other related activities. The endeavour is to transform our students into rational thinkers,
competent workers and responsible citizens. We follow a students- centric approach wherein
knowledge is imparted through debates, group discussions, workshops, symposia, seminars
and cultural competitions. Eminent personalities are invited for interactive sessions with our

Postgraduate Government College, Sector-11, Chandigarh is one of the oldest colleges in the City
Beautiful. Established in May 1953 in the building presently housing the Hotel Mountview, Sector-10,
the college moved to its present building in 1960. This Heritage building was originally designed by
Percy Jeanneret under the supervision of E. Maxwell Fry. Accredited Grade 'A' by NAAC Peer Team in
2017, today the college has 4513 students on roll, of which 2024 are girls. With the mission of
empowering our learners to excel in their chosen fields and become ethical and responsible citizens, we
endeavour to generate in our students a ceaseless search for knowledge.

In an endeavour to give the students ample choice, the college imparts instructions in different streams:
At Undergraduate level we offer—Humanities (where there are 20 subject options in general course
and 10 subjects in Honours course), Science, Commerce, Business Administration, Biotechnology ,
Information Technology, Physical Education where B.PEd. is a 4 year course. The Department of
Physical Education along with many other departments as English, Mathematics, Sociology , Psychology
and Economics also offer Ph.D supervision. The college also offers M.Phil in Physical education.

The college offers Post-Graduate courses in Chemistry, Commerce, English, Punjabi, Physical
Education, History, and Information Technology. I feel great pride in sharing that 79 faculty members of
the college hold Ph.D degrees and 24 hold M.Phil degrees.
OUR COLLEGE AT A GLANCE

The College encourages a robust academic environment for educational programmes and research
projects. The College has a Research Center in Physical Education to bridge the gap between learning
and research related activities. The College organizes educational interactive sessions, workshops and
seminars with eminent speakers deliberating on recent research and knowledge for the professional
and personal growth of Faculty members and Students. The faculty collaborated in projects funded by
the Department of Science and Technology (DST), Indian Council of Medical Research (ICMR); and
University Grants Commission (UGC) during the last five years.

The college library is spacious, fully automated, centrally air- conditioned, equipped with sixteen CCTV
cameras and INFLIBNET data base. It has LIbsys which is a user friendly web based library management
solution. There is also a digital corner and a Braille section for visually challenged students.

During the past 69 years PGGC-11 has scaled many glorious heights and has carved a niche in the
educational edifice in this part of the country. The college has been extremely successful and satisfying
in terms of accomplishments and accolades not only in scholastic but co-scholastic areas like NCC, NSS
and GCDC(Government College Dramatic Club) in which our students continue to bring us laurels at the
university zonal and national levels year after year. Our constant and untiring efforts are aimed at
preparing students for holistic lifelong learning, ethical leadership, community service and responsible
citizenship.

Our goal is to enrich intellect, encourage creativity and build character in a student-centered learning
environment. Learners thus empowered are sure to excel and assume roles of leadership in their chosen
fields of endeavor. We are thus committed to create and sustain learning environment for an
educational journey that is intellectually, socially and personally transformative.
The college has consistently produced alumnae who have been trailblazers in their respective fields. Our
alumnae have contributed many eminent authors, scholars, entrepreneurs, politicians, academicians,
civil servants, diplomats, judges, medicos, engineers, armed forces personnel and media persons to the
community, who have carved a niche for themselves in India and abroad.

The In-house Counseling facility offered on the campus seeks to assist student at personal as well as
professional level. The Career Counseling & Placement Cell counsels the students around the year for
admissions to institutes of higher education at national and international level so as to facilitate their
career progression. College has won laurels in the spheres of academics, sports and other creative
activities. True to its motto “Higher and Still Higher”, the college inculcates rich values and cherishes
traditions to enable each and every student to new heights.

The Alumni Association of Post Graduate Govt. College, Sector-11, Chandigarh with its mission
to provide a vibrant, global network that engages all in mutually actionable ways is a supporting
unit in all the endeavors of the college. Be it the pursuit of the general mission and vision or

The Heritage college of City Beautiful boasts of all three wings of NCC- Air Wing, Army Wing and
Naval Wing. The motto of NCC: “ UNITY AND DISCIPLINE” along with the motto of the college
"Higher and still Higher" has inspired generations of young men and women to don the military
attire to serve the nation. The college fosters among its cadets through its NCC wings to develop
qualities of character, courage, comradeship, discipline, leadership, secular outlook, spirit of
adventure and sportsmanship and the ideals of selfless service among the youth to make them
useful citizens of our great motherland. At another level the mentors of Senior Division (SD)/
Senior Wing (SW) are motivated to create a human resource of organized trained and motivated
youth to provide leadership in all walks of life including the Armed Forces and be always available

trophies at State and national level including the best cadet trophy at the prestigious Republic day
parade. Of these winners many have gone on to attend Youth Exchange Programme (YEP) to
distant shores. Outstanding cadets go on to attend the challenging Vayusainik, Thalsainik &
Nausainik Camp. All the three wings have continuously won the Annual Training Camp (ATC) since
last several years. The college encourages every year new entrant to join the three wings of NCC
and carry the glorious tradition ahead.

motto of National Service Scheme launched on
Gandhiji's centenary year in 1969 to promote the
public service programme. We at PGGC-11 have three
NSS Units: 1 for girls and 2 for boys. Our NSS
volunteers have been bagging rich harvest of
national/international awards by dint of their
commitment and dedication towards social service.

NSS provides a golden opportunity to the students in


Academic, social and cultural fields not only for
community service but for personal life also, as it is the
third dimension of Education. It allows the students to
actively contribute their services and inculcate the
spirit of discipline and regularity. The college has three

Apart from campus placement every year, many of the college students of final year from various streams
go on to qualify after clearing their CDS exams; Direct entry vacancy for the ‘C’ certificate holder of
NCC three wings, as officers in three wing of the armed forces (Air force, Navy, Army). Those seeking a
career in civil services are mentored and motivated from second year onwards to bolster up their
preparation for General Studies and subject optional so as to take on the exams in right earnest. It has been
a matter of immense pride that our students have qualified and have joined as I.F.S/I.A.S / I.P.S
&other class –I (Gazetted): Class –II (Gazetted) posts every year after clearing state public services
commission and union public services commission (U.P.S.C) .The Career Counseling and Placement
Cell in involved in providing career inputs, updating students about the various career options, assisting
the student community about the various courses being run by other institutes of Higher Education, like
J.N.U, N. Delhi, TISS, Mumbai, FTI, Pune, Management institutes like different IIM's and other top
grade B-Schools. The Career Counseling and Placement Cell also places due emphasis on developing the

The college celebrated 75 years of independence,

Azadi ka Amrit Mahotsav, starting from

March 12, 2021. Different departments of the

college organized around 64 different types of

events through the year, as seminars, lectures,

webinars, presentations, poster making

competitions, Rangoli making competition ,

poetry recitation, essay writing , plays , patriotic

songs, creative writing , quiz, face painting , yoga ,

cycle rallies, walkathon , one minute video making

competition , constitution day. Through these

events the students and faculty revisited the time

and struggle for freedom from the colonial

masters. All the events had full and eager

participation from students and faculty members

1. Admission to all centralized courses in all city colleges during the 1 and 2 Centralized
Admission Schedule will be done online through the DHE website www.dhe.chd.gov.in. There
will be NO PHYSICAL COUNSELLING.

2. Online Centralized Admission Schedule mentioned in the prospectus should be adhered to


and there will not be any additional Centralized Online Admission Schedule.

3. Applicant whose online admission form has been verified and is been allotted college must
deposit the fees as per the detailed Online Centralized Admission Schedule.

4. Admissions to B.A. I are non-centralized and will be done by respective colleges as per the

common admission schedule. For detailed admission schedule and other information related
B.A. I, please refer to respective college prospectus/ website in which the applicant wishes to
apply.

5. If an applicant, having reserved category, falls under GENERAL CATEGORY in the merit list, the
applicant will be given admission in the GENERAL CATEGORY only. So, the applicant must
follow the admission schedule of General Category on the date and time specified under
General Category.

6. The admissions under SPORTS Category will be done after the issuance of Gradation
Certificate (whenever) by the Sports Department, Chandigarh Administration. The
schedule for the same will be uploaded on DHE website www.dhe.chd.gov.in. However,
the applicant has to choose the sports reservation while applying in online admission
form.

NOTE: All admissions done will be provisional and subject to the verification of
documents by Panjab University, Chandigarh. If any document or information is found to
be false/ incorrect/ concealed at any stage, the admission may stand cancelled. There will
be no refund of fees in this case.

Important Instructions for Online Centralized Admissions


1. Read the instructions and procedure thoroughly before filling the admission form for any course.

2. For the detailed admission schedule, applicant should refer to the DHE website i.e. www.dhe.chd.gov.in
as well as the respective college prospectus/website where he/she has been allotted the seat online.

3. The last date for online submission of Admission Forms for all centralized courses is 3rd August, 2022
(Wednesday).

4. The list of all the applicants who have applied online will be displayed course-wise on the DHE website
www.dhe.chd.gov.in on 5th August, 2022 (Friday) by 4:00 pm.

5. The applicants can report the discrepancies (if any) to the SPIC through email at
dhechdhelpline@gmail.com by 7th August, 2022 (Sunday) by 1:00 pm.

6. The provisional list of all eligible applicants will be displayed on the DHE website www.dhe.chd.gov.in
on 10th August, 2022 (Wednesday) by 4:00 pm.

7. Instructions for 1st Online Centralized Admission Schedule:

· The provisional list of verified applicants and list of applicants with discrepancy (if any) will be

displayed on the DHE website www.dhe.chd.gov.in by the allotted colleges on 12 August, 2022
(Friday) by 5:00 pm.

· After the allocation of the seat, the form will be verified by the allotted college.

· The applicant has to clear the discrepancy (if any) on and before 15th August, 2022 (Monday) by
12:00 pm at College level through their respective login at DHE website www.dhe.chd.gov.in.

· Once the applicant's form is verified by the college, the seat will be assigned by the college as per
the date and time mention in the 1st Online Centralized Admission Schedule. The applicant will then

· In case the applicant is seeking admission in Government College, he/she can deposit the fee

· The fee must be deposited within 24 hrs of seat allocation otherwise the seat will be cancelled

8. Applicants who have been allotted college in the 1 Online Centralized Admission Schedule but could

9. Applicants who have not been allotted college in the 1st Online Centralized Admission Schedule will

automatically be considered for the 2 Online Centralized Admission Schedule. They DO NOT need to
submit their willingness online.

10. Applicants admitted in the 1st Online Centralized Admission Schedule can give their willingness on

change the college they are admitted to. Only upward mobility of preference will be allowed in the
change of college. Change of order of preference of college (after the submission of form) is not
allowed at any stage.

www.dhe.chd.gov.in on 20th August, 2022 (Saturday) by 5:00 pm.

Eligibility:

A person who possesses one of the following qualifications shall be eligible to join the course:
(a) Candidates who have obtained at least 50% marks in the B.P.Ed. Degree/or B.Sc. Degree in
Physical Education, Health Education and Sports from Panjab University are eligible for
admission.
or
(b) Bachelor's Degree of Physical Education (after Graduation) obtaining not less than 50%
marks.
or
(c) A Bachelor's Degree of Physical Education (Four Year degree after 10+2) of any other
University recognized/ equivalency by Panjab University obtaining not less than 50% marks.
or
(d) Any other qualification recognized by the Syndicate as equivalent to (a) or (b) or (c).

Provided that a candidate possessing any of the clauses (a) to (d) qualifies in the written test as well
as Standard Physical Efficiency Test conducted by the college (Detail given below)

Admission Procedure:
· Admission to M.P.Ed Course will be purely on the basis of Merit.
· The Merit for admission to M.P.Ed-First Year will be determined on the basis of 50% marks
obtained in the qualifying examination (Clause a to d) and 50% of the marks obtained in the
entrance test (written).
· Entrance Test (Written): Seventy five multiple choice questions based on B.P.Ed syllabus
and Current Events will be set for the Entrance Test. There will be no negative marking.
Candidate is required to score minimum 20% marks (SC/ST candidates 15%) of the
maximum score i.e., 75.
· Additional Sports weightage will be given only to the candidates having meritorious sports
achievement as per the Handbook of Information, Panjab University, Chandigarh. (The
marks will be added to their merit as per the criteria for additional weightage given
below).
· Due weightage shall be given in the field of NCC/NSS/YOUTH WELFARE activities as per
the guidelines of the Chandigarh Administration/ Panjab University, Chandigarh.

Candidates are also required to qualify Physical Efficiency test (Components include: Speed,
Upper Body Strength, Lower Body Strength and Endurance) to get admission in the said course
by securing minimum 45% marks of the maximum score obtained by the fellow examinee in
physical efficiency test. The candidate/s fail to qualify physical efficiency test will be
disqualified

· Candidates appearing for M.P.Ed. Course entrance test are required to deposit a demand
draft of Rs. 600/- as an entrance test fees, payable in favour of Principal, Post Graduate
Government College, Sector-11, Chandigarh at the time of entrance test.
· The reservation in seats and relaxation in the eligibility/qualifying marks for SC/ST and
other categories shall be as per the rules of the UT/Central Government/Panjab University,
Chandigarh whichever is applicable.
· Candidate is required to produce the sports gradation certificate issued by Department of
Sports, Chandigarh Administration, Chandigarh for Sports Quota seat. The Sports Quota
will be for candidates applying in UT pool only.
· Medical certificate from Govt. Hospital for Physical Efficiency Test is mandatory.
· Original documents required for verification at the time of Physical Efficiency Test.
· The Course has been approved by NCTE vide Letter No. F.NRC/NCTE F-7/CH-32/148

Bachelor of Physical Education (B.P.Ed.) – Four Year Innovative/Integrated Teacher
Education Programme

Eligibility:
A candidate shall be eligible to join the course who possesses
a) 10+2 from a recognized Board/Council/University with a minimum of 45% in aggregate.
or
b) Diploma in Physical Education of 2 years (D.P.Ed.) from any recognized University/Institution
or any other qualification with a minimum of 45% marks in aggregate whose equivalence is
given by Panjab University.
c) Age Limit: 16 to 24 Years.

Admission Procedure:
· Admission to B.P.Ed. Course will be purely on the basis of Merit which will be determined on
the basis of marks obtained in the qualifying examination i.e., 10+2 and Physical Efficiency test.
· Physical Efficiency Test: Physical Efficiency test include: Speed, Upper Body Strength, Lower
Body Strength and Endurance. The marks obtained by the candidate will be added in the merit.
Candidates are required to get the minimum 45% marks of the highest score obtained by the
fellow examinee.
· Additional weightage for Sports will be given as per criteria decided by admission Committee of
Department of Physical Education-TEL&R and approved by the competent authority. (The
marks will be added to their merit as per the criteria for additional weightage given
below).
· Due weightage in the field of NCC/NSS as per the guidelines of the Chandigarh Administration/
Panjab University, Chandigarh.
Notes:
· The reservation in seats and relaxation in the eligibility/qualifying marks for SC/ST and other
categories shall be as per the rules of the UT/Central Government/Panjab University,

· Fifty percent of the seats of General category will be reserved for girls, both in UT and Outside
UT Pool.

Internship (B.P.Ed.)
· Three months internship in schools is mandatory in the Seventh and Eight Semester of B.P.Ed.
course for the successful completion of degree without which the Panjab University does not
declare the result and awards Degree of Bachelor of Physical Education (B.P.Ed.) as well.

Cultural/ Musical Hobby Activities:


· In B.P.Ed-Fifth, Sixth, Seventh and Eight Semesters, students are required to attend the Cultural/
Musical Hobby Activities classes for 40 Hours per semester as a qualifier for B.P.Ed. Degree.

Candidates are required to qualify Physical Efficiency Test (Component includes: Speed,
Lower Body Strength, Upper Body Strength and Endurance) to get admission in the said
course securing minimum 45% marks of the maximum score obtained by the fellow
examinee.

50 METER DASH
Sprint or speed tests can be performed over varying distances, depending on the factors being
tested and their relevance to the sport.

Purpose:
This test measure determines acceleration and speed.

Equipment:
Flat and clear surface of at least 70 meters.

Procedure:
This test involves running a single maximum sprint over 50 meters, with the time recorded. Start from
a stationary standing position (hands cannot touch the ground), with one foot in front of the other. The
front foot must be behind the starting line. Once the subject is ready and motionless, the starter gives
the instructions "set" then "go.". The tester should provide hints for maximizing speed (such as
keeping low, and driving hard with the arms and legs) and the participant should be encouraged to not
slow down before crossing the finish line.

Scoring:
The total time taken to complete the distance is recorded, to the nearest one-tenth of a second.

STANDING LONG JUMP TEST (BROAD JUMP)


The Standing long jump also called the Broad Jump, is a common and easy to administer test of
explosive leg power.

Purpose:
This test measures the explosive power of the legs.

Equipment:
Tape measure to measure distance jumped, non-slip floor for takeoff, and soft-landing area preferred.
The take-off line should be marked.

Procedure:
The candidate stands behind a line marked on the ground with feet slightly apart. A two-foot take-off
and landing are used, with the swinging of the arms and bending of the knees to provide forward drive.
The subject attempts to jump as far as possible, landing on both feet without falling backward. Three
attempts are allowed.

Scoring:
The measurement is taken from the take-off line to the nearest point of contact on the landing (back of
the heels). Record the longest distance jumped, the best of three attempts, in meters and centimetres.

OVERHEAD POWER BALL THROW (BACKWARD)


The test involves throwing a medicine ball for maximum distance.

Purpose:
This test measures core strength and total body power.

Equipment:
2 and 3 kg Medicine ball (3kg for boys and 2 kg for girls).

Procedure:
The candidate starts by standing facing away from the direction they are going to throw, with their
heels at the start line. The starting position is with the ball in both hands, held above the head, with
arms extended. Keeping the arms extended, swing the ball down between your legs while flexing the
knees. Then in one motion, the ball is flung up and back over the head. The athlete is permitted to fall
backward over the line after the ball is released. Three attempts are allowed.

The distance from the starting line to where the ball first lands are recorded. The best result of three
throws is recorded to the nearest, in meters and centimeters.
1000 METER RUN/WALK TEST
The 1 km (1000 mtrs) run test for males and females is one of the fitness tests used to measure
cardiovascular endurance.
Purpose:
This test measures aerobic fitness.

the participants. Walking is permitted but not encouraged.

Scoring:

HOSTEL ADMISSION GUIDELINES

The candidates have to apply in advance as per the instructions given below:-
1. Candidates will apply online at www.dhe.chd.gov.in.
2. The Old/New candidates seeking hostel admission must fill hostel option in admission form online
as well as in the hard copy.
3. Hostel seats will be filled strictly on the basis of merit, past conduct/discipline. Old students
securing less than 60% marks will not be given hostel accommodation. Students with
Compartment(s) / Re-appear / Lecture shortage/ Failed in University exam will not be entitled to
hostel facility.
4. Hostel seat is allotted for one academic year only.
5. All rights of admission to the college hostels are reserved with the Principal. No student can claim
admission to hostel as a matter of right. Principal reserves the right to amend, add or delete any of

INSTRUCTIONS FOR RESIDENTS, PARENTS & LOCAL GUARDIANS

1. Physical presence of the candidate, along with his/her parents & Local Guardian, is compulsory on
the day of hostel admission.
2. Parents to note that the admission formalities/process may take more than one day. So they are
required to make their own accommodation (stay) accordingly.
3. Admitted students will report to the hostel authorities in their allotted hostels one day prior to the
commencement of the classes (Date to be notified on the college notice board / website).
4. A resident who has not qualified/ fulfilled the eligibility conditions for P.U. final examination in the
previous year will not be eligible for Hostel Accommodation next year.

5. Any resident opening the room by breaking the hostel lock or seal or window-panes etc. shall be liable to
a minimum fine of Rs.1000/-. In case this kind of conduct is repeated, the student will be liable to
expulsion from the hostel.

HOSTEL ADMISSION GUIDELINES

10. In case any student takes leave (Medical or for camp etc.,), He/she will have to give prior information to
Hostel Warden.
11. Parents of defaulter scan be called by the hostel authorities any time.
12. Married girls are not allowed to stay in the college hostel. In case a student gets married during the
session, she will have to vacate the hostel. (For Girls residents)
13. Students are expected to maintain a decent dress code in the hostel and college premises
14. Hostel rooms and premises must be kept neat and tidy.
15. The College is not responsible for any inappropriate behaviour/action of the student which is
detrimental to accepted social norms.
16. Action will be taken against the erring students, who pass undesirable remarks about fellow students,
indulge in physical and mental torture and show disobedience and non co-operative behaviour.

MESS RULES

1. Mess dues must be paid by the 15th of every month failing which the mess facility will be stopped with
effect from16th of month and the defaulters will be charged Rs.10/-per day as late payment charges till the
last day of particular month & so on.
2. There will be a compulsory minimum diet count as decided by the Hostel Committee of the College.
3. Any fine/ charges imposed on the residents or mess contractors will be utilized for the welfare of the
hostel residents.
4. No guest will be allowed to enter the mess for meals without permission of the Chief Warden/Wardens.
5. Residents are not to take away mess utensils outside the mess hall or to their rooms.

RESIDENCE RULES

1. Ragging is strictly prohibited as per the Hon'ble Supreme Court orders. Defaulters will face punitive
action and will be expelled from the hostel.
2. Shifting of hostels and changing of rooms within hostels are not allowed under any circumstances.
3. If the resident is caught keeping illegal guests his room allotment will be cancelled.

4. Any resident having a defaulter record in the previous session shall not be provided hostel
accommodation.
5. Every resident must lock his room while leaving for class or going out, failing which strict
disciplinary action will be taken. The safety of a student belonging/valuable is his/her own
responsibility. He/She must take care of his belongings and valuables.
6. Students must bring their own bedding, bed linen, door curtain, bucket/mug and locks.
7. Furniture will be issued to the inmates against their signature. Each student will be responsible for
any breakage or loss of furniture issued to her.
8. All the students will report daily for Roll-Call in their respective hostels at - 5:30 p.m. in winter
(Nov. to Feb.) & 6:30 p.m. in summer.
