Standard Operating procedure (SOP) for development of National Highways Projects and
Submission of Proposals to NPG

1. All new green field projects, which are not part of Bharatmala Pariyojana or the
PM Gati Shakti National Master Plan (NMP) and costing more than Rs. 500 crore
(Civil cost), need to be presented before Network Planning Group (NPG) for their
comments / suggestion. Format of submission of such proposals is at Enclosure.
2. Accordingly all the project proponents (i.e. concerned agencies, such as NHAI,
NHIDCL, Project Zones of the Ministry / BRO) shall submit a report of such
proposed new green field National Highway Project costing more than Rs. 500 crores
(Civil work) as per the attached prescribed proforma along with PPTs Slides and
forward it to the Planning Zone for seeking convenience of the NPG. PPT will inter-
alia cover the planning aspects of the project from the logistics, multi modal point
and complementarity / synergy with other infrastructure requirements point of view.
Any gap in this may also be reflected.
3. Convenience of NPG shall be sought by the Ministry for organizing meeting for
discussion on such project.
4. Once the meeting notice is received, the project proponent shall present the project
to the NPG.
5. Suggestions of the NPG given during the meeting and comments received within 15
days needs to be incorporated in the specific National Highway Project.
6. Final Detailed Project Report and a summary note highlighting the alignment, key
technical specifications of the corridor and responses to observation from Network
Planning Group, shall be shared with DPIIT, before the final appraisal and approval
of the project by NHAI Board, EFC, SFC, PIB and shall also form part of the appraisal
notes.
7. It shall be desirable to seek convenience of NPG for projects once its feasibility
report including broader scopes and alignment is finalized even though process for
its investment decision has not been initiated; however the discussions shall be held
prior to preparation of draft 3D notifications.
8. General upgradation of National Highway stretches as per NH standards of IRC,
following the existing alignment of the highway shall be appraised and approved by
the Ministry, as per the extant procedure. The information on award, construction
and specifications (lane configuration) of such projects shall be provided (on monthly
basis) to the Network Planning Group and BISAG-N for ensuring recency of network
information.

Standard Operating procedure (SOP) for development of National Highways Projects and
Submission of Proposals to NPG

1. All new green field projects, which are not part of Bharatmala Pariyojana or the
PM Gati Shakti National Master Plan (NMP) and costing more than Rs. 500 crore
(Civil cost), need to be presented before Network Planning Group (NPG) for their
comments / suggestion. Format of submission of such proposals is at Enclosure.
2. Accordingly all the project proponents (i.e. concerned agencies, such as NHAI,
NHIDCL, Project Zones of the Ministry / BRO) shall submit a report of such
proposed new green field National Highway Project costing more than Rs. 500 crores
(Civil work) as per the attached prescribed proforma along with PPTs Slides and
forward it to the Planning Zone for seeking convenience of the NPG. PPT will inter-
alia cover the planning aspects of the project from the logistics, multi modal point
and complementarity / synergy with other infrastructure requirements point of view.
Any gap in this may also be reflected.
3. Convenience of NPG shall be sought by the Ministry for organizing meeting for
discussion on such project.
4. Once the meeting notice is received, the project proponent shall present the project
to the NPG.
5. Suggestions of the NPG given during the meeting and comments received within 15
days needs to be incorporated in the specific National Highway Project.
6. Final Detailed Project Report and a summary note highlighting the alignment, key
technical specifications of the corridor and responses to observation from Network
Planning Group, shall be shared with DPIIT, before the final appraisal and approval
of the project by NHAI Board, EFC, SFC, PIB and shall also form part of the appraisal
notes.
7. It shall be desirable to seek convenience of NPG for projects once its feasibility
report including broader scopes and alignment is finalized even though process for
its investment decision has not been initiated; however the discussions shall be held
prior to preparation of draft 3D notifications.
8. General upgradation of National Highway stretches as per NH standards of IRC,
following the existing alignment of the highway shall be appraised and approved by
the Ministry, as per the extant procedure. The information on award, construction
and specifications (lane configuration) of such projects shall be provided (on monthly
basis) to the Network Planning Group and BISAG-N for ensuring recency of network
information.

Standard Operating procedure (SOP) for development of National Highways Projects under
PM Gati Shakti National Master Plan

1. In line with DoE circular dated 28.4.2022, (copy of this circular has been
circulated by this Office OM of even no. dated 10.05.2022; attached again for
ready reference), all projects costing more than Rs. 500 crore (Civil cost) need
to be presented before Network Planning Group (NPG) for their comments /
suggestion.
. Accordingly all the project proponent (i.e. concerned agencies, such as NHAI,
NHIDCL, Project Zones of the Ministry / BRO) shall submit a report of specific
proposed National Highway Project costing more than Rs. 500 crores (Civil
work) as per the attached prescribed proformaalongwith PPTs Slides and
forward it to the Planning Zone for seeking convenience of the NPG. PPT will
inter-alia cover the planning aspects of the project from the logistics, multi
modal point and complementarity / synergy with other infrastructure
requirements point of view. Any gap in this may also be reflected.
. Convenience of NPG shall be sought by the Ministry for organizing meeting for
discussion on the project.
. Once the meeting notice is received, the project proponent shall present the
project to the NPG.
. Suggestions of the NPG given during the meeting and comments received within
15 days needs to be incorporated in the specific National Highway Project.
. Comments/ suggestions of the NPG and action taken report on the same shall
form part of Annexure to the SFC/EFC/PIB Memo.
It shall be desirable to seek convenience of NPG for projects once its feasibility
report including broader scopes and alignment is finalized even though process
for its investment decision has not been initiated; however the discussions shall
be held prior to preparation of draft 3D notifications.
