ABSTRACT

This paper consists of the practical attachment report which was done on Finance and
Economic Development Office which is established in 1994 in general and that of
Planning, Budgeting, Monitoring and Evaluating in particular. The report will sort out or
explore the organization’s performances or activities having or putting in mind the
objective of attachment. The advantage of this attachment can be, to apply knowledge
learned in the class, helps to acquire skill, to become practice oriented professional, to
strength work value through an improved understanding and so on. The report has four
main parts, part one is organizational report, the second covers Activity report, the third
part is about Attachment Evaluation, and the final part includes Conclusion and
recommendation

1.1 ORGANIZATIONAL REPORT

Sinana woreda is found in East Bale Zoneof Oromia regions.
The Zone finance and economic development offices established in 1994

At the establishment time it has three department mainly they are

 Property administration
 Purchasing and
 Procurement departments.

The main purpose of finance is the revenue collection, the budget for public service of
the government. After 2002E.C, the office has branched in to six working department.

These are:

 Development planning and project


 Human Resource management
 Purchasing ,payment and material control
 Human Resource statistic and information
 Cooperative and mutual service
 Internal auditing.

Before 2002 E.C the organization has faced different problems because of lack of
qualified professionals.

1.2 CARDINAL ISSUES OF THE ORGANIZATION

i. MISSION:-it is the purpose of whole duties.

Every organization has its own mission and purpose. As I have observed, the
organization have well developed and organized mission. The following are the Sinana
woredafinance and economic office development missions.

 Practice sayving habit to resource usage


 Modern system to material control , financial administration and auditing
system
 Develop new idea to improve economic policy and other idea for
economic use.
 Working cooperatively to develop the economy of public sector.
 Training for sustainable economic development.
 To administer the wealth of the Woreda

 To prepare good plan that is used for the allocation of resource among
the city.

 To implement the policies and strategies of the government

II. VISSION

is target of the organization in the next three or four years it has power
to facilitate for the good performance of the organizational goal. Visions
are the open decision and power to enforce the office work hard, set the
goal, use resource effectively and efficiently. The followings are the
company's visions.
 Fair distribution of material resources to sectorial office
 To improve the living standard of the society
 To see good governance in the modern tax payment

 To see fulfilment the interest of tax payers

 To encourage the culture of saving

i. OBJECTIVE OF THE ORGANIZATION

Most of the organizations have their own objectives. Sinana worede finance and
economic development office has the following objectives.

 To provide different service sector and work with cooperative


 To clear and avoid the financial disordering and illegal practice
in the financial activity
 Creating source for income
 To work by group for the success of organization mission.
 To increase income
 To satisfy the interest of employee by doing the whole activity
of finance
 Work with other organization to encourage the management
and other worker

1.4 SWOT ANALYSIS OF THE ORGANIZATION

SWOT:is an acrimony standsfor S-strength, W-weakness, O –OPPORTUNITY, T-


threat
Identifying the strength, weakness, opportunity and treat of one organization is
the basic question to achieve organizational plan and objective. If one
organization is familiar with those issues, we can say that the organization is
one the way of achieving its plan.

STRENGTH of the organization

 Existence of a well experienced and committed work force.
 High motivation and focus of leaders toward end results.
 All employees trying to fulfil their responsibility.
 There is better training for newly hired employees.
 Taking feedback from society.
 Budgeting and finance inspection are implemented.
 Workers are punctual and have interest to work in team.
 Convenience channel of communication between supervisor and
employees, no bureaucracy to contact.

WEAKNESS OF ORGANIZATION

 There may be conflict among employees and management


because of divergence of idea
 There is no incentive and allowance for employee
 Absence of well-organized data.

 Little attention given to small business.

 Less coordination between departments

 Don’t contain coordinated information.

 Out dated utilization of office equipment

 Workers are served out of their profession

 Shortage of skilled man power

OPP0RTUNITY OF THE ORGANIZATION

The opportunities of the organization are discussed below

 Favourable government policies and strategies.


 Political security which comfortable for development.
 Existence of decentralization of power within the organization.
 Expansion of microenterprise.
 Government provide educational opportunity for qualified workers
 The office has other sources of income beside the provided budget
 Until recent time it has gat financial support from NGO
 The office get good opportunity to open its own business In woreda
 Availability of working force with less payment

TREAT OF THE ORGANIZATION

 Lack of adequate budget and problem in proper distribution.


 Change of office manager because of appointment.

 High income gap of the people.

 High price fluctuation and inflation that pushes up the budget amount
per sectors

 Absence of provided budget from the woreda to hire qualified man


power

 Repeatedly changing management create misunderstanding in the


working area

 Resources are not used for intended purpose

1.1 THE MAJOR PROBLEMS THAT I HAVE OBSERVED AND
SUGGESTED SOLUTIONS

1.4.1 THE MAJOR CURRENT PROBLEMS OF THE


ORGANIZATION

The Sinana woreda finance and economic development office faces the following
problems at the time.
A Lack of coordinated information on work
Firstly, the office designed a plan according to collected facts and then settled
budget. Therefore in order to design proper budget reliable and useful
information must be collected.
B Lack of punctuality
In the organization some employees are not punctual person because of
weakness of controlling system. This leads to retards the achievements of the
organization goal in an allowed period of time.
C .Lack of sufficient modern technology
Storing in computer system. This leads to another problem like confidential
information to be stored in a precise form.
D.Luck of Budgetary
Sometimes there may imperfect budget attachment for a giving plan that is
understating oroverstating the amount of budget needed according to
accomplishing a plan
E Losing of electric power

2 SUGGESTED SOLUTIONS TO THE PROBLEMS


The followings are suggested solutions may be answer for the above
mentioned problem.
o Enhance the access of computer machine.

o Reinforcing the management system of the organization to avoid lack


of punctuality.

o To buy electronic machine e.g. Computer.

o Wisely use of allocated budget.

o Using of modern automatic generator to solve the problem of


electricity.

o Hiring employees with their appropriate professional area.

CHAPTER TWO

3 ACTIVITY REPORT
2.1 BACKGROUND OF THE DEPARTEMENT/finance

The organization gets its nameSinana woreda finance and economic


development office in 1994E.C because of that it resides in that woreda for serving
the peoples of the place . During this time the office has three departments,
namely these are:-

 Property administration
 Purchasing and payment and
 Procurement departments

Currently the organization has six departments. From that I was participated in
development planning and project analysis department. The department performs
different activities in the organization.

2.2 Activities and major responsibility of the department

 OBJECTIVE OF THE DEPARTMENT

The department itself has its own objective. This department objective should
contribute for the fulfilment and achievement of organizational goal and objective. The
objectives are:-

 Administering budget by minimizing the cost of different activities
 Implementing plan and evaluating the performance of
organization
 It sets a rule all works are depend on planning
 Administering and controlling the public resources
 The resource usage is based on saving
 Performing development plan of the organization
 RESPONSIBILITIES OF THE DEPARTMENT
 Every employee should guidance for their work.
 The department has the right to punish those who not
fulfil the responsibility properly
 Every employee should be punctual
 Every employee in the department has to keep the rule
and regulation of the organization.

2.3 MY RESPONSIBILITY AND MY MAJOR ACTIVITIES AS A MEMBER OF


THE DEVELOPMENT PLANNING AND PROJECT ANALYSIS DEPARTMENT
As I have mentioned before in this paper, one of the major problem I have faced is not
properly involving and participating in the department as an employee of the
organization because of so many problems as I have mentioned in this paper.

 THE FOLLOWINGS ARE SOME OF MY Responsibilities

 Honesty to the department


 Following and respecting the rule and regulation of the organization
 Checking for the correct application of theories in real world
 Keeping the secret of the organization
 Accomplish my work on time

 MY MAJOR ACTIVITIES ARE:-

One of my major activity and most of the time I had:-

 Checking the ledger, whether the ledgers are correctly done or not, then I report
to finance office.
 I am one of the development planning and project department .As a member of
development planning ,I can arrange five years development plan, arrange three
years government cost program, arrange annual report of the organization,

annual planning and budget arrangement, weekly planning and report
arrangement with the department members.

2.4 PERFORMANCE EVALUATION I would like to say that I perform


well in the organization as a member of development planning and project department.
I have discussed on so many issues with my supervisor Mrs.Gosa Aduna .Most of the
time the organization evaluates its employees according to the rule and regulation of
the organization. I am tried my best, I had tried to give suggestions, I had tried to
perform well.

 My time management is somewhat good and I am tried to accomplish my


work according to the plan I have already sated.
 My relation with the employees of the organization is somewhat good.
 Generally, I would like to say that I perform well as a development planning
and project officer.
2.5 PROBLEMS ENCOUNTERED ME ON JOB AND SOLUTIONS I HAVE TAKEN
 So many problems encountered me on job from different sides and I have
taken some solutions. most of the problem encountered me are the
followings:-
 Lack of source document
 Refusal of some employees for asking some questions
 Absence of reference materials
 Lack of awareness on the department of economics
o The organization cooperates with concerned body to solve the problem
 REMEDIAL MEASURE WHICH I HAVE TAKEN TO SOLVE THE PROBLEMS
ENCOUNTERED ON THE JOB
 I asked my supervisor to understand my missing concept and some
data are not present at work time
 I politely asked other employers in the department
 For the last mentioned problems are related with lack of awareness

2.6 PROBLEMS OF DIVISION AND SUGGESTED SOLUTION


The significant problems of the division were mentioned below in details.
 They had no standing and coordinated working time(schedule).
 They had no trained experienced manpower versed in particular field of work.
 Lack of adequate payment for workers that is not related with their cost of living.
 Misunderstanding among workers themselves.
 Workers carelessness to be punctual.

 Some staffs sit idly despite working time and they are irresponsible towards their
work.
 Lack of computerization made workers neglect their work.

SUGGESTED SOLUTION OF THE DIVISION OF THE DEPARTMENT

 I recommended them to fix their working time.


 A locating enough allowance premium for office workers when needed.
 I also recommended them to employ much more experienced white
collars.
 They had better advice idle workers in their office.
 It is also advisable for them having strong relation and understanding
and avoiding unimportant and server deterioration among them.
 Making irresponsible employees to discharge his duties and
responsibilities whole heartedly.
 Asking the organization to encourage adequate computer service for all
departments.
 They had better become cost-effective or saving unexpected expenditure.

CHAPTER THREE
ATTACHMENT EVALUATION

3.1 RATIONALITY OF PRACTICAL ATTACHEMENT


The fundamental aim of this practical attachment is to understand the lecture
class easily because the application is simpler than lecture class. So, this
summer attachment has the following major rationales.

 To familiarize how to perform practical attachments based on lecture class, in
order to understand lecture class clearly to student through analyzing
practically.

 To develop our confidence

 To enhance our knowledge.

 Generally, the approach of sharing the students from summer practical


training is useful for the students from different point of view. I would like to
say that only giving theoretical course is not enough to be effective and
efficient in real life world.

3.2 SIGNIFICANCE OF PRACTICAL ATTACHEMENT


The purpose of the attachment programs are to supplement practical
professional training or lesson on the job training of the students when they
graduate as well as to install in the right work attitude and profession.

The practical attachment helps me to

 Acquired skills needed to become practice oriented professional

 Create awareness about working environment for the future

 Apply the theory learned in class to real working environment

 It clearly identified the way of the work is performed in the real world.

 Get personal relationship with employees

 Make me to be well experienced professional and creative

 Helps to know the difference between real world and learned in the class

3.3 RELEVANCE OF THE ORGANIZATION

 I am trying my best to score best grade in this course. The organization I am
taking part is relevant. Most of works done in the organization are directly or
indirectly related to my departmentagricultural economics. So, the
organization is relevant and it’s goes with my department and I am tried my
best to perform better.

3.3 APPLICABILITY OF THEORY IN PRACTICAL WORK


It is known that most of the time theory and practice not goes through step by
step .But this does not mean that theory and practice not match each other.
Some of the theories that I have practically observed in the organization are:-
 One of the most important theory in economics department is development
planning and project work. Hetosa wareda finance and economic
development office has its own plan and doing different project work for
different governmental organization.
 The payroll system in accounting principle II course:-the organization pays
employer salary according to the payroll the adjusted.
 Auditing in accounting course:-the organization check for its correct and
proper utilization of the budget.
 Introduction to management course says that “one organization should have
vision, mission, values and objectives. I am tried to see this issues. The
organization has these all things. As I have listed in chapter one of these
paper. The mission vision values and objectives of the organizations are
stated and posted in the in front of the organization.

3.5 MAJOR PROBLEMS I FACED DURING PRACTICE


 The problem is usual thing in human life. Some of the problems I faced during
the practical attachment are:-
 Scarcity of finance is happen to me during my practical attachment. The money
that I received from the university was not enough for summer training and
shortage of money for rental house, food, and for other purpose

 The organization has the fear student on the key position of the work place.

 Some organization doesn’t know their obligation related to university work


together.

 As it is a summer season the rain made difficulties on my work.

 Absence of professional man power to give me full information related to
activities.

3.6 SUGGESTED SOLUTIONS

 The following are some of the solution taken by me.

To solve the problem of lack of data historical background of the organization and
on the other issues are:-

 I had tried to ask some employees of the organization and concerned


individuals who have valuable information about the organization.
 Also I give a great attention to the rule and the regulations of the
organization. I had jota down them on the paper and I had studied them.
 I had well and good relation with my supervisor, so that after a few days
the supervisor gives his time to orient me and to follow up me.
 I had a good relation with the employers of the organization and
management of the organization. But some of the problems are above
from my capacity even above from the capacity of the organization to
give solution for them in short period of time.

CHAPTER FOUR
4. CONCLUSSION AND RECOMMENDATION\

4.1 SUMMARY AND CONCLUSSION

 My participation in the organization as employee of the organization is good in


one side but there are some problems from both the organization and me.

With most of the employees I have good relationship as a friend and employee
of the organization.
 The four basic things (cardinal issues) mission, vision, objective and value of the
organization are listed in the first part of this paper. I have tried to explain the
performance of organization accordance with the objective and goal of the
organization. In the first part of this paper or report includes the structure of
the organization, how the management of the organization controls the
organization and how it communicates with lower employees.
 The paper or report also contains about SWOT analysis of the organization.
More or less I have tried to show and list the strength, weakness, opportunity
and treat of east Bale Zone finance and economic development office. Also I
have listed the major problem of the organization and discussed solution to
minimize the problem from the different point of view.
 In the second part of the report I have discussed the rationales, significance of
this practical attachment.
 Also I have discussed applicability of theories and others which are discussed in
the class. The major problems that I have faced in this 45 days and the
solutions taken by me are discussed.
 Generally, this practical attachment showed me different things. So that, from
my point of view this practice have so many advantages. This practice has both
advantage and disadvantages for the student. It is good opportunity for
students in terms of having experience but it may burden the students in terms
of economy.

4.2 RECOMMENDATION

In my stay as an employee of the organization I have observed different things. I have


encountered different problem as I have discussed in this paper. So that I would like to
recommend the following things:-

 The organization should achieve the goals that have decided before.

 The data of one organization is the resource for the organization, so that
the organization should have well-organized and structured data.
The organization should fulfil skilled workers in the whole department,
this helps to improve the performance of the organization and to
minimize the problem of the Organization.
 The organization should develop transparency among employee
 The organization should develop cooperation between employee and
management
