Whereas, Covid-19, is declared as a global pandemic by the World Health
Organisation and Government of India has declared it as a disaster and announced several
measures to mitigate the epidemic. Government of Kerala, has deployed several stringent
measures to control the spread of the epidemic.
And whereas, SRO notification issued by Govt of Kerala as Kerala Epidemics
Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible
measures shall be incorporated to contain the disease.
And whereas, by Government orders referred above, certain restrictions in the form
of lockdown are being implemented in the district from 8th May 2021and the Government
by orders as mentioned in reference (6) (7) &(8) above has decided to enforce restrictions
after categorizing the Local Self Government Institutions on the basis of average weekly
TPR as follows:
CATEGORY CRITERIA
A Average TPR below 6% (Areas with low spread)
1B. Average TPR between 6% and 12% (Areas with moderate
spread)
a Average TPR between 12 % and 18% (Areas with high spread)
D. Average TPR above 18% (Areas with criti
And whereas, the District Authority has examined the matier in detail and is
convinced that based on the above criteria and average weekly TPR, the Local Self
Government Institutions in Thiruvananthapuram District shall be categorised and
restrictions shall continue to further contain the spread of Covid 19, And now therefore, I,
Dr. Navjot Khosa IAS, District Collector & Chairperson of District Disaster Management
Authority under the powers vested with me as the District Authority to invoke the
provisions envisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and
passes the order as follows :

1) On the basis of average weekly TPR as on forenoon of 30/06/2021, the Local
Self Government Institutions are categorised as follows

Restrictions shall. be in place from 00:00 hours of 30th June 2021 as detailed in the
Annexure given below.
All public offices PSUs (including Chalchitra Academy) Companies, Commissions
Corporations Autonomous Organisations will function with upto 50 percentage staff
on rotation basis in category A and B and with upto 25% percentage staff in category C
remaining staff will be on work from home duty.
Apart from the current provision of working on Mondays, Wednesdays and Fridays.
Banks and financial institutions can function on Tuesdays and Thursdays also for their
office or account works. Public is not permitted on Tuesdays and Thursdays though.
In A and B Categories public will be allowed in places of worship with upto 15
persons for minimum time adhering to strict Covid Protocol norms.
Exams will be allowed to be conducted on all days including Saturdays and sundays
across all category areas.
In category A and B areas indoor shooting of television serials will be permitted with
minimum participation adhering to strict Covid Protocol norms.
With respect to super markets in Category A, B& C areas Following protocols
shall be maintained
Supermarkets selling essential items shall be allowed to function on Saturdays
and Sundays but for home delivery purpose alone.
For management of crowd in shops, shops owners may ensure the following
guide line
L.For every 100 sq feet area, not more than 5 people shall be allowed at any point of
time
2. Shops shall display the area of the shop, number of people allowed and number of
people currently inside the shop at any given point of time
3. All shops shall maintain customer register, thermal screening at entrance and hand
sanitizer facility at the entry and the exit
4, Proper queue management shall be ensured outside the shop premises.9) There will be a complete lockdown on Saturdays and Sundays across the entire district
with guidelines as issued under GO (Rt) No. 459/2021/DMD dated 07.06.2021 and
GO (Rt) No.461/2021/DMD dated 10.06.2021. (GOs are attached as Annexure 2 and 3
respectively)
10) In Category D Local Self Government Institutions, special intensified restrictions imposed
on Saturday and Sunday will be imposed throughout the week vide GO (Rt) No.
459/2021/DMD dated 07.06.2021 and GO (Rt) No.461/2021/DMD dated 10.06.2021.
Police shall ensure strict perimeter control in Category D areas and there shall be a single
point of entry and exit via Category D Local Self Government Institutions. (G.Os are
attached as Annexure 2 and 3 respectively).
11) Public Transport (KSRTC and Private) will be allowed with Covid protocols only on
need basis. However, no stops will be allowed in category C and D areas.
12) SDM Thiruvananthapuram and SDM Nedumangad shall ensure strict enforcement
Covid protocol through police and Sectoral Magistrates.
13) DPC (City) and DPC (Rural) shall ensure all guidelines issued by Government of India
and Government of Kerala regarding the containment zones are complied and the all
the guidelines as per the 6!” reference shall be implemented by concerned authorities
in letter and spirit.
14) Medical Officers/Superintendents of corresponding CHC & PHC shall ensure the
following :-
i. Shall coordinate with Police, Revenue and LSG for planning containment
activities, quarantining the contacts for 14 days and ensure proper IEC.
ii, Shall identify, isolate the positive patients and constantly monitor their health
status over telephone.
ili, Shall conduct house to house ILI surveillance, listing of vulnerable, symptomatic
persons, with high social contacts and screen them using the HR available with
the PHC with the help of Block PHC.
iv. Shall update the details of positive and quarantined persons in Covid19 Jagrata
Portal and share the same with DDMA with a copy to DMO on a daily basis.v. Shall ensure strict enforcement of SMS; Break the Chain, Quarantining of
contacts, isolation of positives with help of police, revenue and LSGIs.
15) DMO should fix the testing targets for each LSGI on the basis of the TPR in that LSGI
and carry out testing and quarantine to prevent the spread of COVID-19 such that the
person who tests positive first in a dwelling where facility for room quarantine
(including equipments like pulse oxymeter) is not available, shall be shifted to CFLTC,
DCC for quarantine immediately. District Medical Officer shall ensure that health
activities are being implemented by the respective Medical Officers and effective
supervision is done by the respective Block MOs. DMO shall furnish a daily progress
report to this office by 8.00 PM every day through _—_email

16) The LSGI secretaries should continuously provide awareness and advice to the locals
regarding the instructions to be followed in the Containment Zones. Children under 10
years of age, pregnant and lactating mothers, and persons with co morbidities should
strictly adhere to the guidelines by Health Department.
17)The exemptions and restrictions already available to the respective categories will
continue.
18) Auto rickshaws will be permitted in category B LSGIs also with driver plus 2
passengers.
19) The visitors from other states should posses RTPCR negative gertificate.

ORDER
As per Government Orders referred above, certain restrictions in the form of
lockdown are being implemented in the State from 8"* May, 2021 to 16” June, 2021 to
contain the spread of COVID-19 pandemic.
2) Affter assessing the current situation of the pandemic spread and Test Positivity
Rate in various districts of the state, the undersigned, in his capacity as Chairman of
the State Executive Committee of State Disaster Management Authority, in exercise of
the powers under Sec 20(3) of the Disaster Management Act-2005, hereby enforce the
restrictions as detailed in the Annexure from 00:00 Hrs of 17" June 2021 until further
orders, after categorizing the Local Self Government Institutions, on the basis of
average weekly TPR, as follows:

Industrial, Agricultural and Construction activities including quarries will be
permitted in all LSGls, Transportation / movement of labourers will also be
permitted.Shops dealing with raw materials (including packaging materials) for
these activities will also be permitted from 7 AM to 7 PM.

evening walk observing social distancing norms will also be permitted
Hotels and restaurants will be permitted to function for take-away, online/home

3. Special Guidelines applicable to category B LSGIs =

b. Shops selling essential items can function from 7 AM to 7 PM every day. All
other shops can function on Mondays, Wednesdays and Fridays from 7 AM to 7
PM with 50% employees/workers
c. Akshaya centres will function from 7 AM to 7 PM.
d. All Private establishments can work on Monday, Wednesday and Friday
50 % staff strength.
Outlets of Beverages Corporation and Bars will be permitted for takeaway only.

services can function only on Fridays from 7 AM to 7 PM with upto 30%

delivery from 7 AM to 7 PM,

from 10th June to 16th June 2021 - Additional guidelines - Orders issued.

ORDER
As per Government Orders referred above, certain restrictions in the form of
lockdown are being implemented in the State from 8!" May to 9 June, 2021 to
contain the spread of COVID-19 pandemic. Now it is observed that further reduction
of infections and Test Positivity Rate (TPR) is essential.
2) Hence, in exercise of the powers conferred under Section 20(3) of the Disaster
Management Act, 2005, the undersigned in the capacity of the Chairman, Executive
‘Committee of the State Disaster Management Authority hereby orders extension of the
State-wide lockdown from 00:00 Hrs of 10" June, 2021 to 23:59 Hrs of 16" June,
2021 as follows
1. The shops and establishments permitted to function on 7" June, 2021 including
the shops trading in rubber will continue to be allowed to function with the
following additional guidelines.
2. Staff deployment upto 50% ordered from 10" June, 2021 vide G.O 3rd cited
above will be effective only from 17" June, 2021
3. For permitted construction activities during lockdown, site engineers/supervisors
shall also be allowed free movement on production of their ID
cards/authorization letters to their work sites and back home.
4. Banks and Financial Institutions will function on Mondays, Wednesdays and

Annexure
1. All State and Central Government Offices and their autonomous bodies,
Corporations etc. dealing with emergency and essential services and
COVID-19 containment and management duties shall be fully functional
and officers/personnel of the same shall be allowed unrestricted
movement.
2. All Industries/companies/organizations dealing with emergency and
essential services and requiring operations 24x7 shall be permitted to
operate. Movement of employees of such organizations shall be allowed
on producing valid ID card issued by the respective
organizations/institutions.File No.DIMA2/767/2020-DID-Part(4)
. Employees and vehicles of Telecom and internet service providers shall
be allowed movement on producing valid ID cards issued by their
respective organization/institution. Only essential staff/employees of IT
and ITeS organizations shall work from office.
. Patients and their attendants/persons requiring emergency need, eligible
people intending to take vaccination shall be allowed movement with
valid ID proof.
. Only neighborhood shops dealing with food, groceries, fruits and
vegetables, dairy and milk booths, toddy, meat and fish are allowed to
function from 7 AM to 7 PM. Home delivery of essential items shall be
encouraged to minimize movement of individuals outside their homes.
Restaurants and bakeries shall be permitted only for take away and home
delivery from 7 AM to 7 PM.
. Movement of long-distance bus services, trains and air travel are
permitted. Movement of public transport, goods carriage vehicles and
private vehicles and taxis, (including cabs by aggregators) to and from
airports, railway stations and bus terminals/stops/stands is allowed for
facilitating movement of passengers by air, rail and road. The movement
will be allowed only on displaying valid travel documents/tickets and
strictly adhering to COVID protocol
. Marriages and housewarming ceremonies registered in COVID jagratha

ORDER
As per Government Orders referred above, certain restrictions in the
form of lock down are being implemented in the State from 8" May
to 16" June-2021 to contain the spread of COVID-19 pandemic.
Additional enhanced stringent restrictions are also imposed on 12th
(Saturday) and 13th (Sunday) of June-2021.
Following additional guidelines are issued for implementing the
additional enhanced stringent restrictions on 12M (Saturday) and
13% (Sunday) of June-2021
1, Takeaway/Parcels from Hotels are not allowed on 12tY and 13th
June-2021. Only Home delivery of food is permitted.
2. Construction activities following strict social distancing norms are
permitted on 12? and 13* June-2021. Activities shall be
informed to the nearest police station in advance.NS,
