Essay Question & Structure Find two newspapers articles from or on your own country/Pacific Island
Countries and Territories (PICTs) published between 2022-now and discuss the links with and
implications for public administration and public sector management.
Make sure to provide the online links or attach the articles as a PDF in the dropbox for the assignment.
Archives of most Pacific Island Countries’ newspapers are available through USP library databases.
You will first need to summarize the key elements of the article you chose in relation to the points you
will be making (what is it about, who are the stakeholders, and what changes or issues are proposed,
implemented or debated) and then your analysis will explain what are the links with and implications for
public administration and public sector management you are making/seeing here, as well as discuss
critically how the concepts and approaches/models seen in class apply to the current situation and
issues (e.g. TPA/NPM reforms, functions and instruments of government, good governance principles
and practices, etc.).
Topics can cover anything related to the course and public administration/public sector management,
including public policy, regulations, organization of the public service, performance management, and
human resource management; examples of public enterprises, privatization of public enterprises and
government services, private-public partnerships, corruption, etc. The essay should include the following
be kept within the word limit:
• Type your essay/answer in a Word document and write your full name and student ID.
• Write down the word count in parentheses next to the title (the essay should be approximately 750-
1000 words. Quality over quantity: write less but write well and be concise).
• You need to identify specific elements/examples that apply, explain the elements/examples so
someone who is not familiar with the country or context can understand, clearly and explicitly explain
how elements/examples are linked to the course content and concepts you are referring to, and support
your answers with citations or quotes from the course readings.
NB: Come up with your own answers and present them in your own words. Careful about plagiarism
(unintended or not) and avoid using resources like CourseHero and similar sites (Assignment expert,
Student share, etc.) and do not use ChatGPT or Bard (this could lead to disciplinary action based on USP
policy regarding honesty and integrity). See the Course Outline & Additional Key Instructions and
Communication Guidelines for more details, as well as the additional documents provided on Moodle on
