WHEREAS, representations have been received by Government that the
existing rates of hire charges of Auto-rickshaws, Quadricycles and Taxis should be
revised;
AND WHEREAS, the Government are satisfied that the conditions have
changed since the issuance of directions in the notification issued under G.O.(P)
No. 45/2018/Tran. dated the 11th December, 2018 and published as S.R.O. No.
894/2018 in the Kerala Gazette Extraordinary No. 3137 dated 12 th December,

2018 and that it is necessary to modify the directions issued to the State Transport
Authority and the Regional Transport Authorities in respect of the hire charges of
Auto-rickshaws, Quadricycles and Taxis in the said notification;
NOW, THEREFORE, in exercise of the powers conferred by clause (i) of
sub-section (1) of section 67 of the Motor Vehicles Act, 1988 (Central Act 59 of
1988), and in supersession of the directions in the notification issued under G.O.
(P) No. 45/2018/Tran. dated the 11th December, 2018 and published as S.R.O. No.
894/2018 in the Kerala Gazette Extraordinary No. 3137 dated 12 th December,
2018, the Government of Kerala hereby issue the following directions to the State
Transport Authority and the Regional Transport Authorities in the State as
follows:-
DIRECTIONS
The State Transport Authority or the Regional Transport Authorities, as the
case may be, shall refix the fares of contract carriages in the State as specified in
column (2) of the Schedule below, at the rates shown in the corresponding entries
in column (3) thereof, with effect on and from 00.00 hours on the 1 st day of May,
2022.

1 Auto-rickshaws Minimum hire charges will be ₹ 30.00
for a distance up to 1.5 kilometer. Beyond
the minimum the rate will be ₹ 15.00 per
kilometer and ₹ 1.50 for every 100 meter
or part thereof.
2 Quadricycles Minimum hire charges will be ₹ 35.00
for a distance up to 1.5 kilometer. Beyond
the minimum the rate will be ₹ 15.00 per
kilometer and ₹ 1.50 for every 100 meter
or part thereof.

3 Motor Cabs having cubic ₹ 18.00 per kilometer for motor cabs
capacity below 1500cc subject to a minimum of ₹ 200.00 for a
(including tourist Motor distance up to 5 kilometer.

4 Motor Cabs having cubic ₹ 20.00 per kilometer for motor cabs
capacity 1500cc and above subject to a minimum of ₹ 225.00 for a
(including tourist Motor distance up to 5 kilometer.

In the case of Auto-rickshaws and Quadricycles, an additional charge at the
rate of 50% of the rate of hire charges shall be levied for journey performed
between 10.00 p.m and 5.00 a.m.
During day time, between 5.00 a.m and 10.00 p.m, an additional charge at
the rate of 50% of the charges shown in the meter in excess of the minimum charge
can be levied when onward journey alone is performed and the metered charges
when return journey is also performed except in Corporation areas of
Thiruvananthapuram, Kollam, Kochi, Thrissur and Kozhikode and in the major
towns of Kannur, Palakkad and Kottayam where only the metered charges can be
levied.

Motor Cabs (including tourist Motor Cabs
₹ 50.00 per hour subject to a

Cubic Capacity.
The State Transport Authority or the Regional Transport Authorities as the
case may be, shall issue authenticated printed cards to the permit holders showing
progression of charges beyond the standard charges leviable and the same shall be
displayed in the contract carriages for convincing the passengers the prevailing
rates.
This notification shall come into force on the 1st day of May, 2022.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its
general purport.)
Representations were received by Government from the leaders of Trade
Unions connected with Auto-rickshaws, Quadricycles and Motor Cabs, requesting
for revision of hire charges fixed in 2018 as per G.O.(P) No. 45/2018/Tran. dated
the 11th December, 2018 and published as S.R.O. No. 894/2018 in the Kerala
Gazette Extraordinary No. 3137 dated 12th December, 2018. Having regard to the
conditions stipulated in sub-section (1) of section 67 of the Motor Vehicles Act,
1988 (Central Act 59 of 1988) and the hike in price of Petrol and Diesel and all
other allied factors that cause the increase in the operating cost and the report
submitted by Justice M. Ramachandran Committee constituted as per G.O.(Ms)
No.61/2010/Tran. dated 19th August, 2010, Government have decided to allow
increase in the hire charges of Auto-rickshaws, Quadricycles and Motor Cabs.
The notification is intended to achieve the above object.
