In addition to the above, the Authority is hereby
authorized to retain fifty per cent of its collections
from fees, charges and fines to defray any
deficiency in annual appropriations and to finance
its other projects.
Section      21. Repealing     and      Separability
Clauses.  All laws, decrees, orders, rules and
regulations, policies, programs or parts thereof,
which are inconsistent with any of the provisions of
this Decree, are hereby repealed or modified
accordingly.
If for any reason any section or provision of this
Decree is declared to be unconstitutional or invalid,
the other sections or provisions hereof, which are
not affected thereby, shall continue in full force and
effect.
Section 22. Effectivity. This Decree shall take effect
upon its promulgation: Provided, That these

period to assure the orderly transfer of powers and
