UNDER GRADUATE DEGREE PROGRAM (BNYS) IN NATUROPATHY &
YOGIC SCIENCE ORDINANCE, 2016
(Under Section 35(2), Rajiv Gandhi University of Health Sciences Act, 1994)
(Received assent of the Syndicate on the 4% day of August, 2016 and
Promulgated and published on the 18t day of October 2016)
An Ordinance to provide for the regulation of Institution/College running
Under Graduate Degree Program (in short ‘BNYS’) in Naturopathy & Yogic
science to set the standard in the discipline to imbibe skill and
professionalism in the pupil.
Whereas, it is expedient to provide for the regulation of Institution/College
running Under Graduate Degree Program (in short ‘BNYS’ in Naturopathy &
Yogic science to set the standard in the discipline to imbibe skill and
professionalism in the pupil.
Now, therefore, in exercise of the powers conferred under section 13(1),
RGUHS Act, 1994, the Vice-Chancellor of the Rajiv Gandhi University of
Health Sciences, Bangaluru, is pleased to promulgate the following
Ordinance, namely:~
CHAPTER I
PRELIMINARY
1. Title and Commencement :(a) This Ordinance shall be called as
Under Graduate Program(BNYS]in Naturopathy & Yogic science
Ordinance, 2016.
{b) It shall come into force, in all the Institution/College running
Under Graduate Degree Program(BNYS)in Naturopathy & Yogic
science, from such date as the University may, by notification,
appoint.
CHAPTER II
GENERAL REQUIREMENT
2. Minimum infrastructure: Any institution running Under Graduate
Degree Program (BNYS) in Naturopathy & Yogic science, leading to
conferment of Under Graduate Degree in Naturopathy & Yogic science
on successful completion of the Programs, shall have minimum
standard infrastructure facility stipulated by the University specified
in Schedules of this Ordinance. The Institution shall ensure the
maintenance of the standard infrastructure and other facilities for the
students to suitably impart Naturopathy & Yogic science Studies.
3. Freehold or Leasehold Property: Every Institution/College providing
education in Naturopathy & Yogic science must have either on
freghold or on long leasehold land, specified in Schedule 1. Where in

adequate provision shall be made for academic buildings, hospital /
OPD, library, e-learning, indoor and outdoor sports facilities, halls of
residences for male and female students separately, as the case may
be, in its mame or organization running it. Where the
Institution/College/organization obtained land on lease the period of
lease shall be not less than thirty years.
4, Academic Building: Every Institution/College shall have academic
building, specified in Schedule 1, making provision for class room
and also such other rooms for tutorial work, practical, e-learning,
common room for male and female students and adequate library
space for keeping books, periodicals, and journals. The brary shall
also have adequate reading space for at least 25% of the enrolled
students according to per capita reading space.
5. General timing for conducting of courses in Academic Building:
Classes maybe conducted between 06:00 a.m. to 5 p.m. in an
Institution, which is not fully residential. However, the Library may
remain open till 10 p.m.
6. College Council: Every College/Institution shall have a College
Council comprising of faculty as members and Principal/Head of the
Department/ Dean as Chairperson. The Council shall meet at least
four times in a year to draw up the details of curriculum and training
program, enforcement of discipline and other academic matters.
7. Library Building: There shall be adequate space in the library
building for computer facility with access to internet and national and
international library access and data bases.
8. Minimum Library requirement: To start with, a Naturopathy é&
Yogic science Library shall have such number of text books, reference
books and in each subjects taught during the period according to the
minimum standard ratio of ten books for each registered students
and journals with the back volumes for at least ten years. The
minimum investment in Library in each academic year shall be
Rupees two Lakhs.
9. Research work: Every Institution/College shall make provision for
the faculty and students to undertake research work.
10. Naturopathy & Yogic science Hospital: Every
Institution/College shall establish and run a Naturopathy & Yogic
science hospital under the supervision of a Senior Faculty Member
who may administer the hospital.
11. Playground: There shall be a playground, outdoor and indoor,
for the staff and students. The sports activities shall be promoted
under the care and guidance of a qualified physical education
instructor.
12. Hostel for students: There may be facility required for students
separately for males and females students constructed on such
standard as may be prescribed by the authorities recognized by the
Government.
13. Anti Ragging Measures: Every Institution/College shall - (a)
Conduct orientation program on prevention of ragging to the newly
registered students.

(b) Constitute a Standing committee consisting of a chairman five
members among them three from the faculty of whom one shall be
a woman, and two shall be a student of whom one shall be a lady
student.
(c) Conduct enquiry immediately as soon as the incident of ragging is
reported.
(4) Submit the report, forthwith, along with the action taken to the
University for Information.
14, Uniform Identity Number of students and faculty: Every
Institution /College shall send particulars as prescribed the University
of its registered students and Faculties for the purpose of building up
of uniform data of the faculty and the students of Naturopathy &
Yogic science and for issue of Uniform Identity Number to students
and faculty against a fee prescribed by the University from time to
time.
15. Security deposit: Every Institution/College before seeking
affiliation with a University shall deposit capital fund, in a fixed
deposit account, minimum Rupees Twenty lakh with a nationalized
bank, to be used for any future exigencies and development of the
Institution /College, jointly operated by the Secretary or Principal with
the Registrar of the University or his authorized agent.
16. Intake to the Course: (1) The fresh intake to the Under
Graduate Degree Program in Naturopathy & Yogic science to any
Institution /College shall not exceed 60 students.
(2) The University may increase the intake on the recommendation of
the inspection Committee subject to the maximum of 20 seats.
Provided, the Institution /College makes application, seeking increase
in intake, only after the successfully completion of five years stand.
(8) The total intake of the Institution/College shall not exceed 120
seats.
17. Clinical Facility: Every Institution/College shall have provision
for clinical facility, specified in Schedule II.
18. Practical Batch: (a)The students shall carry out the practical
learning under the guidance and supervision of a teacher.
(b) Every batch for practical learning shall consist of not more than
twenty students.
(c) e-learning shall be part and parcel of the Under Graduate Degree
Program in Naturopathy & Yogic science (BNYS)
19. Laboratories: (a) Every Institution/College running Under
Graduate Degree Program in Naturopathy & Yogic science shall have
adequate laboratory facilities specified in Schedule IV.
(b) The standard of such laboratory, per capita space, equipments,
supplies and other facilities shall be in consonance with Schedule IV.

20. Maintenance of Records: All Records of the Institution/College
including financial, academic, _hospital/clinical and other
organizational records and the meeting proceedings shall be kept in
safe custody by the Head of the Institution in the Office of the
Institution and shall remain accessible to all authorities and
Inspection teams
21. Whole time Principal/ Head/Dean: (a) Every
Institution /College shall have a whole time Principal
(b) the principal of the Institution/College shall possess the
qualification specified in Schedule V.
22. Core Faculty: Every Institution/College shall have sufficient
number of full time faculty members, specified in Schedule V, at all
point of time for running Under Graduate Degree Program in
Naturopathy & Yogic science (BNYS) who can be supported by part
time or visiting faculty.
23. Teaching days: Every Institution/College shall have at least
200 full teaching days per year.
Explanation ~ “Teaching days” means actual class room/laboratory
contact teaching days, and shall not include days of examinations
24, Minimum weekly class program per subject (paper):
25. ‘The pedagogical exercise shall be undertaken as prescribed in
the Regulation governing Under Graduate Degree Program and Post
graduate Degree Program in Naturopathy & Yogic science.
26. Worldload: (1)The teaching load of full-time teachers shall be not
less than 40 (Forty) hours a week, of which teaching-contact hour
shall be as under —
(a) Principal -2 Hrs per week
(b) Professors - 8 Hrs per week
(c) Associate Professors/ Reader - 12 Hrs per week
(d) Lecturer/ Assistant Professors - 18 hours Hrs per week
Explanation ~ Two tutorial hours/two practical hours shall be
counted as one teaching hours.
27. Salary scale: The salary paid to the Principal shall be
according to the scales recommended by the AICTE from time to time
with other benefits. Core Fulltime Faculty shall ordinarily be given
usual AICTE scale. An Institution/College may however have faculty
whose remuneration is based on contract provided the remuneration
is comparable with or more favorable to the faculty in comparison
with the AICTE Scale and salary shall be paid through account payee
cheque/ or through NEFT.
28. Standard Academic practice: The University may issue
directives from time to time for maintenance of the standards of
Naturopathy & Yogic science Education and it shall be duly complied
by such Institution/College.
29, Formal Dress Code: Students shall have formal dress. of
medical professional.

Land: Urban / Corporation / CMC/ Rural / Panchayat: The total
build up area required for adequate infrastructure including medical
college, hospital and other infrastructure required under these
regulations is made available in a single piece of land, not less than
three acre, for an intake capacity up to 60 ~ 80 seats, For intake
capacity from 80 to 120 seats, the land shail not be less than 5 acres;
the land should be owned by the college or possessed on lease, in the
name of the college, of not less than nine years or maximum
permissible period as per State regulations. Renewal of permission
shall, however, be required on expiry of lease, in not more than two
plots at a distance not exceeding ten kilometer. The plot, if separated
by a road or canal or rivulet but connected with a bridge, will be
treated as one piece of land.

Classroom dimensions: The calculation for area marked for the size of
each classroom is done as 20 sq. ft / student so for an intake of 60 a
minimum size is 1000 sq. ft for each classroom. Additional space for
increased intake to be calculated as 10 sq. ft / student. Classroom to be
fitted with Audiovisual facilities.
Staff room: The area to be calculated as 50 sq. ft / staff. A four and half
year program needs at least 12 core subject members and part time faculty.
Main Office Space: A minimum of 400 sq. ft to accommodate 3 members of
administrative staff.
Principal/HOD room: a minimum of 200 sq. ft
Common room: Boys ~ 200 sa. ft, girls - 300 sq, ft with wash room facility.
Multipurpose room: Yoga Hall/Recreation Hall / Examination hall — 1500
sq. ftThe College can apply for recognition as Centre for Examination Onl
Gfter the first batch reaches Final Year.
Library room: 2000 sq. ft. In an institution of Naturopathy & Yogic
science, a single central library is a must, a separate section for staff and PG
in the same area should be earmarked. In case of a group of health
institutions (health sciences) with a common central library a departmental
library is a must.

Total books at least 2000 books (Minimum 60% of the books shall
be in Hardcopy and remaining in the form of E-Books)
Core Subject ~ 1200 - 1400 books.
Allied subjects - 600 books.
Journals - 10 National /International Journals to be provided for
(Minimum 60% of the journals shall be in Hardcopy and remaining in the
form of E-Journals).
Audiovisual room: a provision for audiovisual facilities is a must.

Schedule III ( Regulation 17,Ordinance, 2016)
1.
Requirement of beds, bed occupancy and Out Patient
Department attendance: The ratio of students with number of
beds, bed occupancy and Out Patient Department attendance shall
be 1:1, 1:1 and 1:1 respectively for under graduate course, as given
in Table-1. Distance between two beds in General Ward should not
be less than one and a half meter.
. Space requirement: The hospital shall be suitable spacious to
accommodate Out Patient Department and In Patient Department
and wards in addition to reception, patients waiting area, clinical
laboratory, kitchen, service rooms, medical record-room, Store
Rooms, separate wards, for male and female, Duty rooms for
Doctors, Nurses and other staff etc. required for a fully functional
hospital. The specification of built up area in the attached hospital
shall be as per Schedule- 1

OPD Unit: mandatory 2000 sq. ft to accommodate exercise etc and make
provision for mat area and a consultation room. Staff Room 200 Sq, ft. to be
provided for staff in OPD unit.
Laboratory

Anatomy Laboratory must have the necessary equipment as
prescribed by the syllabus — cadaver tanks(1 cadaver per 20 students},
long tables for dissection and histology practical, mannequins and
articulated skeleton. (Required for fresh affiliation / I year BNYS)
Physiology Laboratory must have the necessary equipment as
prescribed by the syllabus. (Required for fresh affiliation / Tyear BNYS)
Biochemistry : must have the necessary equipment as prescribed by
the syllabus. (Required for fresh affiliation / I year BNYS).

Apart from above one Sanskrit teacher in the Dept. of Yoga shall be
engage for teaching on part time basis.
The deficiency of teachers shall not be exceeding 10% of total
requirement with availability of at least one teacher in each
department for seeking conditional permission to undertake

1, Office Support: Dean, Medical Superintendent and cach
department shall have independent computer and printer facility
with internet.
2, College Council: Every medical college or Medical Institution shall
have a College Council comprising of the Head of departments as
members and Principal or Dean as Chairperson. The Council shall
meet at least four times in a year to draw up the details of
curriculum and training program, enforcement of discipline and
other academic matters. The Council also organize
interdepartmental meetings like grand rounds, statistical meeting

4, Biometric Attendance: It is desirable to have biometric
attendance supported with web camera based computerized
attendance system for teaching, non teaching college staff and
hospital staff.
Before admission of the first batch of students for intake capacity of
sixty students, the college shall have-
a) At the time of submission of application, there should be a fully
developed hospital building with functional Naturopathy & Yoga
hospital having appropriate number of beds, bed occupancy and
Out Patient Department attendance corresponding to the annual
students intake capacity.
b) All teachers with the requisite qualifications required for first
professional year teaching should be available. Wherever there is
shortfall of Professors, equal number of Readers shall be
appointed:
©) A library with two thousand books, sitting capacity of hundred
students and adequate staff:
) A properly furnished and well-equipped two lecture halls and
teaching departments and laboratories and museums essential for
the first professional year teaching:
©) Fifty percent of paramedical, supporting and other hospital staff on
the posts sanctioned for the purpose, on regular or contractual
basis as per norms.

second batch of students and at that time the college shall have-

‘The permission to establish a Naturopathy & yoga medical college and
admit students may be granted initially for a period of one year and may be
renewed on yearly basis. It shall be the responsibility of the college to apply
to the University for purpose of renewal six months prior to the expiry of the
initial permission. This process of renewal permission will continue till such
time the establishment of the Naturopathy & yoga medical college is
completed for passing-out of the first batch.

YOGIC SCIENCE ORDINANCE, 2016
(Under Section 35(2), Rajiv Gandhi University of Health Sciences Act, 1994)
(Received assent of the Syndicate on the 4 day of August, 2016 and
Promulgated and published on the 18" day of October 2016)
An Ordinance to provide for the orientation of specialities and super-
specialities of Naturopathy & Yogic science and to produce experts and
specialists who can be competent and efficient teachers, physicians,
researchers and profound scholars in various fields of specializations of
Naturopathy & Yogic Science.
Whereas, it is expedient to provide for the orientation of specialities and
super-specialities of Naturopathy & Yogic science and to produce experts
and specialists who can be competent and efficient teachers, physicians,
researchers and profound scholars in various fields of specializations of
Naturopathy & Yogic Science
Now, therefore, in exercise of the powers conferred under section 13(1),
RGUHS Act, 1994, the Vice-Chancellor of the Rajiv Gandhi University of
Health Sciences, Bangaluru, is pleased to promulgate the following
Ordinance, namely:-
CHAPTER I
PRELIMINARY
1. Title and Commencement :(q) This Ordinance shall be called as Post
Graduate Degree Program (MD) in Naturopathy & Yogic science
Ordinance, 2016.
(B) It shall come into force, in all the Institution/College running Post
Graduate Degree Program (MD) in Naturopathy & Yogic Science, from
such date as the University may, by notification, appoint.
CHAPTER It
GENERAL REQUIREMENT
2. Intake to the Course: (1) The fresh intake to the Post Graduate Degree
Program in Naturopathy & Yogic Science to any Institution /College shall
not exceed 03 students.
Provided the Institution/ College shall run Under Graduate Program
(BNYS) in Naturopathy & Yogic science and at least one batch would
have been passed out.
(2) The University may increase the intake on the recommendation of the
inspection Committee subject to the maximum of 03 seats.
Provided, the Institution/College makes application, seeking increase in
intake, only after the successfully completion of three years stand.
(3) The total intake of the Institution /College shall not exceed 10 seats.

3. Facilities for postgraduate students: The stipend and contingency shall
be provided at the rates prevailing in the state for other medical
postgraduate students.
4, Students teachers ratio: The teacher student ratio shall be such that
the number of post-graduate teachers to the number of post-graduate
students admitted per year is maintained at 1:3 in case of Professors, 1:2
in case of Associate Professors and 1:1 in case of Assistant Professors.
5. Minimum requirements:- The post graduate education centre for
conducting M.D shall satisfy the entire minimum requirements of
undergraduate training (BNYS) as prescribed by the University and in
addition shall full fill additional requirements of post graduate training,
specified in Schedule I
6. Department: (1) Post Graduate Departments with the staff structure
underlined herein, along with the other departments, shall be as per the
ordinance/regulations for the BNYS program. The departments shall
have adequate equipment and research facilities required for training in
the related specialty
(2) Apart from these faculties, the institution should have ‘visiting
Consultants’ for the following disciplines.
(a) Cardiology
(b) Neurology
(c) Endocrinology
(d) Psychiatry

7. Infrastructural facilities: (1) Apart from UG (BNYS) requirements, the
Post Graduate Department shall have well designated lecture hall(s) with
audio- visual facilities, established laboratories for Basic medical
sciences, diagnostic laboratories, laboratories for yoga research [basic
and clinical] and a museum. (2) Each department —shall_—_have
separate staff room and departmental library. Separate Post
Graduate Hostels for Male & Female.
8. Post Graduate Guide: (1/The teacher in Post Graduate Degree Program
(MD) in Naturopathy & Yogic science having 5 years of teaching
experience in Post graduate degree in Naturopathy & Yogic science
(MD(NY) is eligible to guide the students of MD(NY) program.
Provided, the teacher is recognized as guide by the Rajiv Gandhi
University of Health Sciences, Bengaluru,
(2) The student teacher ratio shall be at 1:3.

{B) Teaching Hospital requirements: - (1) The minimum of bed strength in
the Hospital shall be in proportionate to the intake of the Under
Graduate Degree Program.
(2) The hospital attached to the Post Graduate Degree centre shall
maintain student - bed at 1:5 ratio.
(3) The Annual average bed occupancy in the hospital should be more
than 60%.
