DESCRIPTION:
The role of DOH-RO IX HEMS in Disaster Risk Reduction management is to lead in the formulation of a comprehensive, integrated and coordinated health sector
response to emergencies and disasters. Ensuring the development of competent, dynamic, committed and compassionate health professionals and being the center of all
health-related information on emergencies and disasters. Ultimately, to develop an efficient and effective disaster risk reduction management system that will decrease
mortality and morbidity, promote physical and mental health and prevent injury and disability of both victims and responders. The HEMS IX had been conducting its
annual Regional Rescue Olympics among emergency medical responders of DOH-Retained Hospitals and the Local Government Units (LGU) responders since year
2011. It has been six (6) years already since the HEMS IX started the yearly competition. The institutionalization of DRRM-H for the LGUs is our main Goal as
stipulated in our recent Health Sector Reform Agenda (Duterte’s Health Agenda). To have a functional operation center is the key element in the LGU scorecard
requirements, it must have a space for an opcen, a policy in health emergency management including the DRRM-H Plans, must have the staff and the stuff (Human
Resources and Logistics) and lastly its responders with the purpose to detect, validate and report health emergency events and provide immediate technical assistance
through our regional emergency network system of responders.

To strengthen capacities for disaster risk reduction management for health
 
OBJECTIVES

1. No preventable morbidities and mortalities in emergencies and disasters


2. Zero outbreak related to emergencies and disasters
3. No interrupted delivery of health services

Direct services (preventive, curative and rehabilitative)
Timely, holistic and appropriate responses in emergency situations
Response services provided by competent, compassionate and dedicated hems personnel
3. Health Information Advocacy
Activities for informing the public on prevention and preparedness for emergencies and disaster (community resiliency)
BLS-CPR, Basic First Aid ( Goal of having one trained in each Filipino family)
Activities empowering the community for community resilience
Activities increasing awareness to gain support of DRRMC and other support entities
Development of a regional data bank of all responders in Zamboanga Peninsula

Development of Plans (DRRM-H, WFP, Supplemental, Continuous Business)
