The United Nations began considering a culture of peace in 1992 when UNESCO adopted a Culture of Peace Programme. Over the following decade, as the programme developed, the UN General Assembly began requesting updates from UNESCO and eventually declared 2000 as the International Year for the Culture of Peace. The General Assembly also adopted UNESCO's Declaration and Programme of Action on a Culture of Peace in 1999 and declared 2001-2010 as the International Decade for a Culture of Peace.
