The Measles-Rubella and Oral Poliovirus Vaccine Supplemental Immunization Activity
(MR-OPV SIA) CY 2023 is a month-leng nationwide immunization campaign on May to
May 31, 2023, which aims to vaccinate children ages 9-59 months old with MR vaccines and

0-59 months old with bOPV to prevent the impending outbreak and the continuous rise of
measles and polio cases in the country.

In this regard, a moratorium on the conduct of all activities (e.g., meetings, trainings, workshops)
organized by the Department of Health (DOH) involving Centers for Health Development
(CHDs) and/ or Local Government Units (LGUs) is hereby declared from May 1 to May 31,
2023 EXCEPT for activities involving the following: .

1. Disease surveillance and response activities, namely:


a. COVID-19 surveillance and response
b. Adverse Events Following Immunization (AEFI) Surveillance
c. Surveillance of other local diseases and outbreaks
2. Activities related to Human Resources for Health (HRH) Emergency Hiring and
grant of COVID-19 Benefits and Compensation to eligible Healthcare Workers
(HCWs) and non-HCWs
3. Activities with implications on Certification and Accreditation
4. Intensified COVID-19 vaccination activities or campaigns
5. Disaster Risk Reduction and Management in Health (DRRM-H) and Operations
Center activities of the Health Emergency Management Bureau (HEMB), CHDS,
and hospitals in relation to preparedness and response to emergencies and
disasters

All concerned units, especially all DOH Central Offices and CHDs, shall develop their
2023 Working Financial Plan and Calendar of Activities of the CY 2023 taking into account the
MR OPV SIA in May 2023. Each concerned unit shall also mobilize health workers, vaccination
team, stakeholders, and volunteers to achieve the targets. Further, the MR OPV SIA shall be
integrated with other essential public health services such as Vitamin A supplementation, oral
health services, etc.

All CHD personnel shall be assigned to respective roles and responsibilities which
includes vaccinators, social mobilizers and data encoders for the CY 2023 MR OPV SIA.
