 Prohibited User Actions
1. Do not use a scaffold taller than 4 times its minimum base unless it
is tied, guyed, or braced to prevent tipping.
2. Do not carry materials as you climb. Keep both hands on the siderails
3. Do not jump on to planks or platforms
4. Do not work from a scaffold if it has not been inspected that
workshift and is tagged as “Approved, Ready To Use”. In addition, do
a visual inspection for the obvious requirements such as ladder
access, full planking, guardrails, plumbness, rigidity, etc
5. Do not use a scaffold if it does not have a proper ladder or other
equivalent safe means of access. Do not climb the scaffold
itself.
6. Do not use a scaffold if the working platform is not planked all the way

CHAPTER XIX - SCAFFOLD
Rule no. 188 to 204 From The Building other Construction Workers’ Central
Rules 1998

Rule No.188 – Scaffold construction

Ensure that-
a. Every scaffold and every component is of adequate construction, made of
sound material, free from defect and is safe for the purpose for which it is
used.
b. If bamboo scaffold is used, it should be of suitable quality, good condition
free from protruding knots, stripped off to avoid injury during handling.
c. Metal scaffold should conform to National Standard.

Rule No. 189: Supervision by a responsible person

Ensure that every scaffold is erected, added, altered, dismantled under the
supervision of a responsible person

Rule 190: Maintenance

Ensure that-
a. the scaffold is maintained in good repairs and measures are taken against
its accidental displacement.
b. scaffold or partly dismantled scaffold should not be allowed to remain in
such a condition that Stability of the remaining portion is not ensured for
unsafe scaffold if the notice in Hindi is not displayed

Rule 191:Standards, ledgers, putlogs-

Standards:- It means a member used as a vertical support or column in the
construction of scaffolds which transmits the load to the ground.
Ledger:-It means spanning horizontally and tying scaffolding longitudinally and
which acts as a support for putlogs or transoms
Putlogs:-It means a horizontal member on which the board, plank or decking of
a working platforms are laid.
Transoms:- It means a member placed horizontally and used to tie transversely
one ledger to another, or one standard to another in an independent tie scaffold

Rule 191 continued:
Ensure that:
a) Standards of a scaffold are---
• plumb, where practicable
• fixed sufficiently close together to secure stability considering—
all possible working situations
• conditions for intended use of scaffold
• spaced as close as possible to ensure stability
b) Displacement of scaffold is prevented by providing sole plate or base plate
c) Ledgers of metal scaffolds are placed at vertical intervals with regard to safety
and stability.

Rule 191 continued:

d) Bamboo ledgers are kept as nearly as possible. They are placed and fastened
to standard with due regard to safety and stability.

Rule No. 192: Working Platform

a. Ensure that working platform is provided around the face/ edge of the
building adjoining at-
- every uppermost permanent floor of the building under construction
- at any level where construction work such building is carried out

b. A platform is designed to suit-

-the number of building workers working on each bay
-the material, articles, tools carried by them in such bay

c. The safe working load and the no. of workers to be employed in each bay
must be displayed.

Rule 193: Board, plank and decking

Ensure that-
a. Board, plank, decking used for working platform is of uniform size,
strength and capable of supporting the workers and load as per national
std.
b. Metal decking should be of non- skid surface
c. Board or plank used for making platform should not project beyond its end
support. If it is projecting out, then it should be effectively prevented from
tripping or lifting
d. Board, plank, decking is fastened and secured.
e. At any one time maximum two working platform per bay should be used
to support workers, material etc.
f. Use safety net or similar method to prevent injury from falling material
g. Concrete and other debris should not be accumulated on any platform
h. If work is to be done upto the end of wall, work platform should be faced
or extended by 0.6 mtr

Rule no. 194:Repair of damaged scaffold

Ensure that-
a) Workers should not go on damaged or weak scaffold. Take adequate
safety measures then only send workers on such scaffold.
b) When repair of scaffold is undertaken, necessary warning sign should be
displayed.

Rule no. 195: Opening - Ensure that-

a. There should be no opening in any working platform (Exception- access to
the platform)
b. If openings are unavoidable, necessary protection against falling of material/
workers such as nets, belts etc.
c. Suitable safe ladder should be provided for accessing from one platform to
other platform.

Rule no. 196: Guardrail

Ensure that- suitable guardrail and toe board is provided to prevent fall of
building workers, material, tools, from any platform provided on scaffold.

Rule No. 197: scaffold used by building workers of different employers

Ensure that- If a scaffold used by earlier employer required to be used by
another employer, he should thoroughly inspected by a responsible person the
same and then use it.
a) If any rectification, alteration, or modification is to be made; it should be
made under the supervision of the responsible person mentioned above.

Rule No. 198: Protection against electric power line

Ensure that all practicable measures are taken to prevent workers working on
scaffold coming in contact with electric wires and dangerous equipment.

Rule no.199: Screening nets and wire nets

Ensure that no pedestrian or vehicular traffic is suffered from the falling of objects
hazard from a scaffold by enveloping such scaffold by a suitable wire nets or
screening nets.

Rule no.200: Tower scaffold

Ensure that-
a) The height of every tower scaffold should be less than 8 times, the lesser
of the base dimension.
b) It is lashed to a building or a fixed structure before using it.
c) Tower scaffold which can be moved or castered is-
a) Stable and adequately weighted at base
b) used only on plain and even surface
c) has casters provided with locking devices to hold it in position
d) When it is shifted there should no worker, tools, material on it.
Rule no. 201: Gear for suspension of scaffold

Ensure that-
a) Chains, ropes or lifting gears used for suspension of a scaffold are of
adequate strength, sound material, suitable for the purpose and is in good
maintenance.

No. 202: Trestle scaffold and cantilever

Ensure that-
a) -Trestle scaffold should not be more than 3 tiers if its working platform is
more than 4.5m above the ground.
b) It should be designed by a professional engineer.

Rule No. 203: Scaffold supported by building

Ensure that-
a. If a part of building is used as a support for scaffold it should have
sufficient strength and made of sound material.

b. Overhanging eaves gutters should not be used as support.

c. Suspended scaffold should be made as per the relevant standard.

d. A suspended scaffold should be raised or lowered by winches or climbers

only-
e. -if it is made of sound material, adequate strength

f. -if it is tested and certified safe for use by a competent person before
the start of its use.
g. All suspended scaffolds should be properly balanced by a approved
counterweight.
h. The working platform of the suspended scaffold should be fastened to the
building or structure to prevent its swinging and to make it safe.
i. Safe carrying load capacity of a suspended scaffold should be displayed.

Rule No. 205: Safety devices for suspended scaffold

Every suspended scaffold-
 -is provided at each suspension point with a safety rope with such a
safety device which will support the platform in the event of
 failure of primary suspension wires, winches or any part of the mechanism
used for raising or lowering.

This rule shall not apply-

 a) If the suspended platform is supported by two independent wire ropes so
that in case one fails, other rope will sustain the weight of such platform
and-
b) -prevent it from tilting too.
If an automatic system is present to support the platform in case failure
primary suspension takes place.

 Do take special precautions while working in vicinity of mobile cranes or electrical
overhead lines.
 Wear full body safety harness with double lanyard/ personal fall arrest system or other
equally effective means while ascending or descending the ladder or scaffolding working
platform is not fully guarded.
 Do check for emergency approach/ evacuation, especially adequacy of egress.
 Use safe material handling ways while shifting the material.
 Do report “At-risk conditions” e.g. missing ladder, incomplete decking, improper guarding,
no landing platform, loosely clamped ladder, etc. to your supervisor.
 Do check weekly certification of scaffold at random
Don’ts

 Do not use any part of operational line or pressurized piping as a support, or tie point for
scaffolds or staging.
Do not permit mixing of scaffold types in any one structure (e.g., steel/aluminum
couplers, wooden boards/metal grid boards).
 During the possibility of a thunderstorm, no work shall be executed at a height where a
person can be exposed to lightning.
 Never keep loose tools, materials etc at height in a way it may roll off and fall from
height.
 Do not use cross-bracing or end-frame (unless specially designed) for access.
 Avoid overloading and impact loading
 Never alter or modify or dismantle any part of the scaffold without permission from
scaffolding supervisor or concerned competent authority.
 Do not throw tools or scaffolding materials from height.
 Do not use “Incomplete Scaffold”.

5.0 RESPONSIBILITIES
 Project / Operations / Maintenance Manager - shall be responsible for the overall project.
The Project Manager will be responsible for the management of the project, both on and off site,
through delegation of duties in accordance with the organization chart and for the effective
implementation of the project management system
 HSE Officer will monitor and implement all HSE related issues. He shall ensure that all necessary
requirements regarding health, safety and environment concerns are met and adhered to. The HSE
Officer shall ensure that all permits (if any) and authorization are on hand prior to starting the site
operation.
 The QA/QC Engineer shall ensure that the safety tag is available in scaffoldings prior to
conducting inspections.

7.0 SAFETY

7.1.1 Proper access for trailers shall be provided.

7.1.2 Scaffolding materials shall be offloaded and stored in designated areas
7.1.3 Driver of trailer to be alert and follow instructions while reversing.
7.1.4 Only trained scaffolders shall erect the scaffolding
7.1.5 All personnel should wear safety shoes and helmets.
7.1.8 Persons working at height should wear safety harness and hook to the life saving tag line
7.1.9 The erection area to be cordoned and ensure no one is moving below the erection area.
7.2.0 Boards or other components should never be thrown down from a height.

8.0 PROCEDURES
8.1 Ensure the area is clean from all loose materials and debris prior to start erection
8.2 Ensure the ground is leveled and hard prior to erection
8.3 All erections shall be done under the supervision of competent & experienced scaffolder.
8.4 No damaged sections shall be used for erection.

8.5 Scaffold boards should be inspected after each job and those showing signs of abuse, decay or
excessive warping should be discarded.

8.6 Ensure Base plates are placed on top of wooden planks so as to distribute the load to wider
area.
8.7 Standards on base plates should be se in vertical rows.

8.8 Ledgers shall be level and fixed to standards with right-angle couplers.

8.9 The spacing of standards and ledgers shall be as per approved shop drawings

8.10 Transoms must be firmly fixed to ledgers or standards and spacing shall be as per the

thickness of the board.

8.11 Ledger joints shall be staggered through out.

8.12 Bracings (Zig Zag, dog leg) shall be always secured on load bearing couplers at alternate pairs of

standards as per approved shop drawing.

8.13 Every support shall be rigidly connected to the building or structure at alternate floors

as hown in the approved shop drawing.

8.14 Ladders used in scaffold shall be strong enough to support the load, equally

supported on both sides and secured to prevent slipping.

8.15 Ladder shall be tied properly to the ledger or transom with ladder clamp or coupler to

prevent slipping both sideways and outwards

8.16 Stairs shall be kept free from all obstructions, materials & rubbish.

8.17 Ladders shall be set at a working angle of 750 to the horizontal and shall be extended above
platform level to provide adequate hand hold at all stepping-off points and shall have handrails
provided.
8.18 Boarding’s shall be close boarded and end butted throughout.

8.19 Boards used in walkways shall be strong enough for the intended work and board ends must
not overlap their supports by more than four times the thickness of the boards.

8.20 Tripping hazards shall be minimized by fitting of bevelled pieces wherever necessary.

8.21 The width of working platforms shall be as per approved shop drawing.

8.22 Guard rails and toe boards are required at the outside of and at the ends of all
working platforms from which men and materials can fall more than 2m

8.23 Toe boards and guard rails shall be fitted on the inside of standards to prevent outward

8.24 If guard rails and toe boards are removed to permit passage of men & materials they
