If on
rent notarized rental agreement and utility bill.
5. In case of gap between the validity of passports, "Change of Passport service' certificate and a copy of e-mail sent to
concerned Foreign Embassy or Consulate.
a. Any gap between the date of issue and date of expiry of two consecutive passports will not be accepted

submission. - it means that if the applicant has got a new foreign passport after expiry of his / her old
foreign passport with a gap of one or more day, then this gap has to regularized from FRRO's office to
fulfill the eligibility for Conversion of PIO to OCI services.
b. Passport is the primary travel document. OCI is only a life-long visa. Stay of a foreigners in India without a
valid passport is illegal even if he / she is an PIO / OCI cardholder. Therefore, it is necessary that PIO / OCI
cardholders staying in India should have a valid passport at all times of his / her stay in the country.
6. In case of minors, bring applicant’s birth certificate, Passports and/or OCI Cards of both parents.
7. In case of PIO card obtained on the basis of married to Indian national, both (Husband & Wife) should be present at
the time of submission. Please bring marriage certificate, Spouse’s Passport and/or OCI Card.
8. Indian origin proof of the applicant at the time of physical submission of the documents at this office is mandatory
for submission of the OCI application at this office, if application is of Indian origin.
9. If the PIO card is lost, a copy of FIR to be submitted about loss of PIO card and mentioning FIR details.
10. In cases of difference in the name of applicant in Old and New Passports or PIO, acknowledged copy of petition for
name change or copy of Deed Poll for name change is required. If the deed poll / petition are issued outside India, it
should be affixed with Apostle or endorsed by the concerned Indian Embassy / Consulate.
11. One recent photograph of applicant (50 mm*50 mm size with light blue or grey colored background. Both ears
should be clearly visible and applicant face should be without Glasses, Cap or Scarf).
12. Documents issued outside India such as FIR should be affixed with Apostle Certificate or authenticated by respective
Indian mission and attested by MEA, New Delhi.
13. Applicant should also bring a Demand Draft of Rs. 5500/- from any Indian Bank (except Cooperative Banks Societies)
for OCI In Lieu of PIO Card Service. The Demand Draft is to be drawn in favor of ‘Pay and Accounts Officer
(Secretariat), MHA' and should be payable at New Delhi. The DD should not be older than 15 days on the date of
document submission. Separate DD should be taken for each applicant.
14. Applicant should be physically present at FRRO Mumbai office for mandatory document verification and submission
(i.e. Step 2). Applicant (even if she / he are minor) has to be present for submission with soft or hard copy of this
email.
15. In case of minor applicant's the applicant can come for submission of his / her application with any one parent, but
signature of both the parents is required on the application form as well as mutual consent form. 
16. Applications are not accepted by post or courier or through authorized person.
17. Applicant should take an appointment through email on ic-oci-mum@nic.in by sending the online file reference
number starting with INDM......... for submission of OCI application. Office working days are Monday to Friday
(except Government Holidays) between 10:00 AM 10 01.00 P.M.
18. Please bring two sets of application form with photocopies of all
requisite documents at the time of physical submission of the
documents at this office.
19. All the photocopies have to be self attested. For minors, either of the parents can do attestation of photocopies.
Apart from the above documents other supportive documents can be asked in certain cases.

22. Acceptance of applications is subject to fulfilling the conditions / propriety of documents, including those which may
come across during the physical verification of the application on the date of appointment.

Step 3 – ISSUANCE OF OCI CARD:-

1. OCI card is not issued through post or courier. applicant has to personally come to this office with original passport /
OCI card / PIO card for OCI card collection.
2. If the applicant is unable to pickup of OCI card it can be collected through some authorized person with his/her
identity proof, authority letter and original passport of the applicant. (Condition - the applicant needs to be
present in India at the time of OCI collection.)
3. At the time of OCI card collection of a minor, one of the parents can collect the OCI card on his / her behalf without
bringing the child as the child has been already brought to this office at the time of submission of OCI application.
4. Please confirm the date of appointment through email before sending anyone for collection of OCI card.
