ABSTRACT
The Industrial Training was conducted at Dewan Bandaraya Kuching Utara (DBKU) from 26th
July 2021 to 1st October 2021. I was attached to Infrastructure Maintenance Division (IMT). The
department mainly perform maintenance activities to the road signs, road pavement markings,
roadside footpath and road kerb. Other than that, they also provide services such as road
patching works and road drain construction.
The following report provides a brief overview of the structures of the organizations, the
activities of the organization and also projects conducted. The tasks performed will be
described according to the training schedule and achievement tasks. Further details of each
activity carried out including problems encountered, work observations, problem solving will
be described in the next section. The full report of the specific study conducted is as in
appendices. Other task-related information is also attached.

CHAPTER 1: ORGANIZATION BACKGROUND
1.1 History
1.2 Background
DBKU, one of the Local Authorities administrating the Kuching City, was established
under The City of Kuching North (Ordinance No. 3 1988). It administrates the northern part
of the city comprising an area of approximately 369.48 km2 with more than 43,575 properties
and a population of about 235,966 people. The City of Kuching is divided into 2 areas; north
and south. Each of these is administered by a Datuk Bandar - a Commissioner for Kuching
North (Kuching Utara) with area of 369.48km2 and a mayor for Kuching South (Kuching
Selatan) with area of 61.53km2.
The management of DBKU is committed to ensure not only excellent quality services to
its stakeholders, but also is committed to protect the environment, provide a safe and healthy
environment for its employees and efficient energy management in compliance with statutory
and regulatory requirements.

1.4 Vision, mission and slogan
Each department is divided into more divisions (24 Divisions). All divisions would
perform their respective roles and responsibilities to meet the needs of their stakeholders and
ultimately stakeholder’s satisfaction. The achievement of this objective is to be in line with
DBKU’s Mission and Vision, values, policies and strategies tailored within its financial
means and human capital capability. All Divisions would make periodic review of their
business processes to ensure continual improvement in tandem with the environmental
(including energy efficiency), technological, economic, law, social and political changes.

CHAPTER 3: SUMMARY
This part covers the practical experience and fundamental engineering knowledge learned
throughout industrial training. Furthermore, it outlines the issue as well as solutions for
resolving it.
I was given one task throughout my whole internship period since my first day until last
which is to make a guideline regarding road signage design and application of its installation
on roads in Kuching area. Title of the guideline that I work on is “Garis Panduan Papan Tanda
Jalan DBKU”. The full guidelines are as in Appendix D.
Description:
This guideline is intended to provide clarification as well as to act as a guideline
practiced at Dewan Bandaraya Kuching Utara (DBKU). The contents of this guideline are
suitable for reference by those who are directly involved in the maintenance of signage,
procedures to install the signage and road safety audits. The information contained in this
guideline is guided by ATJ 2A/85 (Pindaan 2016), ATJ 2B/85, ATJ 2C/85 (Pindaan 2017),
ATJ 2C/85 (Pindaan 2017), ATJ 2E/87, ATJ 9/86, and Akta Pengangkutan Jalan 1987 (Akta
333). The detailed explanation can be referred to the documents.
Objectives:
Function of this guideline is to create awareness for the road users, giving warning
signs and enable the drivers to stop or slow down. The traffic signs are installed according to
site requirements and based on law enforcement, facts and road site studies. The basic
principles of road sign installation are as follows:
1. Easily visible to the driver
2. Easy to see and can attract the driver’s attention from a suitable distance.
3. Contains information that should be required and can be understood by the driver at a
glance.
4. The installation location required does not cause visual disturbance while driving.

5. The driver has sufficient time to take action safely.
6. Effective during day and night.
7. Uniform according to standards.
Background:
Road signs are intended to provide directions, warnings, prohibitions, and information to
road users. It is usually displayed in a conspicuous location as well as symbols that are
easy to understand, concise, clear, and uniform. This serves to help road users arrive at
their respective destinations safely.
The use of signage in a location depends on the appropriateness of the instructions to be
conveyed to road users. Road signs have specific functions and purposes and are usually
classified according to specific categories.
These guidelines are prepared for the purpose of improvement and additional criteria to
“Garis Panduan Papan Tanda Jalan DBKU Pindaan 1/2018” to clarify the procedures and
criteria of road signs installed on roads maintained by the North Kuching City Hall.
These improvements involve:

Challenges:
Arahan Teknik Jalan (ATJ) is divided into many sections according to specific titles.
ATJ that I referred for guideline completion are ATJ 2A/85 (Pindaan 2016), ATJ 2B/85, ATJ
2C/85 (Pindaan 2017), ATJ 2C/85 (Pindaan 2017), ATJ 2E/87, ATJ 9/86, and Akta
Pengangkutan Jalan 1987 (Akta 333). It is quite difficult to gather all information from
different standards and organize it in an orderly manner in one book. I went through the
manual standard one by one in order to avoid confusion. Besides, it is quite difficult for me to
take pictures of traffic signs on the road in Kuching area because there is no place for me to
stop as a lot of cars passing by. Thus, some of the pictures that are used in the guideline, I
took it from Google Earth and Google Map.

3.2 Project monitoring - “Bina Baru Jalan Penghujung (Link Road) Lorong Astana 11
ke Jalan Merdeka”
The ongoing project that I monitored was the Bina Baru Jalan Penghujung (Link Road)
Lorong Astana 11 ke Jalan Merdeka. I was given the opportunity to follow up the work
progress during construction of the road and drain. Read and review all documents regarding
the project.
Background:
Title : Bina Baru Jalan Penghujung (Link Road) Lorong Astana 11 ke Jalan
Merdeka
Contract No. : DBKU/CQS/P/17/20
Contract Sum : RM1,491,145.00
Problem : The existing concrete open drains on both roadways have narrowed the
grass verge space, making it difficult to build a pathway along the road.
Solution : This project necessitates the creation of a drain cover for the current open
drain. Following the completion of the project, the residents will benefit
from the provision of a sidewalk and drain cover, which will improve the
aesthetics of the neighbourhood.
This project is located in Zone Astana. There are 2 main work proposed in this project
which are drain construction and road construction. As for the drain construction, open drain
is proposed along Lorong Astana while at Jalan Merdeka, covered drain is proposed. For road
construction, premix road pavement is proposed (approximately 830m2) at the intersection of
Jalan Merdeka and Lorong Astana and resurfacing work is proposed (approximately 562.5m2)
at along Lorong Astana.
Objectives:
Improve the aesthetic of the neighbourhood.
The residents will benefit from the provision of the sidewalk and drain cover.

(d) Contract awarded
The contract has been awarded to RizQiy Engineering on 6th January 2021 at 9.00AM at
DKBU @ Depo, Tingkat 2, Bilik Mesyuarat Bahagian Penyelenggaraan Infrastruktur
(IMT), Jalan Depo, 93050, Kuching, Sarawak, 20 days after Letter of Acceptance has
been released which is on 18th December 2020. Parties involved are as follows:

Project Period:
The project was commenced in January 2021 with six (6) months period and supposedly
completed by 30th June 2021 as per contract and agreement made on 6th January 2021
(9.00AM) at DKBU @ Depo, Tingkat 2, Bilik Mesyuarat Bahagian Penyelenggaraan
Infrastruktur (IMT), Jalan Depo, 93050, Kuching, Sarawak. However, the activities were
constrained and delayed due to unavoidable issues/conditions.This project is still ongoing.

Problems:
1. Incremental weather since January - March 2021
Weather condition is one of the reasons that causes the project delayed. Some parts of
Kuching were hit by heavy rains at that time. Rain hinders vision for construction
workers and heavy machinery operators. It might also lead to unfavourable working
conditions.
3. Damage of property
Some residents complained that their houses were damaged due to the construction. The
houses in that area suffered cracks during excavation process, floor cracks, wall cracks
and floor are broken, lifted and perforated.

4. MCO
The construction work were also halted because of Movement Control Order (MCO). The
contractor have encounter disruption such as that arising from having to incorporate
stringent standard operating procedures on health and safety measures (“SOPs”) for
construction sites. These disruption has prevented them completing their tasks as planned.

3.3 Work Programme
I have been assigned to work on a project timeline or can also be called as work programme
for “Bina Baru Jalan Penghujung (Link Road) Lorong Astana 11 ke Jalan Merdeka” project.
The work programme is as in Appendix C.
Definition:
A work programme, also often known as a project timeline, is a visual representation of
the chronological order of events in a project that contractors use to ensure efficient project
performance (Swan, 2021). It is a group of tasks that must be performed within a certain
amount of time. Contractors frequently employ traditional planning and scheduling
procedures to prepare the work programme.
Function:
It delivers a simple yet comprehensive visual perspective of a project from beginning to
end, resulting in greater team productivity. Many benefits can be gained by using a project
timeline/work programme, including cost and time estimation. Its creation prior to the start of
a project enables the project manager in determining the overall resources, cost, and time
required to accomplish the project.

3.4 Knowledge gained
I gained knowledge about Tender Procurement Process. “Tender” is not a new word to me as
I have come across this term before but I do not know the exact meaning of it. During my
internship, I understand more about tender process as I always read the contract document and
also review drawing of some projects.

Tender Preparation
For a charge of at least RM50, tender document must be prepared and circulated. It is a
lengthy process that requires thorough tender drawings, bills of quantities, general and
specific terms and conditions, specifications, a copy of the contract, and the expected scope of
work. It can also be defined as the paperwork that contractors use to submit a bid in response
to an employer's request. Following the completion of a feasibility study, the client often hires
a consultant team (led by architects/engineers) to finish the detailed design. Detailed drawings,
specifications, and, in many situations, a bill of quantities are produced by the design team.
The tender documents are created in advance of both the invitation to tender and the contract
review and award. The following is the detail for the tender document based on DBKU's

Tender Advertisement (Invitation to Tender)
Procurement opportunities can be accessed through the procuring agencies’ websites.
As for tender advertisement by DBKU, tenderers may refer advertisements through the
website www.dbku.sarawak.gov.my. The sale of tender documents can begin as soon as the
advertisement is announced. Tender documents for local tenders can only be purchased by
contractors who have completed the local registration requirements. All contractors working
in Malaysia's construction business must register with CIDB, according to a law passed by
Parliament.
Tender Submission
The tender advertisement specifies the exact date and hour of the tender deadline, as
well as the address to which all tenders must be sent. Tenders can be mailed or dropped off in
designated boxes made accessible for this purpose. To enable scheduling and independent
evaluation, bidders' tender submissions should comprise distinct technical and financial
proposals prepared in two copies and sealed in separate envelopes.
Tender Evaluation
The evaluation of tenders is the step in the procurement process when a contracting
authority determines which of the tenders that match the established specifications is the best
based on the pre-announced award criteria, such as the lowest-priced or most economically
advantageous tender. For “Bina Baru Jalan Penghujung (Link Road) Jalan Astana 11 ke Jalan
Merdeka” project, DBKU has mentioned in the tender advertisement that they are not bound
to lowest tender. All tenders will be evaluated by evaluation committees using the criteria
outlined in the tender document. The qualified tenderer whose tender was found to be the
lowest-priced or most economically advantageous, is referred to as the awarded contract.

Acceptance of Tender
If the successful bidder's bid is approved in its whole, they will receive a letter of
acceptance. After that, the winning bidder must attest and return the Letter of Acceptance to
the government. If negotiations are required as a result of the Letter of Intent, the successful
bidder is issued a Letter of Acceptance, which must be returned to the Government for
contract formalisation. The Letter of Acceptance is a legally binding document that is
attached to the contract documents. The objective of the Letter of Acceptance is to allow the
contractor to begin work prior to the issuance of a formal contract. It enables the contractor to
order materials ahead of time, assign resources, and secure bonding or proof of insurance.
Formal Contract
Following receipt of the successful bidder's Letter of Acceptance, a formal contract is
written up. In addition to the parties' verbal permission, formal contracts require the existence
of a written and signed legal document. When these requirements are met, the agreement
becomes legally binding, and the parties' duties are legally enforceable.

CHAPTER 4: CONCLUSION
Training is a method and way of learning in order to improve knowledge and skills by
doing jobs or tasks assigned. It is beneficial since they help with the development of
professional skills, the building of personal character, and the expansion of opportunities. I
have a better understanding of basic engineering challenges and how to solve them when
there are multiple parties involved. In my 10 weeks at Dewan Bandaraya Kuching Utara, I
have acquire much knowledge both theoretical and practical. I was involved in more office
work, reviewing drawing and reading the contract documents of some ongoing projects,
preparing slide presentation and meeting paper. At the same time, I learned about tender
procurement process and how DBKU handles problems that occur during construction
process. In addition, as I worked on making a guideline “Garis Panduan Papan Tanda Jalan
DBKU”, I gained more knowledge about types of signage and its installation application on
roads and also some signage that does not comply with the standards in Kuching area. Lastly,
my communication skills and self-confidence have also improved as I deal with different type
of individuals. One of the challenges I had throughout my internship was that there was not
enough work assigned to me. I'm reluctant to ask them for some works because they are so
preoccupied with their own. Also, I'm not sure if any of my coworkers will assist me or if they
will be disturbed.

2.1 Papan tanda jalan raya adalah bertujuan untuk memberi petunjuk, peringatan,
larangan, dan maklumat kepada pengguna jalan raya. Ia biasanya dipaparkan di
lokasi yang mudah dilihat serta simbol yang mudah difahami, ringkas, jelas, dan
seragam. Ini berfungsi untuk membantu pengguna jalan raya tiba di destinasi
masing-masing dengan selamat.
2.2 Nama papan tanda bagi jalan dan lorong hendaklah menggunakan Bahasa
Malaysia. Ini selaras dengan memorandum yang digunapakai oleh Jawatankuasa
Penamaan Geografi (JPGN) yang dikeluarkan oleh Kementerian Perancangan
Pembangunan Dan Pengurusan Sumber yang bertarikh 19.12.2001 (No rujukan:
29/KPS/T/2-1/21/7(5)).
2.4 Garis panduan ini disediakan bertujuan untuk penambahbaikan dan kriteria
tambahan kepada Garis Panduan Papan Tanda Jalan Raya pindaan 1/2018 bagi
memperjelaskan prosedur serta kriteria papan tanda jalan yang dipasang di atas
jalan yang diselenggara oleh Dewan Bandaraya Kuching Utara. Penambahbaikan
ini melibatkan:

Setiap permohonan pemasangan papan tanda jalan di jalan raya akan mengikut Garis
Panduan ini setelah mendapat kelulusan oleh Mesyuarat Jawatankuasa Perancangan,
Pembangunan, Persekitaran dan Teknikal ini.
Papan tanda jalan atau tanda jalan memang memainkan peranan penting dalam
memastikan pengguna jalan raya tiba di destinasi masing-masing dengan selamat. Ini
adalah salah satu alat komunikasi yang menerangkan sesuatu maklumat tentang arah,
jarak serta memberi peringatan dan larangan kepada pengguna jalan raya. Namun ia perlu
dibuat mengikut spesifikasi yang standard agar pengguna jalan raya tidak keliru
disebabkan oleh terlalu banyak papan tanda jalan berbeza-beza padahal menunjukkan
perkara yang sama. Oleh itu, bagi menangani permasalahan ini, Pengurusan DBKU telah
mengeluarkan standard papan tanda jalan untuk dipatuhi oleh mereka yang terlibat secara
langsung dengan penyelenggaraan papan tanda serta tatacara pemasangan dan
pemantauan di tapak bagi memastikan keselamatan pengguna jalan.

DEWAN BANDARAYA KUCHING UTARA
Garis Panduan Papan Tanda Jalan ini adalah bertujuan memberi penjelasan serta
sebagai Garis Panduan Sistem Papan Tanda Jalan yang diamalkan di Dewan
Bandaraya Kuching Utara. Kandungan Garis Panduan ini amat sesuai dijadikan
raya.
kepada Arahan Teknik (Jalan) 2A/85 (Pindaan 2019), Arahan Teknik (Jalan) 2B/85,
Arahan Teknik (Jalan) 2C/85 (Pindaan 2017), Arahan Teknik (Jalan) 2E/87,
Arahan Teknik (Jalan) 9/86, dan Akta Pengangkutan Jalan 1987 (Akta 333).
Adalah diharapkan dengan adanya Garis Panduan ini dapat memberi gambaran

Garis Panduan Papan Tanda ini dibukukan untuk menambah baik pelaksanaan
penyelenggaraan kerja tapak di samping mengemaskini tatacara serta mengadaptasikan
reka bentuk papan tanda jalan di bawah pentadbiran Dewan Bandaraya Kuching Utara.
Nama pada papan tanda bagi jalan atau lorong hendaklah menggunakan
Bahasa Malaysia. Penggunaan Bahasa lain tidak dibenarkan Rujuk Garis
Panduan Yang Digunapakai Oleh Jawatankuasa Penamaan Geografi
(JPGN) yang dikeluarkan oleh Kementerian Perancangan Pembangunan
Sumber bertarikh 19.02.2001 (No. Rujukan: 29/KPS/T/2-1/21/7(5)).
Fungsi Garis Panduan Papan Tanda ini adalah untuk mengawal lalu lintas,
memberitahu kewaspadaan di jalan serta sebagai tanda pemberitahuan
tentang amaran dan panduan kepada pengguna jalan raya.

sesuai;
Terdapat klasifikasi dan spesifikasi untuk Papan Tanda di jalan raya. Ia berdasarkan
kepada keperluan tapak untuk kawalan lalu lintas, amaran dan pemberitahuan.

Warna yang dikodkan dari Jadual 3.1 digunakan untuk jalan raya, selain daripada permukaan
papan tanda lalu lintas, seperti tanda jalan, isyarat lalu lintas dan tiang tanda lalu lintas, guard rails,
kerb dan sebagainya, dan mestilah dari cat kemasan gloss atau bahan berkualiti tinggi.
Warna yang digunakan untuk semua permukaan papan tanda haruslah sebanding dengan warna
yang dibentuk daripada koordinat kromatik seperti yang ditunjukkan dalam Jadual 3.1 dan haruslah
daripada bahan reflektif retro.

RP 7. Speed Limit
A sign indicating the starting point of a Speed Limit Zone along a section of road where the posted
maximum speed limit applies. “50” is the speed limit in km/h given here as an example. An

the start or end of a Speed Limit Zone (eg. RP9a).

Panjang median yang banyak dijumpai di kawasan Kuching adalah kira-kira 1m (1000mm). Oleh
itu, reka bentuk papan tanda ATJ 2A/85 agak tidak sesuai untuk diguna pakai dan diletakkan di
median. Selain itu, clearance papan tanda ATJ 2A/85 adalah kurang daripada 0.6 meter (Rajah
5.6). Merujuk kepada Arahan Teknik Jalan 2B/85 jarak unjuran struktur papan tanda (min.
clearance) dibenarkan adalah tidak kurang 0.6 meter dari laluan kenderaan (road edge). Selain itu,
penjuru papan tanda halangan (ATJ 2A/85) juga boleh mendatangkan bahaya kepada pengguna
jalan.

Prosedur:
1. Semua permohonan mesti dihantar oleh "orang yang berkelayakan" (qualified person) ke
Jabatan Tanah dan Ukur / BDA melalui pihak berkuasa tempatan.
2. Jabatan Tanah dan Survei / BDA akan meneruskan permohonan tersebut ke Kementerian
Perancangan Sumber dan Alam Sekitar / Ministry of Resource Planning and Environment
(MRPE) untuk pertimbangan SPA.
3. Setelah diluluskan oleh SPA, pemohon hendaklah memohon lesen iklan luar daripada pihak
berkuasa tempatan.
Keperluan:
1. Lokasi, kedudukan dan ukuran iklan harus mematuhi panduan yang telah ditetapkan.
2. Reka Bentuk & Pengiraan Struktur, Lukisan, dan lain-lain perlu dihantar.
3. Pemegang lesen bertanggungjawab untuk membuat bayaran dan / atau membuat
pembaharuan lesen iklan untuk iklan yang dipaparkan: Kegagalan untuk membuat
pembayaran dan / atau pembaharuan lesen iklan akan mengakibatkan penghapusan iklan
tersebut.
4. Bayaran Lesen Iklan:
i. RM100 per meter persegi setahun untuk 20 meter persegi pertama atau sebahagian
daripadanya dan RM70 untuk setiap meter persegi berikutnya setiap tahun atau
sebahagian daripadanya [Bagi Pihak Berkuasa Tempatan Bandar];
ii. RM75 per meter persegi setahun untuk 20 meter pertama bahagiannya dan RM50 untuk
setiap meter persegi berikutnya setiap tahun atau sebahagian daripadanya [Bagi Pihak
Berkuasa Tempatan Daerah].
5. Untuk mengenakan wang jaminan yang akan dikembalikan seperti berikut:
Iklan - RM5,000
6. Untuk mengenakan insurans liabiliti awam dengan perlindungan minimum:
Iklan dipaparkan di lokasi yang dapat diakses oleh orang awam - RM1,000,000 setahun.

Bahasa Iklan:
1. Iklan boleh dibuat atau dipamerkan dalam bahasa apa pun.
2. Perkataan dan huruf dalam Bahasa Malaysia apabila digunakan bersama dengan bahasa lain
mesti diberi penekanan dari segi ukuran dan warna, dan di tempat yang lebih menonjol
daripada perkataan dalam bahasa lain yang digunakan.
3. Untuk memastikan penggunaan Bahasa Malaysia betul dalam iklan apa pun, Pihak Berkuasa
Tempatan boleh merujuk kata-kata yang digunakan (dalam Bahasa Malaysia) ke Dewan
Bahasa dan Pustaka untuk mendapatkan nasihat dan pengesahannya sebelum iklan tersebut
dapat dipamerkan atau dipaparkan kepada umum.
Syarat-syarat Lesen:
1. Pihak Berkuasa Tempatan tidak akan bertanggungjawab atas sebarang kemalangan atau
kecelakaan yang mungkin berlaku akibat pemasangan iklan tersebut.
2. Nombor lesen yang dikeluarkan oleh PBT mesti ditulis di sudut kanan bawah iklan dan mesti
jelas dan kelihatan.
3. Pemegang lesen / pemilik iklan diminta untuk menjaga iklan dalam keadaan yang jelas dan
stabil selama tempoh paparan.
4. Pemegang lesen / pemilik hendaklah membuat pembayaran dan / atau memperbaharui lesen
iklannya tiga bulan sebelum tarikh luput.
5. Pemegang lesen / pemilik iklan akan memberitahu & memohon lesen baru jika ada perubahan
pada iklan iklan berlesen tersebut.
6. Pihak Berkuasa Tempatan boleh meminta pemegang lesen / pemilik untuk mengambil
tindakan pembaikan berkenaan dengan iklan seperti yang diarahkan oleh Pihak Berkuasa
Tempatan.
7. Sekiranya melanggar mana-mana syarat di atas, Pihak Berkuasa Tempatan boleh
membatalkan lesen tersebut setelah memberi notis 14 hari secara bertulis kepada pemegang
lesen / pemilik dan diminta untuk memindahkan iklan tersebut dalam masa 14 hari dari tarikh
pembatalan.
8. Sekiranya, pemegang lesen kehilangan hak untuk iklan di tapak - papan iklan, lesen yang
dikeluarkan akan terbatal.
