INTRODUCTION

The number of Filipino children living in the Philippines that breaking the law is
rising. CNN (2010) (2010) reported that there were roughly 20,000 young people and
young criminals held in different jails in Philippine Islands.

A kid, a minor, or an adult can be a young offender. who has reached legal adulthood
and is liberated aged nine but was 18 at the time of the when the offense was
committed (Article 189, Child, and Code for Youth Welfare). Section 4 (e) of RA
9344 states that A child who is in trouble with the law is referred to as the child who is
claimed, charged, or found to be, having broken the law in the Philippines.

Young children are involved in legal disputes. offenders also referred to as persistent
juvenile offenders, Chronic recidivists, are also known as chronic offenders. which is
the young person who had been detained at least four times when they were still
minors and had maintained a striking the bulk of violent crimes (Seigel, Welch &
Senna, 2006).

BACKGROUND OF THE STUDY

Street children's issues and juvenile delinquency issues are closely related to societal
issues. You nearly must become a criminal to survive on the streets. Children who are
exposed to criminal elements are more likely to engage in prostitution, abuse drugs and
commit crimes. Most street kids have either forced themselves into being juvenile
offenders because they are destitute or out of desperation (because of the syndicates).
Young people on the streets are vilified and criminalized despite committing no visible
crimes. Numerous street children were imprisoned according to vagrancy rules because
of street cleaning at the beginning of the tourist season.

The Batangas province's coastline region is the landlocked municipality of Talisay.


The municipality makes up 0.91% of Batangas' total area with a land area of 28.20
square kilometers or 10.89 square miles. According to the results of the 2020 Census,
it has 46,238 residents. This amounted to 1.59% of Batangas province's entire
population or 0.29% of the entire CALABARZON region's population. According to
these numbers, the population density is calculated to be 1,640 people per square
kilometer or 4,246 people per square mile.

The population of Talisay grew from 5,657 in 1903 to 46,238 in 2020, an increase of
40,581 people over the course of 117 years. The latest census figures in 2020 denote a
growth rate of 0.43%, or an increase of 937 people, from the previous population of
45,301 in 2015.

This study aims to the Awareness and Effectiveness of Juvenile Justice and Welfare
act of 2006 RA 9344. It targets the Effectiveness of Juvenile Justice in Talisay,
Batangas.

Definition of terms
Juvenile- is a child or young person who is nit yet old enough to be regarded as an
adult.
Crime- an action or omission that constitutes an offense that may be prosecuted by the
state and is punishable by law.
Child- a young human being below the age of puberty or below the legal age of
majority.
Law- a rule made by a government that states how people may and may not behave in
society and in business, and that often orders punishments if they do not obey, or a
system of such rules:
Conflict- a serious disagreement or argument, typically a protracted one.
