Purpose At the end of the lesson, the learners will be able to:

Issue: Lowering the age of criminal liability from 15 to 9 years old
I. Introduction
The pivotal role of youth in nation-building can never be
overemphasized. Their great contributions and innovative
thoughts can bring about immense social and economic progress.
However, it has been observed that the prevalence of young
people involved in crimes has grown alarmingly. According to
the latest report of the Philippine National Police- Women and
Children Protection Center (PNP-WCPC), the number of
juvenile delinquents has ballooned from 10 388 in 2017 to 11
228 in 2018. (Background information) Consequently, the
House of Representatives has proposed a measure that lowers the
age of criminal liability from 15 to 9 years old, otherwise known
as HB 002. This seeks to criminalize the young when found
guilty of committing heinous crimes. (Introduction of the
topic/issue) This paper argues that lowering the age of criminal
responsibility is a flawed measure since it imperils the best
interest of children, is anti-poor, and does not make adult
offenders accountable. (Thesis statement)
II. Body
The lawmakers who filed for HB 002 argue that it will
prevent children from committing crimes and from being used by
adults in carrying out unlawful activities. They also contend that
the current juvenile system has pampered the youth offenders
who commit crimes, knowing that they are protected by the law.

However, a closer look at the said measure shows it will
only imperil the best interest of children. (First argument)
Putting nine-year-old children behind bars will deprive them of
their fundamental right to education and freedom of movement.
Every child, regardless of his or her background, is entitled to
enjoy the most of his or her childhood. Needless to say, it is the
duty of the nation to safeguard the right of every child and to
ensure that they live in a nurturing environment. It is enshrined
in Article 3, Section 12 of the Child and Youth Welfare Code
that every child has the right to grow up as a free individual, in
an atmosphere of peace, understanding, tolerance, and universal
brotherhood, and with the determination to contribute his share
in the building of a better world. Meanwhile, children must be
considered as victims rather than offenders as they are only used
by syndicates to do reprehensible activities. At a young age, they
are not yet capable of discernment, and they cannot fully
understand the consequences of their actions. Studies in
neurobiology show that adolescents' brain function reaches
maturity only at around 16 years old, affecting their reasoning
and impulse control. Since the child's brain is still maturing,
these children would then be susceptible to coercion and
exploitation of adults. (Support and evidence)
2nd Argument: House Bill 002 is disadvantageous to the poor
considering our present justice system. (Teacher tells students to

3rd Argument: While it is true that crimes should be curbed, the
said measure does make adult offenders accountable for their

III. Conclusion
Children are the greatest asset any nation could have. As the
future of our country, they must be safeguarded from all forms of
violence rather than putting them in jail, as this only imperils
their interest, is anti-poor, and does not make adult offenders
accountable. (Restate arguments.) The problem of increasing
juvenile offenders can be addressed by intensifying the current
Juvenile Justice Law instead of merely reducing the age of
criminal responsibility. (Provide a solution.)

Collaborate 1. Students work in a small group, in the form of a writeshop, to come
up with their position paper. The teacher provides several issues
which students can choose from. Students may use their gadgets to
search for additional information and relevant evidence to support
their stand.

Writing
Your school bans the use of cell phone as this is believed to disrupt
learning. As the president of the Supreme Student Government, you
appeal to your principal that cell phones be used inside the classroom for
educational purposes only. However, the school principal is not
amenable to your proposal, saying that students may use their cell
phones for other purposes. Convince your principal to approve your
proposal through a position paper.
