Purpose and Scope of Extension Department
The extension department is the service unit of the University of the office of the
President. The main task of extension office is to coordinate with the office of the research
department to initiate, put into operation and execute various activities of the different
campuses/units of the college. Extension activities are geared towards the improvement of the
quality of life of the people, curriculum development and the whole community it serves.
Extension and Community Services Vision, Mission and Goals
CPSU EXTENSION VISION
To provide extension services that will bring about socio-economic growth and
development for the improvement of the quality of life of the people in the hinterlands and
uplands.
CPSU EXTENSION MISSION
The CPSU extension activities are geared towards bringing the appropriate
technologies/skills/knowledge of practical application to the clientele and educating them so that
in one way or another they can improve their quality of life or emancipate them from the
bondage of ignorance and poverty, thus making them more productive and responsive citizens
of our country.
CPSU EXTENSION GOAL
The university extension program will be implemented with special focus on containing
education or non-degree training program for both formal and non-formal education for OSY’s
and unemployed adult within its service area to support programs of the government and non-
government conversion mandated the maintenance, strengthening and expansion of its limited
expertise in agriculture and agriculture-forestry-related sciences, and by opening five (5)
extension campuses in the 6th District namely: Sipalay City, municipalities of Ilog, Candoni,
Cauyan and Hinobaan.
CPSU is currently located in Negros Island 112 kilometers from Bacolod City the capital
city of Negros Occidental and 106 kilometers to Dumaguete City, Negros Oriental in the
southeast. The CPSU main is traversed by an all-weather national highway and accessible to
regular buses and jeeneys plying Bacolod and Dumaguete Cities via the City of Kabankalan and
Municipality of Mabinay. It can also be reached from various points in Negros either by air
through Bacolod and Dumaguete airports or by the sea through regular fast crafts and boats.
CPSU has been attracting students not only from the different towns in Negros but also
from the neighboring island provinces in the Western Visayas Region. Its agricultural programs
and projects, competent faculty and staff, pleasant-and-conducive to learning environment have
constantly drawn clients, who wish to acquire appropriate education for productive, decent and
gainful living.
For more than half century of soaring high as an academic institution, the Negros State
College of Agriculture was converted into Central Philippines State University by the virtue of
Republic Act no. 10228 last October 19, 2012. Presently the University has (9) Extensions
campuses in the Municipalities of Hinoba-an, Cauayan, Candoni, Ilog, Moises Padilla,
Hinigaran, and Cities of San Carlos, Sipalay and Victorias.
CPSU EXTENSION OBJECTIVES
Specifically, the extension program will accomplish the following:
1. Conduct continuing education classes and other non-formal education classes in literacy
(basis and functional) and livelihood skills training in campus and in the target sitios and
barangays in the city of Kabankalan as well as the neighboring town in Southern Negros.
2. Package and disseminate information technologies from researches in agriculture,
homemaking technology and livelihood entrepreneurship, socio-cultural, health and
instructional procedures and strategies benefiting farmers, homemakers, OSY’s and
unemployed adults;
3. Identify, organize and develop training centers for community development.

of the community as a guidepost for poverty education and empowerment of the poor and
vulnerable.

Organization and Management
Organizational Structure
The extension shall be distinct office to be headed by a Director who shall be designated
by the University president for a specific term.
Directly under the office of the Extension Director are the Schools Extension
coordinators, University Campus extension coordinators designated by their respective Deans
and Head of various university Campuses and their designation must be approved by the
University President for a specific term.
Community Development Organizer will be designated or appointed to help implement
social and other related activities for a functional community.
A University Extension Council (UEC) a policy making body of extension shall be
constituted to serve as the powerhouse of ideas on extension priority-setting, implementation
and evaluation of the whole University. It shall be headed by the University President with the
Director for Extension as vice-chair and the Director for Research as co-vice chairman, and
administrative council as members.
Duties and Responsibilities of Extension Faculty and Staff
Director for Extension
Acts as Vice-Chairman of the University Extension Council. Exercises general
supervision and coordination of all programs, projects and activities of the various units under
his/her office, recommends and implements policies and guidelines governing Extension
program of the University, spearheads the planning of programs for extension activities which
geared towards the growth and development of the University, in particular, and of the region, in
general; supervises the overall implementation of extension programs of the university.
Coordinates, monitors and appraise the performance of the various Extension units of the
University including those of the University Campuses; plans, promotes and carries out working
relations and straight linkages with other government agencies and non-government
organizations; direct planning, implementation and evaluation of extension and other
development programs to ensure effective technology promotion and dissemination in target
communities; coordinates with other units of the University, local government un its (LGUs),
regional and national government organizations, non-government organizations (NGOs) and
people’s organization (Pos) to bring about complementation and partnership and perform other
related fuctions as may be directed by the President. In the absence of the of the President,
represents the Extension Program in appropriate bodies/offices, chairs faculty and staff meeting
and resolves conflicts based on established policies and sound management practices.
Extension Coordinator
Manages Extension activities of their respective units and functional areas, oversees and
monitors implementation of extension projects activities and programs and prepares documents
reports for monitors and evaluation.
Community Development Organizer
Conducts trainings/seminars among local farmers, holds/scheduled skills Olympics and
farmers’ field days, established strong linkages and tie-ups with NGOs’ GOs’ and other
development partner for assistance, conducts regular meeting, leg working and field visits and
help farmer-beneficiary identify some social activities that can be possibly undertaken in the
village. Asists the Director for Extension Services in preparing plans/programs for the whole
extension operation, supervises On-The-Job Trainees in the entire training period, prepare
reports and other paper works and assist demo farm activities for its smooth operation.
