DEVELOPMENT COUNCIL MEMBERS

RULE V SECTION 30 (A) IN THE IMPLEMENTING RULES AND REGULATIONS (IRR)


OF REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE

“SANGGUNIANG KABATAAN REFORM ACT OF 2015”

States that “for the purpose of emphasizing the role of the youth in nation-building and molding
them to become better citizens with the values of patriotism, nationalism and honor as a Filipino,
any SK official, whether elected or appointed, or any member of the LYDC must undergo the
mandatory training programs before she or he can assume office”.

HIGHLIGHTS OF THE MANDATORY TRAINING

The mandatory training as stated in the Section 27 of RA No. 10742 focuses on the following
modules:

Module I – Decentralization and Local Governance, Sangguniang Kabataan History and Salient
Features;

Module II – Meetings and Resolutions, Duties and Responsibilities of Local Youth Development
Council Members, Planning and Budgeting and

Module III – Code of Conduct and Ethical Standard.

OATH TAKING OF LOCAL YOUTH DEVELOPMENT COUNCIL MEMBERS

The Local Youth Development Office successfully conducted the Sangguniang Kabataan
members, Newly Appointed SK Secretaries & Treasurers and Local Youth Development Council
members Mandatory Training last March 27, 2019 at Villestas Foodhaus, Brgy. Pahinga Norte,
Candelaria, Quezon. The Oath Taking was conducted by the municipal mayor, Honorable Macario
D. Boongaling.
