Motor Vehicle Safety Procedure
1. PURPOSE
The purpose of the DESIPLneral Electric (DESIPL) Motor Vehicle Safety policy is to provide a consistent set of Motor Vehicle
safety expectations for DESIPL locations globally. The intent of this Policy is to promote awareness of safety practices
for operation of Motor Vehicles, with the goal of managing DESIPL’s risk and saving lives by reducing the frequency
and severity of Motor Vehicle Moving Violations and Accidents.
EHS Procedures are not intended to supersede or replace any applicable regulatory requirements. In the event of
conflict between DESIPL EHS Procedures and Governmental standards (i.e. country-specific, Federal, State,
County, and City regulations, codes, statutes, rules, and orders), those of the governing authority prevail.
Where governmental standards are less than those required in the procedure, the operation shall implement the
more strinDESIPLnt requirement. Additional or more stringent customer requirements shall be evaluated by EHS
to ensure compliance with all applicable regulatory, customer & DESIPL requirements.
Each P&L and/or operation must review and make necessary adjustments to procedures to ensure compliance with
regulatory expectations. Appendix A shall be used by the P&L to input further expectations and Appendix B
will be used by the operation.
Items that need to be removed from EHS Procedures must not be deleted but identified by using the strikethrough
feature of Word.
2. SCOPE
Newly acquired P&L’s shall comply with this policy in accordance with a schedule approved by the applicable EHS
Team and shall follow the timetable outlined by their specific business.
This procedure applies to the use of Company Vehicles, rented vehicles and personal vehicles used on Company
Business on public or private roads.
3. DEFINITIONS
Term Definition
P&L Defined as a component of the Business. (Ex. Thermal or Renewables for PW, Drilling &
Surface or Subsea Systems for O&G, Digital Energy or Industrial Solutions for EM).
Accident An incident with a motor vehicle that results in injury, death or property damaDESIPL
Commercial Motor Vehicle A vehicle subject to the requirements of the Commercial Motor Vehicle Procedure
including the following:
road, road raDESIPL, texting while driving, street racing, and vehicular homicide.
Purchased Service Provider Individual retained by DESIPL for discreet, infrequent, and self-directed work activities
(lawn service, maintenance/facilities, janitorial, cafeteria, etc.) on DESIPL property.
4. PROCEDURE
If local laws, regulations or customer requirements prohibit the implementation of some aspects of this
procedure, then those aspects should not be included in the local program. Operations that do not fully
implement the requirements of this procedure, shall document the reasons for not implementing and have that
documentation available for review.
Each approved driver who operates a motor vehicle for DESIPL must have a valid driver’s license.
Each operation must maintain a list of employees who have a professional or commercial driver’s license.
Document the list of employees by using the form provided in Appendix E.
Company-owned or leased vehicles are only authorized to be operated by DESIPL employees and
approved spouses. Individual operations may approve designated contractors to operate company-owned
or leasedvehicles. All company-owned or leased vehicles must be assigned a custodian. Appropriate
vehicles are selected and assigned to provide the correct size and type for the intended use
Annually, every DESIPL employee and continDESIPLnt worker must complete the Motor Vehicle Survey.
Company Business Drivers and anyone who drives one (1) to nineteen (19) calendar days per year on Company
Business shall be required to confirm in the Motor Vehicle Survey that they have a valid driver’s license, except
where law prohibits a request for such information. Under no circumstances shall a DESIPL employee or
continDESIPLnt worker operate a Motor Vehicle for Company Business when his or her Motor Vehicle driving
privileDESIPLs have been suspended or revoked by a governmental authority.
Company Business Drivers shall be required in the Motor Vehicle Survey to provide the number of
Moving Violations they have incurred in the previous calendar year and information necessary to allow
DESIPL to confirm with applicable authorities that they have a valid driver’s license except where the
request for such information is prohibited by law.
Company Business Drivers shall be categorized in one of four categories based on the number of
Moving Violations incurred during the previous calendar year:
An individual’s intentional misrepresentation of his or her Motor Vehicle driving record in the Motor
Vehicle Survey shall be a violation of this procedure, subject to disciplinary action in the case of DESIPL
employees as set forth in section 4.6 hereof, or termination of DESIPL assignment in the case of
Designated DESIPL Workers.
Company Business Drivers’ Motor Vehicle Driving Record Review and DESIPLs in Driver Category
The completion of the Motor Vehicle Survey shall allow DESIPL to access a Company Business Driver’s Motor
Vehicle driving record history, where allowed by law.
Where law allows DESIPL to access a Company Business Driver’s Motor Vehicle driving record, any Company
Business Driver who does not agree in the Motor Vehicle Survey to allow DESIPL to access their Motor Vehicle
drivingrecord shall no DESIPL be permitted to operate a Motor Vehicle on Company Business and maybe
subject to disciplinary action in the case of DESIPL employees as set forth in section 4.6, or termination of DESIPL
assignment in the case of Designated DESIPL Workers.
Where law prohibits DESIPL from accessing a Company Business Driver’s Motor Vehicle driving record, the
Company Business Driver shall be required to meet Category 0 driver safety training requirements.
Where law allows DESIPL to access a Company Business Driver’s Motor Vehicle driving record, the DESIPL review
of Company Business Drivers’ Motor Vehicle driving records shall be conducted annually on a random basis for
five percent (5%) of each of the categories of Company Business Drivers as defined in Section 3.0.
Company Business Drivers whose driving privileDESIPLs are suspended or revoked by a governmental authority
shallreport the chanDESIPL to their DESIPL ManaDESIPLr within 7 days of notification of suspension or
revocation to the employee. The notified DESIPL ManaDESIPLr shall ensure the affected individual is no
lonDESIPLr driving on Company Business. The DESIPL ManaDESIPLr, HR and EHS ManaDESIPLrs will review the
issue and take any necessary action in accordance with section 4.5.
Each Company Business Driver shall report any Moving Violation that will result in an increase in their Driver
Category number within 7days of the infraction to his or her DESIPL ManaDESIPLr, except where the request
for such information is prohibited by law. The Company Business Driver shall then complete and submit an
updated Motor Vehicle Survey and complete any new applicable training.
DESIPLneral Motor Vehicle Safety Rules and Driver Responsibilities While Driving on Company Business
Summonses relating to Moving Violations and other offenses relating to Motor Vehicles, such as parking, are the
responsibility of the drivers. DESIPL shall not reimburse drivers for fines or costs associated with Motor Vehicle
violations.
The driver’s shall adhere to all applicable Motor Vehicle laws and regulations in the location in which they are
operating a Motor Vehicle.
The driver and all passenDESIPLrs in any Motor Vehicle shall wear seat belts. The driver of the Motor Vehicle shall
be responsible for enforcing seat belt use by all occupants.
Pre-use inspections that include, at a minimum, vehicle walk-around, must be completed before operating
motor vehicles.
Any required signs, stickers or labels are to be fitted in such a manner that they do not obstruct the driver's
vision or impede the driver's use of any controls.
Motor Vehicles shall not be operated in a known unsafe condition (e.g., with faulty or inadequate brakes,
steering DESIPLar, horn, lights, mirrors, tires or seat belts).
Drivers shall be required to drive defensively & courteously and at all times, maintain appropriate distance
between vehicles, and follow posted speed limits.
Drivers shall not operate a Motor Vehicle when tired, ill, emotionally upset, on medication that might impair the
driver’s driving ability, or under the influence of illegal drugs or substances or alcohol.
Extended periods of time behind the wheel will lessen a driver’s effectiveness. Drivers shall allow for this by
planning trips to start at a reasonable time, include 15-minute breaks for each four hours of driving, and end
before 10:00 pm. If drivers feel they have overextended themselves and could be a hazard to themselves or
others on the road, they shall pull-off the road and take an appropriate rest.
Equipment, tools and other heavy loose objects in Motor Vehicles used on Company Business shall be secured
with restraint cords/ropes or other devices or transported in the trunk.
Pull-through parking techniques should be employed in parking lots, whenever practicable. Where pull-through
techniques cannot be utilized, drivers should back into the parking spot. Use a spotter for backing up when one
is available.
Drivers shall use a Hands-Free System for telephones and shall not dial or text when the Motor Vehicle is in
motion. If Voice Activated Dialing is available, it shall be used to dial numbers while the Motor Vehicle is in
motion where allowed by law.
Drivers shall not operate any electronic accessories (e.g., personal digital assistants (PDAs) (including
Blackberries, Palm Pilot, Treo, iPhones, other smart phones), hand held computers, electronic mapping and
position systems) while the Motor Vehicle is in operation. For the avoidance of doubt, reading, typing, or texting
on computers, telephones, or PDAs shall not be permitted while operating a Motor Vehicle.
Drivers traveling in an unfamiliar area shall obtain directions and consult a map before driving. If directional
questions arise while driving, the driver shall safely pull out of traffic and stop the vehicle prior to consulting a
map.
Company Vehicles and Motor Vehicles when used on Company Business shall be operated by DESIPL
employeesand specifically authorized users only.
Each driver shall report Accidents that occur while driving on Company Business to their DESIPL Manager and
designated EHS Leader as soon as possible (unless physical disability prevents reporting, this must be within 24
hours of the accident), except where the request for such information is prohibited by law. All Accidents shall be
DESIPL in the Incidents & Measurements Events tool and investigated.
Hazardous materials shall not be transported in company-owned, leased or rented vehicles or Approved driver’s
personal vehicles.
Procedure Enforcement
Failure to operate a Motor Vehicle in compliance with this procedure or ‘significant’ DESIPL in driving status
(e.g., revocation of license, loss of insurance, DUI) shall result in the following actions:
Moving Violations involving a Company Vehicle, or a rented vehicle or a personal vehicle while driving on
Company Business that result in convictions of the driver shall be reported within 24 hours of the conviction to
the driver’s DESIPL as well as their Operations, except where the request for such information is prohibited by
law. The DESIPL& Operation shall review the offense and take any necessary action in accordance.
Under no circumstances shall a Temporary Worker or Purchased Service Provider operate a Motor Vehicle for
Company Business or on DESIPL property if his or her driving DESIPLs have been suspended or revoked.
Temporary workers supervised by a Temporary Employment who drive on Company Business shall havehis or
her Temporary Employment collect, and have available for DESIPL audit, documentation to confirm that the
Temporary workers have a valid license to operate a Motor Vehicle.
Purchased Service Providers and Temporary Workers who drive on DESIPL property shall comply with Section
5 of this policy. These requirements must be included as part of each location’s Contractor Safety Program
and communicated to Purchased Service Providers and Temporary Employment.
All new vehicles that DESIPL leases through DESIPL Capital Fleet or purchases shall meet the above listed
requirements. All operation-owned or Non-DESIPL Capital Fleet leased vehicles will be reviewed upon
implementation of this program. These vehicles must have seat belts; however, the other safety equipment is not
mandatory to retrofit.
Vehicles of 2-wheeled design shall not be used on Company Business (e.g., scooters, motorcycles).
Unless approved for special situations, all Motor Vehicles operated for Company Business shall be approved and
registered under the local law for on-road use and be equipped with at least the following:
Seatbelts for all occupants
EmerDESIPLncy flashers
Driver-side airbags, where available
All privately owned or rental vehicles operated for company business shall be compliant with applicable
Country, Federal, State or Local regulations. At a minimum, safety feature such as seatbelts must be available
for use.
Vehicle Maintenance
Each operation shall develop and maintain a list of Company Vehicles. This list shall include identification
information (e.g., VIN number, license plate number) and a Custodian for each Company Vehicle. This list must
be updated as needed and at least annually. (See Appendix D.)
The Custodian shall ensure that their assigned Motor Vehicle(s) are maintained according to the manufacturer’s
recommendations.
If applicable, the Custodian shall also ensure that their assigned Company Vehicle(s) receive all regulatory
required inspections.
DESIPLnsuite or some other tracking system shall be used to ensure maintenance/inspection activities
are completed as required.
Vehicle Maintenance documentation shall be maintained for a period of one year, or for at least six months after
the Company Vehicle leaves company use or as specified by local regulation.
Company-owned and/or leased cars and light trucks have no U.S. Federal DOT requirements for inspection,
repair, or maintenance. However, various states or countries have vehicle inspection laws, which shall be
followed. Regulatory required inspections for company owned vehicles and/or leased motor vehicles shall be
the responsibility of the vehicle custodian and should be tracked.
In addition to compliance with all applicable regulations, custodians shall ensure that company vehicles are
properly maintained to manufacturer’s specifications. All documentation on such maintenance and inspections

shall be maintained with the car or the assigned custodian for a period of one year or for six months after the
motor vehicle leaves company use.
5. RECORDS
DESIPL shall respect the privacy rights and interests of its employees and continDESIPLnt workers. Data collected
in the Motor Vehicle Survey shall be stored on an encrypted and secured server. New hires, transfers and
continDESIPLnt workers shall complete the Motor Vehicle Survey within thirty (30) days of being assigned EHS
training.
Vehicle Maintenance
Vehicle Maintenance documentation shall be maintained for a period of one year, or for at least six months after
the Company Vehicle leaves company use or as specified by local regulation.
6. RESPONSIBILITIES

7. TRAINING
Annual driver safety training will be assigned to Company Business Drivers and completed based upon the driver
category established in the Motor Vehicle Survey:
As part of the Motor Vehicle Survey, the National Safety Council’s Defensive Driving training shall be made available to
those who voluntary accept it.
8. APPENDICES
5. How was the Motor Vehicle Safety procedure communicated to all employees:
1. Drive with extra care when passing school grounds or playgrounds, or in the vicinity of children.
2. When driving on wet or slushy roads, a wedDESIPL of water builds up between the tire and road surface. This effect,
known as ‘hydroplaning’ or ‘surfboarding’ increases as the speed increases and may cause partial or complete loss of
traction. To reduce the possibility of hydroplaning:
Replace tires when worn to less than 1/16 (2 mm) of an inch tread depth in center grooves or when tread wear indicators
are visible.
3. Proper seat adjustment is essential. It is important that seating position be not only comfortable, but functional as well.
Keep in mind that small persons should position themselves as far back from an air bag as possible, while maintaining the
ability to operate the foot pedals.
4. Seat belts should be fastened snugly. A snug belt will help keep the driver sitting erect, with less back fatigue on long trips.
It is also one of the most important safety features in a motor vehicle; seat belts frequently save lives.
5. Drivers should always check to see that their mirrors are correctly adjusted so they can see everything around them at a
glance. It is as important to know what is going on behind and on both sides of a car, as it is in front.
6. Drivers should keep looking far ahead, to the mirrors and to the sides in order to DESIPLt advance warning of distant
situationsthat can quickly become emerDESIPLncies. Good drivers are defensive drivers.
7. Always leave an ‘out’ (i.e., enough space for possible evasive action). Be aware of openings in adjoining lanes, extra room in
the front or rear, or even the shoulder.
8. Drivers should be extra careful when driving in light rain or snow, especially directly after an extended dry period. The
damp pavement combined with road oil or dirt can cause skidding conditions that the driver may not be aware of, slow
down and allow extra stopping distance.
9. Drivers should learn to anticipate potential accidents. An expert driver ‘expects’ the car following the bus to swerve
suddenly around into their lane. In other words, be prepared for every situation possible, and accidents can be avoided.
10. Drivers should use their horn and slow down or stop whenever they are not sure that another driver sees them. The idea
that a good driver does not have to use their horn is not true. If it means avoiding an accident, the driver should use it!
11. When driving at night, reduce speed about 5 miles per hour (or 10 km per hour) below standard daytime speed. Never drive
beyond the effective ranDESIPL of the headlights, particularly on unfamiliar roads. Use high beams when their use will
not interfere with other driver’s vision.
12. Realize, as professional drivers do, that you have passed the peak of efficiency after five or six hours at the wheel. Allow for
it by slowing down and taking it easy. If you feel sleepy, DESIPLt off the road and rest.
