INFORMATION OF FOOD SAFETY AND STANDARDS AUTHORITY OF

INDIA UNDER SECTION 4(1) OF THE RIGHT TO INFORMATION ACT,


2005

(i) Section 4(1)(b(i) Particulars of Organisation, Functions and


Duties

A. Particulars of Organisation -

The Food Safety and Standards Act, 2006 was enacted in 2006 in order to consolidate
all the laws relating to food and to establish the Food Safety and Standards
Authority of India (FSSAI), for laying down science-based standards for articles of
food and for regulating their manufacture, storage, distribution, sale and import, for
ensuring availability of safe and wholesome food for human consumption in the
Country. Act enabled establishment of a single statutory body for food laws,
standards setting and enforcement thus avoiding any confusion in the minds of
consumers, manufacturers, traders and others due to multiplicity of food laws
prevailing earlier.

Food Authority

The Food Authority was established in 2008 under Section 4 of Food Safety and
Standards `Act, 2006 vide notification no. S.O.2165 (E) dated 5th September, 2008. As
provided in Section 4, it is a body corporate having perpetual succession and a
common seal with power to acquire, hold and dispose of property, both movable
and immovable , and to contract and shall, by the said name, sue or be sued. Section
4 further mandates that the head office of Food Authority shall be at Delhi.
However, Food Authority may establish its offices at any other place in India.

The Composition of Food Authority is prescribed in Section 5 of the FSS Act. It


provides that the Food Authority shall consist of a Chairperson and the following
twenty two members out of which one – third shall be women, namely:-

(a) Seven members, not below the rank of a Joint Secretary to the Government of
India, to be appointed by the Central Government, to respectively represent the
Ministries or Departments of the Central Government, dealing with-
(i) Agriculture,
(ii) Commerce,
(iii) Consumer Affairs,
(iv) Food Processing,
(v) Health,
(vi) Legislative Affairs,
(vii) Small Scale Industries, who shall be Members ex officio.

( b) two representatives from the food industry of which one shall be from small
scale industries;
(c) two representatives from consumer organizations;
(d) three eminent food technologists or scientists;
(e) five members to be appointed every three years, on rotation, one each in seriatim
from the Zones as specified in the First Schedule to represent the States and the
Union territories;
(f) two persons to represent farmers’ organizations;
(g) one person to represent retailers’ organizations.

Section 5 also prescribes the norms for selection and appointment of its
Chairperson and other Members.

The Chief Executive Officer (CEO) is the legal representative and Member
Secretary of the Food Authority.

The Ministry of Health and Family Welfare, Government of India, is the


administrative Ministry of Food Safety and Standards Authority of India (FSSAI).
The Chairperson and Chief Executive Officer of FSSAI are appointed by the Central
Government.

Central Advisory Committee

Section 11 of the FSS Act provides for establishment of the Central Advisory
Committee (CAC) by the Food Authority by notification and also provides
for its composition . CEO, FSSAI is ex officio Chairperson of CAC. Section 12
delineates its functions. The primary mandate of the Committee is to
ensures close co-operation and co-ordination among the Food Authority, the
State enforcement agencies and the organizations operating in the field of food. It is
also mandated to advise the Authority on performance of its duties under the
Section and in particular drawing up of a proposal for the Food Authority’s
work programme, its prioritization, identification of potential risks ,
pooling of knowledge and such other functions as may be specified by

Scientific Panels

Section 13 of the Food Safety and Standards Act, 2006 provides for establishment of
subject specific Scientific Panels which shall consist of independent scientific experts
to act as the risk assessment bodies and give their considered scientific opinion. The
Scientific Panels choose a Chairperson from amongst its members. At present there
are 21 subject specific Scientific Panels. The Scientific Panel invites relevant industry
and consumer organisations in its deliberations.

The list of 21 subject specific Scientific Panels is as under-

 Functional foods, Nutraceuticals, Dietetic Products and Other Similar


Products.
 Method of Sampling and Analysis.
 Food additives, Flavourings, Processing Aids and Materials in Contact with
Food.
 Contaminants in Food Chain.
 Biological Hazards.
 Pesticide Residues.
 Labelling and Claims/Advertisements.
 Genetically Modified Organisms and Foods.
 Fish and Fisheries Products.
 Nutrition and Fortification.
 Sweets, Confectionery, Sweeteners, Sugar & Honey.
 Water (including flavoured water) & Beverages (non-alcoholic).
 Oils & Fats.
 Milk and Milk Products.
 Meat and Meat Products, including Poultry.
 Cereals, Pulses & Legume and their Products (Including Bakery).
 Fruits & Vegetables and their Products (Including Dried Fruits and Nuts).
 Antibiotic Residues.
 Spices and Culinary Herbs.
 Packaging.
 Alcoholic Beverages.
Scientific Committee

Section 14 of the Food Safety and Standards Act, 2006 provides for the constitution
of a Scientific Committee comprising the Chairpersons of the Scientific Panels and
six independent scientific experts not belonging to or affiliated to any of the
Scientific Panels. The Committee is responsible for providing scientific opinions to
the Food Authority, general co-ordination necessary to ensure consistency of the
scientific opinion and in particular with regard to the adoption of working
procedures and harmonisation of working methods of the Scientific Panels. The
Scientific Committee is also mandated to provide opinions on multi-sectoral issues
falling within the competence of more than one Scientific Panels and on issues
which do not fall within the competence of any of the Scientific Panels . Wherever
necessary it sets up working groups. The Scientific Committee chooses a
Chairperson from amongst its members.

Location-

As per provisions of Food Safety and Standards Act, 2006, the Headquarter of
the Food Authority is located at New Delhi, whereas Regional Offices and
Laboratories are located at following places:

(iii) Southern Region-Chennai
(iv) Eastern Region-Kolkata

State Food Safety Commissioners and other Authorities-

The Act also provides for Food Safety Commissioner for each State/UT and
enforcement personnel such as Designated Officers, Food Safety Officers under
him. Machinery for adjudication includes Adjudicating Authorities and
Appellate Tribunals. The States/UTs are responsible for creation and filling up
of necessary posts required for effective implementation of the Act in the

Tenure of Members-

As specified in Section 7 of the Food Safety and Standards Act, 2006, as


amended vide Food Safety and Standards (Amendment) Act, 2008, the
Chairperson and the Members, other than ex officio Members, shall hold office
for a term of three years from the date on which they enter upon their offices
and shall be eligible for re-appointment for a further period of three years:

Provided that the Chairperson shall not hold office as such after he has attained
the age of sixty-five years.

Salary and allowances of Chairperson and Members of Food Authority-

Salary and Allowances of the Chairperson and Members of the Food Authority
are governed by the Food Safety and Standards Authority of India (Salaries,
Allowances and other Conditions of Service of Chairperson and Members)
Rules, 2008 . In respect of Members, these Regulations are to be read with Food
Safety and Standards Authority of India (Transaction of Business at its
Meetings) Amendment Regulations, 2016, which provides that the Members of
the Food Authority, other than ex-officio members, shall be paid a sitting fee of
rupees four thousand for each day or part thereof for attending each meeting
and the reimbursement of actual travel and subsistence expenses’. Ex-officio
members ,being serving officers, do not get any remuneration/sitting fee.
Appointment and removal of Members-

As specified in sub-section 4 of Section 5 of the Food Safety and Standards Act,


2006 as amended vide Food Safety and Standards (Amendment ) Act, 2008,
appointment of Chairperson and the Members, other than ex officio Members,
is made by the Central Government on the recommendations of the Selection
Committee .

Section 5, Sub Section 5 provides that Chairperson of the Food Authority shall
not hold any other office.

Section 6 specifies the composition of the Selection Committee for the purpose
of selection of Chairperson and the Members , other than ex-officio Members of
the Food Authority . The Committee is headed by the Cabinet Secretary.

Removal of the Chairperson and Members of the Food Authority is governed


by Section 7 Sub-section 4 and Section 8 of the Food Safety and Standards Act,
2006

Chronology regarding implementation of FSS Act.

 A chronology of events regarding implementation of Food Safety and


Standards Act, 2006 is given below:
 President assent received on 23.08.2006.
 Notified in the Gazette of India on 24.08.2006 .
 The work allocation by Cabinet Secretariat notified vide S.O. 1568(E)
dated 17.09.2007 to allocate work relating to Food Safety and Standards
(FSS) Act, 2006 to the Ministry of Health and Family Welfare.
 The Ministry of Health and Family Welfare issued notification on
15.10.2007 invoking Sections 4 to 10, 87-88, 91 and 101 relating to
establishment of Food Authority, selection of Chairpersons and
Members of the authority, functions of Chief Executive Officer, powers
of Central Government to make rules and powers to remove difficulties.
 Section 90 relating to transfer of existing employees of central
government agencies governing various food related Act/Orders to
Food Authority, invoked vide gazette notification dated 28.08.2008
 Food Safety and Standards Authority of India (FSSAI) established under
Section 4 of the Act vide notification dated 5th September, 2008.
 Various Sections (16-18, 81-86,92 and 93) were invoked on 18.11.2008 and
other Sections (11-15) relating to Central Advisory Committee , Scientific
Committee, Scientific Panel etc. were invoked vide notification dated
09.06.2009.
 29.06.2009 – Section 99 notified.
 31.07.2009-Section 36-47 notified.
 29.07.2010-all remaining Sections notified except Section 22.
 05.05.2011-Food Safety and Standards Rules, 2010 notified.
 05.08.2011 – 6 Principal Food Safety and Standards Regulations notified
 2011-2022-16 more Principal Regulations and several amendment
regulations notified .
 2.11.2021- Section 22 relating to Genetically modified food notified.

Thus all Sections of FSS Act stand notified by the Government. .

(Note- The Food Authority while drawing up the 6 regulations in 2011


tried to integrate erstwhile Acts, Rules, Orders , in line with the mandate
of the Food Safety and Standards Act. The Authority did not introduce new
standards at this stage since it required detailed risk assessment,
examination of risk management options consideration by the Scientific
panels/Committee and final approval by the Food Authority and the
Central Government).

B. Duties and functions of the Food Authority :

The duties and functions of the Food Authority are prescribed under Section 16
of the Act as under:-

(1) It shall be the duty of the Food Authority to regulate and monitor the
manufacture, processing, distribution, sale and import of food so as to
ensure safe and wholesome food.

(2) Without prejudice to the provisions of sub – section (1), the Food
Authority may by regulations specify –

(a) the standards and guidelines in relation to articles of food and


specifying an appropriate system for enforcing various standards
notified under this Act;

(b) the limits for use of food additives, crop contaminants, pesticide
residues, residues of veterinary drugs, heavy metals, processing aids,
myco–toxins, antibiotics and pharmacological active substances and
irradiation of food;

(c) the mechanisms and guidelines for accreditation of certification bodies


engaged in certification of food safety management systems for food
businesses;
(d) the procedure and the enforcement of quality control in relation to any
article of food imported into India;

(e) the procedure and guidelines for accreditation of laboratories and


notification of the accredited laboratories;

(f) the method of sampling, analysis and exchange of information among


enforcement authorities;

(g) conduct survey of enforcement and administration of this Act in the


country;

(h) food labeling standards including claims on health, nutrition, special


dietary uses and food category systems for foods; and

(i) the manner in which and the procedure subject to which risk analysis,
risk assessment, risk communication and risk management shall be
undertaken.
(3) The Food Authority shall also:-

(a) provide scientific advice and technical support to the Central


Government and the State Governments in matter of framing the policy
and rules in areas which have a direct or indirect bearing on food
safety and nutrition;

(b) search, collect, collate, analyse and summarise relevant scientific and
technical data particularly relating to –

(i) food consumption and the exposure of individuals to risks


related to the consumption of food;
(ii) incidence and prevalence of biological risk;
(iii) contaminants in food;
(iv) residues of various contaminants;
(v) identification of emerging risks; and
(vi) introduction of rapid alert system;

(c) promote, co-ordinate and issue guidelines for the development of risk
assessment methodologies and monitor and conduct and forward
messages on the health and nutritional risks of food to the Central
Government, State Governments and Commissioners of Food Safety;

(d) provide scientific and technical advice and assistance to the Central
Government and the State Governments in implementation of crisis
management procedures with regard to food safety and to draw up a
general plan for crisis management and work in close co-operation
with the crisis unit set up by the Central Government in this regard;
(e) establish a system of network of organizations with the aim to facilitate
a scientific co-operation framework by the co-ordination of activities,
the exchange of information, the development and implementation of
joint projects, the exchange of expertise and best practices in the fields
within the Food Authority’s responsibility;

(f) provide scientific and technical assistance to the Central Government


and the State Government for improving co-operation with
international organizations;

(g) take all such steps to ensure that the public, consumers, interested
parties and all levels of panchayats receive rapid, reliable, objective and
comprehensive information through appropriate methods and means;

(h) provide, whether within or outside their area, training programmes in


food safety and standards for persons who are or intend to become
involved in food businesses, whether as food business operators or
employees or otherwise;

(i) undertake any other task assigned to it by the Central Government to


carry out the objects of this Act;

(j) contribute to the development of international technical standards for


food, sanitary and phyto-sanitary standards;

(k) contribute, where relevant and appropriate to the development of


agreement on recognition of the equivalence of specific food related
measures;

(l) promote co-ordination of work on food standards undertaken by


international governmental and non-governmental organizations;

(m) promote consistency between international technical standards and


domestic food standards while ensuring that the level of protection
adopted in the country is not reduced; and

(n) promote general awareness as to food safety and food standards.

(4) The Food Authority shall make it public without undue delay-

(a) the opinions of the Scientific Committee and the Scientific


Panels immediately after adoption;

(b) the annual declarations of interest made by members of


Food Authority, the Chief Executive Officer, members of the advisory
Committee and members of the Scientific Committee and Scientific
Panels, as well as the declarations of interest if any, made in relation to
items on the agendas of meetings;

(c) the results of its scientific studies; and

(d) the annual report of its activities

The Authority is fulfilling it mandate under the FSS Act by-

 setting globally benchmarked regulations, standards and guidelines


 facilitating compliance through licensing, registration, inspection, third
party audit and improved laboratory network
 regulating imports for ensuring safety of imported food products
 building capacity of regulatory staff, laboratory personnel as well as
food business operators
 driving public health initiatives in the true spirit of convergence
 leveraging IEC (Information, Education & Communication) techniques
to build a food safety culture
 embracing technology to streamline processes
 forging strategic partnerships to generate and exchange knowledge
and best practices

(ii) Section 4(1)(b(ii) Powers and Duties of Officers and other


Employees of Food Authority

Provisions regarding Officers and other employees of Food Authority are


contained in Section 9 of FSS Act, 2006. Section 9(1) provides that there shall
be a Chief Executive Officer of the Food Authority, not below the rank of
Additional Secretary to the Government of India, who shall be the Member-
Secretary of the Authority , to be appointed by the Central Government.

Functions of the Chief Executive Officer are specified in Section 10 of the FSS
Act, 2006 which is available on website of FSSAI.

Other officers

Section 9(2) provides that the Food Authority may with the approval of the
Central Government determine the number, nature and categories of other
officers and employees required to the Food Authority in the discharge of its
functions.
FSSAI currently has a sanctioned strength of 824 and the details of posts created
are as under:

The above posts in FSSAI have been grouped into three cadres:-

1. Scientific and Technical Cadre


2. Administrative and Finance Cadre
3. I.T. and other Specialized Services

Other pertinent information relating to Officers and Staff

Recruitment
(Status as on 31.05.2022)

Direct Recruitment-The Recruitment Regulations for various posts were


notified on 1.10.2018 and the process of recruitment as per provision of the
Recruitment Regulations have been initiated. Accordingly, applications for
direct recruitment against various posts in the first phase were invited vide
Advertisement No. DR-01/2019 dated 25th January, 2019, DR-02/2019 dated
26th March, 2019, DR-03/2019 dated 16th October, 2019, DR-01/2020 dated 01st
Aug 2020. All the stages of scrutiny/CBT/written examination/skill
test/interview (as applicable) of these advertisements has been completed.
Based on results a total of 258 candidates out of 288 posts have already joined
the organization and the joining of remaining candidates is under process.

FSSAI has started second phase of the recruitment vide Advertisement No. DR-
01/2021 dated.16.04.2021 for Senior Level Posts (Pay Level-11 and above), DR-
02/2021 dated.13.10.2021 for Senior Level Posts (Pay Level-11 and above), DR-
03/2021 and DR-04/2021 dated 30.09.2021 for Junior Level Posts (Pay Level-10
and below) for a total of 271 posts. All the stages of scrutiny/CBT/written
examination/skill test/interview (as applicable) of these advertisements is
underway out of which 18 Senior Level Posts result has been announced in the
month of April, 2022 and May,2022.

Deputation- Applications were also invited for filling up of 72 posts on


deputation basis vide advertisement no. DEP-01/2021 dated 06th Oct, 2021, out
of which 25 Officers has been selected for various posts and recruitment is
underway for balance posts.

Contractual- Applications for 02 posts of Food Analyst purely on contract


basis were invited vide advertisement no. Cont-01/2022 dated.23.02.2022. The
process of recruitment is underway.

In all, currently 540 persons are in position in FSSAI including 290 on Regular
(direct recruitment/absorption), 74 on deputation, 40 on deemed deputation
and 136 on contract basis . Recruitment process for other posts is under way.
Salaries and Allowances and other conditions of service of officers and
employees -

Under sub-section 3 of Section 9 of the Act, the ‘salaries and allowances


payable to, and other conditions of service of, the Chief Executive Officer,
officers, and other employees shall be such as may be specified by regulations
by the Food Authority with the approval of the Central Government. Under
Food Safety and Standards Authority of India (Salary , Allowances and other
Conditions of Service of Officers and Employees) Regulations, 2013, the
conditions of service of the eligible employees of Authority in the matters of
pay, allowances, fixation of pay, increment, joining time, joining time pay, age
of superannuation, modified assured career progression scheme, medical
facilities, leave, leave travel concession, conduct , disciplinary matters and
other conditions of service, shall be regulated in accordance with such other
rules and regulations as are , from time to time, applicable to officers and
employees of the Central Government belonging to Group A, Group B and
Group C posts, as the case may be, in the corresponding pay scale.

It may however, be mentioned that when serving IAS officers are appointed as
CEO (which has been the case so far), they are governed by provisions of All
India Services Rules and Regulations made thereunder.

(iii) Section 4(1)(b)(iii) Procedure followed in the decision making


process, including channels of decision and accountability-

Sections 11,12,13,14,15 and 18 of FSS Act, 2006 and FSS Rules/Regulations,


2011 notified by the Authority delineate the institutional mechanism to take
decision in the Authority. All decisions are taken in the meetings of the Food
Authority which are generally held quarterly or at the level of
Chairperson/CEO where such powers are vested in him under the FSS Act or
delegated by the Food Authority. Approval of Central Government is also
obtained where such approval is mandated under the Act. For framing of
standards and regulations, FSSAI has laid down a Standard Operating
Procedure with timelines as per details below:

For matters other than regulations, cases are prepared by the concerned

Provisions under Food Safety and Standards Act, 2006 defining its functions,
and Food Safety and Standards Rules, 2011 and Food Safety and Standards
Regulations as notified from time to time, varius Manuals etc. are followed in
discharge of operational functions in FSSAI.

Details of the Notification of the Food Safety and Standards Act, 2006, Rules and
Regulations, which govern the functioning of FSSAI, are at Annexure B.

Manuals include 14 Manuals of Methods of Analysis, Manual for Imports,


Manual for Food Safety Officers , Training manuals, SoPs etc

For administrative and financial matters, the Food Authority follows various
Rules and instructions issued by the Government such as FR/SR, General
Financial Rules, CCS(CCA) Rules, 1965, CCS(Conduct) Rules , 1964, TA Rules
etc.

Further, it may be stated that FSSAI is a small and nimble organization. In


order to fulfil its large mandate under FSS Act , it has built effective alliances
with other organizations and created network of relationships to achieve the
objectives. For example,

(i) Responsibility for enforcement and inspections is primarily with the


Commissioners of Food Safety in States/UTs.

(ii) Food testing is done by State food labs and NABL accredited mostly
private labs notified by the Food Authority. Referral food labs are labs under
Central Ministries and agencies.
(iii) Members of Scientific Panels and Scientific Committee that play a key
role in standard setting come from the university system and the public
research institutions and agencies.

(iv) Industry associations play a role in the Food Authority’s work in a broad
range of areas.

(v) Consumer organizations provide insights on work related to consumer


concerns. FSSAI works closely with the such organisations .

(vi) Food Fortification Resource Centre (FFRC) was established with the
support of Tata Trusts to drive fortification in safety net programmes and open
market in the country.
(vii) Partnerships with Scientific, Research and Academic Institutions
working in area of food safety and nutrition (NeTSCoFaN) ; with professionals
in food and nutrition to leverage their collective strength and expertise
systematically to support both demand and supply side initiatives of Eat Right
India (NetProFaN )

There are many other such alliances and partnerships to take forward the
mandate of FSSAI.

for consultation with or representation by , the members of the public
in relation to the formulation of its policy implementation thereof
Consultation with members of the Public/stakeholders-

 The draft of FSS Regulations, including their amendments are placed in


the public domain on the website for
suggestions/observations/comments of the public. These comments are
taken into consideration before the Rules/Regulations are finalised with
approval of the Government and notified in the Gazette . To facilitate
members of public to offer comments , FSSAI launched ‘e-Platform for
Comments’ on 5th November, 2018 and is available on the portal

 Representatives from sectors covering Industry, Consumer


Organisations, Farmers/Retailers associations are appointed as Members
of the Authority or where appointment is pending, special invitees from
some of these sectors are invited in meetings of the Food Authority.
Representatives of these sectors are also included in the Central Advisory
Committee . Subject specific scientific panels are also mandated under
Section 13(2) to invite the relevant industry and consumer representatives
in its deliberations.

 FSSAI is convening quarterly meetings with different sectors of the


industry in order to understand and address their concerns and issues vis-à-
vis regulatory changes, emerging issues, etc. and keep them abreast about
related orders/directions issued by FSSAI specific to their sector. During
2021-2022, 04 such meetings with different sectors such as Wholesalers,
Transporters, Re-packers, Re-labellers, Retailers, Direct Sellers, E-Commerce
Establishment were conducted.

 Workshops/Seminars etc. are being regularly held involving


stakeholders participation.

 Interaction with civil society and public already exists through letters ,
representations, electronic mails or through ‘feedback’ option available at

 Nationwide helpline (1800-11-2100) service is in operation to address


queries regarding functions, procedures and implementation of FSS
Act/Rules/Regulations

The Food Import Clearance System (FICS) is an Integrated Web based System
of FSSAI for the process of clearance of Imported Food into India at 13
locations viz. Delhi, Mumbai, Kolkata, Chennai, Tuticorin, Kochi, Mundra/
Kandla, Krishnapatnam, Bengaluru, Ahmedabad, Vishakhapatnam,
Hyderabad, Mangaluru covering 58 points of entry. The FICS application is
integrated with Customs' Single Window Interface for Facilitating Trade
(SWIFT) for seamless transmission of Bills of Entry from Customs’ ICEGATE
to FICS and issuance of NOC/Non-Conformance Reports by FSSAI for further
action by Customs authorities . The Food Import Alert System (FIAS) has been also
embedded into FICS, available at https://fics.fssai.gov.in/, that enables Custom Officers
for food rejection at Ports

Food Safety Compliance System (FoSCoS): (https://foscos.fssai.gov.in)


Food Safety Compliance System (FoSCoS) is a software application for
licensing and registration of FBOs with which several other modules are
integrated It replaces the outdated Food Licensing and Registration System. It
has been made operational Pan-India w.e.f. 1st November, 2020 including all 16
zones of Railways of the Country. It has additional functionalities with intent
to make it simpler, faster and comprehensive so that FBO is able to get food
license or can get registration certificate with ease. Audit Management System,
Hygiene Rating System , FoSCoRIS etc. have already been integrated with it.

Food Safety Compliance through Regular Inspection & Sampling System


(FoSCoRIS)
Food Safety Compliance through Regular Inspection & Sampling System
(FoSCoRIS) is a web based real time inspection App for Food Safety. FoSCoRIS
enables paperless inspections which in turn helps in Real Time Digitization of
the reports. It can be accessed at https://foscoris.fssai.gov.in. Besides, this
offline module also exists which is an easy to operate and handy tool that syncs
data as and when net is available.

Indian Food Laboratory Network (INFoLNET)


Indian Food Laboratory Network (INFoLNET) is an IT solution for integrating
all categories of Labs which are involved in any type of food sample testing. It
is primarily a Track & Trace national Lab Network, which targets all aspects on
details of samples allocated to the Labs and integrate process of sample testing
at different stages, thereby simplifying overall process of sampling and testing
of food commodities. All food products under mandate of FSSAI with its
corresponding regulatory requirements with respect to quality and safety
parameters in accordance with the provision of Food Safety and Standard
Regulations have been mapped and data uploaded on the system Information
generated through the system helps in planning and execution of surveillance

Jaivik Bharat Portal for Organic Products


The portal on Organic Food from India is a regulatory portal. It has an Indian
Organic integrity database jointly developed by the FSSAI, APEDA and PGS-
India on Organic food standards, certification processes, information relating to
FBOs, their products and geographical areas in which these are available.
Through this Portal, the consumers can access all information with respect to
the producers, the certification system and the availability of certified organic
products. The portal can be accessed using the URL -

Food Safety Training and Certification (FoSTaC) Training Portal:


FoSTaC is the food safety training and certification portal for providing
training to all Food Business Operators (FBOs) across the food value chain. In
addition to the online SNF resources, it has three types of training modules viz.
Basic, Advance and Special. The site has been updated and can be accessed at

Social Outreach/Digital Connect:


As in the past, many new communication channels have been introduced to
reach end- consumers directly, which act as a direct link between consumer
and the FSSAI. Now, FSSAI has a considerable presence on Facebook, Twitter,
YouTube and Instagram - four of the most widely used social media platforms.
FSSAI has also toll-free helpline desk and its helpline number has been
circulated through the connect mediums. All the complaints/queries coming
from the above mentioned multiple channels are being auto-redirected to web
portal/ mobile APP- Food Safety Connect.

Eat Right India Movement: ‘Eat Right India’ movement aims to ensure health
and well-being of people by promoting safe food and healthy diets through
coordinated multi-sectoral approach. An integrated Portal on Eat Right India has
been developed . All independent Eat Right initiatives portals will be brought
under this integrated Portal of the FSSAI .

FSSAI Website: A new look integrated website of the FSSAI has been
designed and developed considering the latest trends in the website design.
Information has been structured in a more convenient way so that
citizens/FBOs can search for data in an effective way. The new website helps
in easy navigation to micro-sites which have been developed and are under
development. All initiatives of the FSSAI and various sites can be easily
accessed through this FSSAI integrated website available at

Complaints/Concerns of consumers and FBOs received by FSSAI through


various channels (Web Portal & Mobile App, FSSAI Helpline, Emails,

PMOPG, posts etc.) are consolidated by FSSAI into a single portal i.e. Food
Safety Connect Portal. A unique code is generated against each lodged
complaint/concern, prioritized according to their risks and then forwarded to
concerned State Designated Officers and FBOs for necessary action as per
provisions of FSS Act 2006, Rules and Regulations made thereunder. Proper
disposal of concerns is regularly monitored and taken up with Commissioners
of Food Safety, States/UTs through Quarterly Reports, performance review of

(g) As a part of ongoing collaboration with MyGov platform, short videos


with celebrity endorsements for mass awareness on tips and precautions to
stay healthy have been developed and disseminated. Videos on food
fortification to address micro nutrient deficiencies, trans-fat to deal with non-
communicable diseases , adulteration tests etc. have also been disseminated .

(h) Extensive publicity on food safety and healthy eating habits and other
regular updates through different social media platforms like Facebook,
Instagram & Twitter was carried out. A special online series on millets-based
recipes, benefits of protein, seasonal vegetables, Eat Right during Monsoon,
Ways to live a healthier life, importance of trace elements and minerals in diet
etc. in addition to every day’s posts for citizen engagement was done.Targets
around 95.8 K followers on Facebook; 86.4K on Instagram; and 66.3 K followers
on Twitter

(i) Online competitions to engage various segments of society to


create consumer awareness have been conducted such as Eat Right
Creativity Challenge for school children Phase I and II, Eat Right
Quiz, Recipe competitions include recent competitions such as
Nature’s sweetness in every bite competition (receipes without sugar
or artificial sweetners), Healthy Indi -genius Food Challenge
(promoting millets), Tadka Bina Zayka (without use of visible fat)

(j) A number of handbooks/guidelines documents were also launched to


facilitate stakeholders and create awareness around food safety and healthy
and nutritious food.

(k) FSSAI is also working towards countering false videos and news items
which create scare among consumers through scientifically validated
information released through press releases, videos on social media platforms
like Facebook , twitter , guidance notes and myth busters which are uploaded
on its websites.

(l) Food Safety and Standards Authority of India (FSSAI) has taken an
initiative and has developed an Online ChatBoT, named “FOOD Guru”, short
for chat robot, a computer program that simulates human conversation, or chat,
through Artificial Intelligence. At present, it has approximately 2,000+
questions related to Regulations, Quality Assurance, Standards, FSMS and
many more will be added in the near future. As technology is advancing with
every passing day, so this serves another purpose of elevating the user
experience through interactive conversations.
(m) FSSAI has introduced Food Safety Display Boards (FSDBs) for various
food businesses such as retail stores, milk booths, vegetable & fruit retail, meat
shops, restaurants, street food vendors, manufacturing, storage, liquor retail,
transport and distribution. Not only FSSAI’s registration/license number is
displayed on these boards, these also convey to the consumers about the appropriate
food safety and hygiene practices to be followed by the Food Business Operators (FBOs)
in their establishments. They further provide consumers with contact numbers for
feedback, queries and complaints

(c) Public Private Partnership:

(i) NFL-G has been developed as state-of-the-art model food testing


laboratory on public-private-partnership (PPP) mode.

(ii)FSSAI has come up with two more National Food Laboratories soon, one
each at Jawaharlal Nehru Port Trust (JNPT), Mumbai and Chennai Port Trust
(CPT), Chennai on PPP mode. For this, NFL, JNPT has been developed in
partnership with M/s Vimta Labs Ltd., and that of NFL, CPT is being
established in partnership with M/s National Collateral Management Services
Ltd., Mumbai. Hyderabad . There is no no capex/opex for FSSAI

(d) Discretionary and Non-discretionary Grants

( i) FSSAI is implementing a Central Sector Scheme for "Strengthening of the


Food Testing System in the country including provision for Mobile Food
Testing Labs" from the financial year 2016-17. Under the scheme, the grants are
being released to State Food Testing labs, Central /autonomous Referral labs
for strengthening of food testing infrasture through procurement and
installation of high end precision equipments, establishing of microbiology
labs, provision of mobile food testing labs (FSW) etc. So far, as on 30.6.2022,
FSSAI has provided Grant-in-aid of Rs. 340.71 crore to 30 States/UTs for
upgradation of 41 State Food Laboratories with high end equipments
/establishment of microbiology lab etc.. With the enhanced facilities, the state
food laboratories can effectively and efficiently analyse food samples for heavy
metals, pesticide residues, antibiotic and drug residues, naturally occurring toxins
and microbiological safety parameters in various food categories in a uniform
manner. Further, FSSAI has also assisted 13 Referral laboratories with a grant of
Rs. 33.19 crore towards procurement of one or two High end equipments. FSSAI
has also provided/sanctioned 254 Food Safety on Wheels (the mobile labs) to 33
States/UTs . This includes 97 FSWs sanctioned under Central Sector Scheme and

(ii) FSSAI has signed Memorandum of Understanding (MoU) with States/UTs


for strengthening of Food Safety Eco-system in the country. Under the MoU
frame work, financial and technical assistance has been provided to the
States/UTs as per approved Work-Plan Proposals. Work Plan proposals
highlighting the key area where both technical and financial support is
required are received and finalised after discussion with the concerned
State/UT. Funds released to States/UTs during 2020-21 & 2021-22 are as under-

During 2022-23, so far Work Plan proposals have been received from 34 States/UTs,
except Andhra Pradesh and Telangana. Work Plans of 29 States/UTs have been
finalized and remaining are under process. . So far, 1st tranche for 2022-23 has been
released to 17 States/UTs involving total amount of Rs 127.57 Crore

(iii) FSSAI is supporting R&D projects under the Scheme of Research and
Development which relate to emerging issues related to food safety. While 16
projects have already been completed, another 7 R&D projects are currently
being conducted at various research institutions . For these 7 projects, a sum of
Rs.259.83 lakhs has been sanctioned.

(f) Foreign Tours
