Tell me how you handled a difficult situation
o In 2011, a catastrophic failure occurred in the distribution grid due to a heavy rain and
lightning storm, resulting in more than 1600 transformer failures throughout the
country. As a result, the country was in darkness, and the Board was very concerned.
o The Board instructed the company management to assess the situation and report the
key causes. To achieve this, the company established a team of engineers, and I was the
chair of the team.
o The team conducted the required assessment and identified the probable causes and
remedial solutions.
o Among the many triggers, 49% of the failure came from the same transformer and one
manufacturer, which triggered questioning of the transformer quality.
o The Board became very annoyed, and the team was instructed to conduct a technical
audit of the entire procurement process.
o Again, I was assigned as the chair, and the Audit office was instructed to facilitate the
process. The team evaluated the entire process and found that the transformer was of
poor quality, and the procurement process was also problematic. This finding could lead
the Board to take legal and administrative action. Though it was a terrible situation and a
difficult time for me, I concluded my mission professionally and ethically.
Tell me how did you handle a disagreement with your both
I don't remember the exact time of the disagreement with my boss, but I recall that there was an
issue related to power supply to industry customers which we were working on. I had a different
idea about how to approach, and I shared my concerns with my boss.
Most of the time, I try to find a way to either be convinced or convince an idea with sort of
justifiable arguments and
I also emphasized to work collaboratively to find the best solution for any issue. Ultimately, we
were able to come to a compromise that worked for both of us, and we were able to complete
the matter successfully.
I think it's important to approach disagreements with a focus on maintaining a positive working
relationship and finding a solution that works for everyone involved.

When have you been above and beyond at work
Example 1:
In 2013, while working under the Universal Electrification Access Program, I was tasked with the
Planning and Engineering responsibility. At the time, the electrification program execution was
facing a critical problem due to a shortage of concrete poles. After assessing the situation, I
identified several basic constraints causing the pole shortage, including limited manufacturing
facilities and capacity, inefficient production facilities, and transportation hindrances. To alleviate
the problem, I took several actions, including identifying optimal production places, defining
requirements and investor selection criteria, and organizing Technical, Vocational, Educational
Training (TVET) graduates as local cooperatives. As a result, I entered into contracts for the
production of 180,000 medium voltage poles with 13 investors at optimal locations and 250,000
low voltage poles with 128 local cooperatives at project site localities. Private investors were
completely focused on medium voltage pole production, and production was improved both in
time and production volume. Transportation distress was significantly improved, monopoly
manipulation was avoided, and TVET cooperatives were greatly successful, with low voltage
poles supply exceeding demand. This was a great achievement in my career, and I am proud to
have solved such critical problems in electrification effort during my tenure.
Example 2:
In 2015, the Addis Ababa City Administration urgently needed to complete the construction of a
light railway transport system before the midterm election. The civil construction was almost
complete, but the electric supply had not yet begun. The Ethiopian Electric Utility (EEU) was
responsible for connecting the electricity but failed to take any action despite only having three
months left until the election. Therefore, the government gave the responsibility to the Planning
and Engineering Office under the Universal Electrification Access Program. As the Chief of the
Planning and Engineering Office, I was assigned to execute this critical mission, which involved
evacuating 63MW of power from four EEP's substations to four different switching stations of a
railway supply node, as well as installing four underground express feeders of 55km each to the
21 traction stations on the east-west and north-south axis of Addis. To undertake the task within
the prevailing situation, I needed to find a lasting solution that required critical thinking. The
solution we assumed was to extend four of the express feeders over a single supporting
structure. However, this option brought two additional challenges: 1) voltage clearance and 2)
pole strength. To manage clearance related limitation, I decided to use insulated overhead cable
instead of the usual bare AAAC. To resolve the second constraint, we designed a special pole. We
manufactured sample poles on our small production facility and tested them for compliance.
However, it was not practical to produce the required number of poles in our small production
facilities within such a limited time. Therefore, I decided to outsource to local private pole
manufacturers. After conversing with each of them and influencing some to assist us, we were
able to modify one of the production lines in one of the private production facilities. Due to the
change of pole type and the cable, it was undeniable that pole top accessories must be
modified. I assessed the local potential and identified how and where to modify or manufacture.
Finally, the Light Railway Transit (LRT) electricity supply installation work was successfully
completed on schedule despite the challenges and constrictions

Situation
In 2015, the Addis Ababa City Administration had an urgent need to finish constructing a light railway
transport system. They had hoped to establish this railway before the city's midterm election to help
with the electoral process. The civil construction was almost complete, but the electric supply had not
yet begun. The Ethiopian Electric Utility (EEU) was responsible for connecting the electricity but failed to
take any action despite only having three months left until the election. Therefore, the government took
away the responsibility from the EEU and gave it to the Planning and Engineering Office under the
Universal Electrification Access Program. During this time, I was the Chief of the Planning and
Engineering Office. Along with my regular work, I was assigned to execute this critical mission, which
seemed extremely daunting. The task involved evacuating 63MW of power from four EEP's substations
to four different switching stations of a railway supply node, as well as installing four underground
express feeders of 55km each to the 21 traction stations on the east-west and north-south axis of Addis.
In addition to this massive scope, there was also a major setback of hindrance to extend the required
express feeders with ease due to a limited right-of-way corridor. Therefore, to undertake the task within
the prevailing situation, I needed to find a lasting solution that required critical thinking. The solution we
assumed was to extend four of the express feeders over a single supporting structure. However, this
option brought two additional challenges: 1) voltage clearance and 2) pole strength.
Action
To manage clearance related limitation, I decided to use insulated overhead cable which I do not actually used to in place of the usual bare AAAC. With
this design change, the first problem will be solved but the second problem will further be aggravated.
To resolve the second constraint, we designed a special pole, which again we are not familiar with.
Based on the new design, we have manufactured sample poles on our small production facility and tested it for compliance. After three trials, we were
successful.
However, it is not practicable to produce the required number of poles in our small production facilities within such limited time.
Then, I decided to outsource to the local private pole manufacturers. They are few in number and none of them have the experience in producing such a
special pole. In addition, their production facilities need undeniable modification; and most of them were not willing to accept the offer.
However, we conversed with each of them and influenced some to assist us on solving this critical matter. With our key inputs and assistance of our
engineers, we together able to modify one of the production lines in one of the private production facilities.
Due to change of pole type and the cable, it is undeniable that pole top accessories must be modified. This is a new constraint.
I assessed the local potential and identified how and where to modify or manufacture. Akaki spare part production facility was the most practicable for
my purpose.
I established a special arrangement with the facility’s management and was successful in manufacturing all the required pole top accessories.
Result
Finally, LRT electricity supply installation work is successfully completed on schedule despite the challenges and constrictions.
1. When have you been above and beyond at work
Situation
It was in 2013. I was appointed to take the Planning and Engineering responsibility under the Universal Electrification Access Program. During the time,
there was a critical problem in the electrification program execution. The problem was shortage of concrete poles to the electrification projects.
I assessed the situation and found the following basic constraints causing the pole shortage.
1. The number of manufacturing facilities are very few (only four throughout the country).
2. Manufacturing capacity of each plant is very limited (about 20 thousand per annum)
3. One of the production facilities was inefficient
4. Two of the facilities are owned by the same family and shown up a nature of monopoly behavior and level of influence was very strong to
acquire unfairly benefit.
5. The pole manufacturing facilities are very far away from the project sites (transportation was a major hinderance)
6. Poles are heavier and high bed tracks can transport not more than twenty pieces for hundreds of kilometers.
7. Transportation took a number of days and even weeks.
8. The available transportation resources are very limited (few high and low beds)
9. Expected number of towns to be electrified in a year are more than a thousand and require about 300 thousand poles.
As a result, the overall electrification execution was unproductive.
To alleviate the problem, my action plan was as follows

I must minimize transportation distances
I must diversify manufacturing sources from investors and local cooperatives
I need to Identify type of poles that can be manufactured by local cooperatives and pole production investors

Private investors were completely focused on medium voltage pole production and production was improved both in time and production
volume
Transportation distress was significantly improved
Monopoly manipulation was avoided
TVET cooperatives were greatly successful and low voltage poles supply was in excess than demand.
The result was very impressive and pole shortage was successfully removed with in a very short period of time. Finally, the unproductive electrification
program was picking a great momentum.
This was a great achievement of my career and I am proud in solving such electrification problems during my tenure.
2. Tell me how did you handle a disagreement with your both
I don't remember the exact time of the disagreement with my boss, but I recall that there was an issue
related to power supply to industry customers which we were working on. I had a different idea about
how to approach, and I shared my concerns with my boss.
Most of the time, I try to find a way to either be convinced or convince an idea with sort of justifiable
arguments and
