faculty of Life Sciences in PTU

science is special branch of life science which overlaps with other disciplines, same has

1. REVISION OF SYLLABI
Background:
Since the inception of the PTU, the Syllabi of various courses
have been revised 3/4 times and the practice was that the Board
of Studies used to recommend revisions and submit the revised
syllabus to the PTU authorities, who used to put it up the same
before the Academic Council. Once approved by the Academic
Council, the same was issued in hard copy & soft copy with
each page signed by the Registrar to give authenticity to the
Syllabi
Off late, the Board of Studies in various disciplines have started
issuing the syllabi without authentication in the Academic
Gouncit or signed by the Registrar. This has resulted in various
Complications. The latest case in point is the Syllabus of MCA.
Semester, where the Board of Studies has changed the
complete structure and pattern of the Question paper. They have
allotted 100 marks for Extemal and 50 marks for Internal against
the established practice of 60% External and 40% Internal. This
has harmed the students in the marking as there is hardly any
student who got more than 60% marks as all examiners have
‘mind set of 60 marks. It has also caused complications and
embarrassment to the Examination Branch where they had to
fevise the results because some evaluators had marked the
papers with 60 marks in mind.
‘SUGGESTIONS,
itis suggested that the tested pattern of 60% Externals and 40%
Internal may be made mandatory in future, The respective Board
of Studies should revise the Syllabi and submit to the
appropriate authority in the PTU who, after screening, should put
up before the Academic Council end if passed, the same may be
issued under the signatures of the Registrar, because without
his signatures, the syllabi has no sanctity and if any College
deviates from this Syllabus no action can be taken against them
«a8 Syllabi is not authenticated by appropriate authority
PERMISSION TO CORRECT THE ERRORS IN THE
AWARD:
Background:
In the 40” meeting of Academic Council, PCTE, Baddowat
(Ludhiana) had put up a point vide Agenda Point No. 40.17
Fegarding permission to correct any error commited while
submitting the Intemal Awards due to any reason. Though it was.
‘agreed that the correction may be allowed only once in really
deserving cases, but this decision was not recorded in the
minutes.Agenda 42” Academic Council Meeting (20” September, 2013)
Suggestions:
Its suggested that the decision may be recorded in the Minutes
and the Colleges should be allowed to get it corrected on
detecting the same before or after the issue of result gazette.
|. REVISION OF PTU CALENDAR
Background:
‘The University Calendar was published in 2005 and it was of
gfeat help to the institutions. Since then a large number of
amendments to various regulations have been carried out and
the same are not compiled in any one volume. In one of the
meetings of the Academic Council, it was decided to up-date the
Calendar, but the same is yet to be up-dated
SUGGESTIONS:
It is suggested that the PTU Calendar may be up-dated
immediately and should be published in the form of a Book as it
is considered authenticated only when its published in the form
of a Book and its easy to quote and show to other authorities. It
‘may also be decided that the Calendar may be up-dated after
every three years.
|. REAPPEAR EXAMINATIONS AS PER ODD AND EVEN
SEME!
Background:
It was decided in one of the Academic Council meetings that the
reappear Exams. of the even and odd semesters should be held
only with the Odd & Even Semester and not in every Semester.
The decision was approved by the Board of Governors after
‘obtaining the legal opinion and that was in favour of the decision.
Due to the representation of some Colleges it was not
implemented
Suggestions
It is suggested that this decision may be implemented from the
Session 2013-14 for new admissions. PTU should give this
information in the Admission Brochurefadmission instructions
and in appropriate regulations that reappear Examinations will
be applicable for the newly admitted students. It wil enhance
cfficiency and results.
ADVANGE TO GONDUGT END OF TERM EXAMS. AND
EVALUATION OF ANSWER BOOKS.
Background:
The Colleges used to receive Advance for conduct of End of
Term Exams. and evaluation. Off late, the advance is not
granted on the plea that previous bill has not been finalized. The
Colleges submit the bills in time, but PTU take 3 to 4 months to
settle the bills. Taking the plea that as the bill is not settled, the
advance cannot be granted is not correct. Actually, the bills are
24Ori Agenda 42 Academic Council Mecting (20” September, 2013) |
ene
submitted in time and the same are not settled with the result
that the Colleges have to spend the entire expenditure on the
conduct or evaluation from their own funds and have to struggle
for months together to get the bills settled.
‘Suggestions:
It is suggested that the Institutes may be given advance as per
the average expenditure on the conduct for the last two exams
and once the bills are submitted the same may please be settled
within the stipulated time may be one month,
6. IMPRINT OF CANDIDATES’ PHOTOGRAPHS ON DMCs AND.
DEGREES
Background: Quite a few Universities in India including DEP
Department of PTU, CBSE, New Delhi and Punjab State
Education Board have started printing the photographs of the |,
candidates on the Detail Marks Certificates and the final
Diplomas and Degrees to eliminate the chances of
impersonation.
Suggestions:
1. Itis suggested that the photographs of the candidates should
be printed on the DMCs, Degrees, EOT Exam. Applications
Forms, Admit Cards and the Signature Sheets. As PTU has
all the data on the computer, no extra expenditure is involved
in this, but it will ensure authenticity,
2. It is also suggested that the degrees Issue to the student
should have embossed seal of the PTU.
7. DECISION TAKEN It ]GH-POWERED EXAMINATIONS
REFORMS COMMITTEE SET UP BY PTU.
Background:
‘A high-powered Examinations Reforms Committee under the
Chairmanship. of ex-Vice-Chancellor Dr. S.K Salwan was
formed by PTU. Quite a few meetings were held at PTU campus
and some at coveted Institutes at Jalandhar. Large number of
suggestions and recommendations were received from various
quarters and quite a few of them were accepted. Some of them
‘were implemented. The final recommendations of such a high
powered Examinations Reforms Committee should have been
‘conveyed to the Institutes and the recommendations accepted
may be implemented.
‘Suggestions,
It is suggested that the decisions arrived at the High-powered
Examinations Reforms Committee may please be conveyed to
the Institutions in a consolidated form,

3) Once a college is approved by the University for running M
Tech( Part Time ) course in a stream, then the approval should
not be cancelled abruptly when there are less than eight
admissions. The college will not conduct the classes in any
academic year if the required number of admissions are not
made. However, the institute can try in the next academic year
for fresh admissions and it may succeed in its efforts, But once
the approval is cancelled in want of required number of seats,
then the process of admission is stopped and revival of the
same is cumbersome.

respective BOS along with the viabilly of these courses,
Course work for Ph.D Students (Business Mgmt.) of PITK would be one year long
‘The council taken the agenda and discussed at length and agreed that adding more
number of compulsory subjects could not improve the quality of Ph. D. rather it will
Geteriorate the quality of thesis as students have less time for the thesis work. Therefore
council has recommended that as per the guidelines the minimum tow subjects should
be offered and the research boardicommittee will decide wherever any additional subject
| required to:study by any of the student in view of his/her research plan,
Onetime payment, registration and choice filling.
‘The Dean (Academic) informed that during this year admission to save time and to make
the admission in minimum time, the University has decided that Counseling fee
deposition, registration and choice filing progess will be done only once. Therefore the
registration will be open only before the start of counseling and only one time the student
‘can enter choice for admission and during subsequent counseling rounds only option for
participation will be given without any updation of the choice already entered during first
round.
‘The matter was deliberated at Jength and it was deiced that the fee deposition and
registration can be dane only once i.e. before the start of online counseling. However,
the students should be given option only to change the choice during subsequent rounds
of counseling.
For MCA admission the university will pursue the case with the Punjab Government to
make decentralized the admissions for this calegory by authorizing the individual
colleges to make admission as being number of vacant seats every year. However if in
‘any Case centralized counseling is made than the admission will be made on the basis
of test to be conducted by the university.
