DISCLAIMER:
Qualified and eligible candidates are required to register on the MCC website i.e.
www.mcc.nic.in to participate in the counselling process for allotment of seat.
MCC does not allot any seat either on nomination basis or manually.

a) All questions in the scheme of counselling are mandatory in nature and not
optional. Candidates are advised to go through these important questions
related to the scheme of counselling before registering on MCC website, in
order to understand the scheme of counseling.

b) Candidates are deemed to have read, agreed and accepted the Scheme of
Counselling and the terms and conditions of the counselling scheme for
NEET-UG Counselling on completing the online submission of
application/registration form.

c) Application for NEET – UG Counselling can only be submitted online


through Medical Counselling Committee website www.mcc.nic.in.
MCC- UG

Application submitted through any other mode shall be summarily rejected.

d) Candidates are further advised to fill the application form on their own on the
mcc website.

e) A candidate can submit NEET-UG Counselling application/registration form


only once. Any candidate found to have submitted more than one
application/registration form for NEET-UG Counselling shall be debarred
from NEET-UG Counselling allotment process, his/her candidature shall be
cancelled and further action as deemed appropriate by the MCC of DGHS,
MoHFW shall be taken.
f) The Security Deposit will be forfeited if a candidate who has been allotted a
seat in the Second Round or subsequent rounds and does not join the
respective institution or surrender the seat due to any unforeseen reason.
Also the Security Deposit will be forfeited if the admission gets cancelled

due to any reason. E.g in case the candidate gives wrong information at the
time of registration on the basis of which a seat may be allotted and later
cancelled by the Admission Authorities at the time of reporting or fails to
produce the required documents at the time of admission (within stipulated
time).
g) Candidate may kindly note that registering for NEET-UG Counselling does
not confer any automatic rights to secure an Under Graduate seat. The
selection and admission to Under Graduate seats in any medical Institution
recognized for running Under Graduate courses as per Indian Medical
Council Act, 1956 is subject to fulfilling the merit, admission criteria,
eligibility, and such criteria as may be prescribed by the respective
universities, medical institutions, Medical Council of India, State/Central
Government.
h) Candidate should ensure that all the information filled during the online
submission of application/registration form is correct and factual.

Information provided by the candidates in the online application/registration


form shall be treated as correct and self-certified and MCC shall not
entertain, under any circumstances, any request for change in the information
provided by the candidates.
i) MCC does not change/ edit /modify/alter any information entered by the
candidates at the time of online submission of application/registration form
for Counselling under any circumstances.
j) The information regarding Stipend /fee structure/ course duration / bond
amount / rendering of service in rural / tribal area/other conditions etc. has
been provided by Medical Colleges. MCC/ DGHS takes no responsibility
regarding the above information including Fees/ Bond/ Mode of Payment or
any typographical error/ data etc. Candidates are advised to visit College
website or contact the College Authorities directly for any query regarding

above information before filling choices. Choices once locked cannot be
modified and any request to MCC/DGHS regarding tinkering of choices will
not be entertained.

k) Candidates are advised to confirm their eligibility/domicile status before


registering on MCC website for Institutional Quota seats of Central
Universities/Institutes/ JIPMER before opting for their seats.
l) Candidates are advised to confirm the fee structure/ any other additional fee
from the colleges especially Deemed Universities before filling up choices
for the same. Some All India Quota colleges might have high fee structure,
therefore confirmation about the fee should be made before hand, MCC of
DGHS takes no responsibility of the fee structure of the colleges and will not
entertain any request or complaint regarding Fee Structure. The above
information may be confirmed by the candidate before filling the choices.
m) Candidates are advised to be in touch with the MCC website
MCC- UG

(www.mcc.nic.in) for Schedule / latest updates / Results / Notices / News &


Events pertaining to counselling as MCC /DGHS will not be individually
contacting the candidates for the same.
n) No communication will be directly sent to the Candidate(s). They are
advised to be in touch with the website on regular basis for any updates.
o) Candidates are advised to use the Mobile number/email id used by them
during registration on NTA website for MCC counselling registration
process.
p) Court cases w.r.t. counselling must be in Delhi jurisdictions area.
q) Central Pool seats are maintained by Ministry of Defence, Ministry of
External Affairs and other Ministries. MCC has no role to play with regard to
the same and the Counselling of the Central Pool seats is not conducted by
MCC of DGHS. Candidates are advised to be aware regarding the same.

CHAPTER1- INTRODUCTION

i. NEET UG Counselling
1. As per the ‘ Modified Scheme’ approved by the Hon’ble Supreme Court
of India, vide order dated 07.06.2012 passed in I.A. No. 35 / 2012 in Writ
Petition (Civil) No(s). 443 of 1992 filed by Sharwan Kumar V/s DGHS
&Ors., Medical Counseling Committee of DGHS in Ministry of Health
and Family Welfare, Govt. of India, New Delhi is conducting Online
Counseling for allotment of Under Graduate (MBBS/BDS) seats to the
eligible and qualified candidates under 15% All India Quota in
participating Government Medical/Dental Colleges of the country every
year. The allotment of seat to the candidates is made based on the NEET-
UG Examination conducted by National Testing Agency (NTA).
2. In addition, as per the directions of the Hon’ble Supreme Court of India
dated 09.05.2017 passed in W.P. (C) No. 267/2017- Dar-Us-Slam
Educational Trust and Ors. V/s Medical Council of India and Ors. ,
Medical Counseling Committee of Directorate General of Health
Services is also conducting Online Counseling for allotment of Under
Graduate (MBBS/BDS) seats to the eligible and qualified candidates in
MCC- UG

participating Deemed Universities of the country on the basis of NEET


(UG) examination conducted by NTA.
3. Vide MCI Gazette Notification dated 27th June, 2017, the Designated
Authority for counseling for the 15% All India Quota seats of the
contributing States and all MBBS seats of Medical Educational
Institutions of the Central Government, Universities established by an
Act of Parliament and the Deemed Universities shall be the Directorate
General of Health Services, Ministry of Health & Family Welfare,
Government of India.
4. The scheme of Counselling was modified by the Hon’ble Supreme Court
of India vide order dated 16.12.2021 in “SLA (C) No. 10487 of 2021 in
the matter of Nihila P.P. v/s MCC & Ors. wherein it was approved by the
Hon’ble Supreme Court of India to conduct online 4 rounds of AIQ
Counselling i.e. AIQ Round 1, AIQ Round 2, AIQ Mop-up Round, AIQ
Stray Vacancy Round. Therefore, no seats will be reverted back to the
participating States after completion of Round 2.
5. Vide Order dated 22.08.2017 the Hon’ble Supreme Court of India in
W.P. (C) No. 689 of 2017 in the matter of Consortium of Deemed
Universities in Karnataka & Anr. v/s Union of India &Ors. had issued

directions stating that, 15% seats have to be allotted to the NRI
Candidates in respect of UG seats (Medical/Dental) in Deemed
Universities.
6. The Hon’ble Supreme Court of India vide Order dated 09/05/2017 passed
in Writ Petition (C) No.267 of 2017 –Dar-Us-Slam Educational Trust
&Ors Vs MCI &Ors. Directorate General of health Services, Ministry of
Health & Family Welfare had directed as follows:

“After the second round of counselling for All India Quota seats, the
students who take admission in All India Quota seats should not be
allowed/permitted to vacate the seats. This would ensure that very few
seats are reverted to the State Quota and also All India Quota seats are
filed by students from the all India merit list only. The students who take
admission and secure admission in Deemed Universities pursuant to the
second round of counselling conducted by the DGHS shall not be
eligible to participate in any other counselling.”

7. Keeping the above directions in view Candidates are advised to take a


calculated decision of continuing in Second round of
AIQ/Deemed/Central Universities as they would not be permitted to
resign from 2nd round of AIQ/Deemed/Central Universities. They will
also not be allowed to participate in any Counselling after joining in
MCC- UG

8. As per the directions of Hon’ble Supreme Court of India in “W.P (C) No.
443 of 1992 Sharwan Kumar Vs. Dir. General of Health Services &
Anr.” the following order has been issued
“If in implementation of the scheme any difficulties are felt by the
Director General of Health Services or by any other person including
the authorities in the States or by the Universities, they can approach
this Court for necessary directions.”

ii. Role of MCC in NEET


The MCC/DGHS will be doing Counseling for 15% AIQ, 100% Deemed
Universities, Central Universities (Delhi University, AMU & BHU including
Institutional/ Domicile Quota), 100% ESIC, AFMC(only Registration Part) &I.P
University (VMMC & SJH AND ABVIMS & RML& ESIC Dental, Delhi (15%
AIQ + 85% Institutional Quota ) 100% AIIMS, 100% JIPMER and B.Sc.
Nursing (only 08 Central Institutes).

The role of MCC of DGHS is limited to allotment of seats to the participating
candidates, as per their merit and choice, which starts only after receiving the
list/data/Information of successful candidates from National Testing Agency i.e.
the NEET (UG) examination conducting body.

CHAPTER 2- 15% ALL INDIA QUOTA
There will be four rounds of AIQ online counseling i.e. AIQ Round 1, AIQ Round
2, AIQ Mop-Up Round and AIQ Stray Vacancy Round (SLA (C) No. 10487 of
2021 in the matter of Nihila P.P. v/s MCC & Ors. Hon’ble Supreme Court of
India) which will be conducted in online mode. All candidates who have qualified
for All India Quota seats on the basis of their rank in NEET UG conducted by the
National Testing Agency (NTA) except the Union Territory of J&K will be
eligible. Eligible candidates may download the Rank letter/ Result from NTA
website. Cut-off rank of eligible candidates will also be available on the MCC
website (www.mcc.nic.in). No seats will be reverted back after the completion of
round 2 of AIQ to the States.

Open seats-domicile free includes:


i. 15% All India Quota seats MBBS/ BDS Seats of States (except Jammu & Kashmir)
ii. 100%MBBS/ BDS Seats of BHU OPEN
iii. AIIMS Open seats- 100% MBBS Seats of AIIMS across India
iv. JIPMER Open (Puducherry/ Karaikal)
v. AMU Open
vi. 15% All India Quota seats of DU/ I.P University (VMMC/ ABVIMS/ESIC Dental)
vii. Jamia Open seats- Faculty of Dentistry (Jamia Milia Islamia)
viii. 15% All India Quota Seats of ESIC MCC- UG

Reservation Policy for 15% All India Quota seats:


Reservation Policy of the Central Government for the NEET-UG Counselling in
All India Quota is as follows:

 S.C.- 15%
 S.T.- 7.5%
 O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%
 EWS- as per Central Government norms- 10%
 PwD- Horizontal Reservation as per NMC norms- 5%

Reservation of seats under PWD Category is 5% in AIQ and the 21 Benchmark


Disabilities as envisaged under the regulations of Rights of Persons with
Disabilities Act 2016. For range of disabilities included, please see Annexure
‘1’.

Candidates who want to avail 5% PwD reservation in UG seats of Govt. /Central


medical institutions should obtain Disability certificate as per 21 Benchmark
Disabilities given under RPWD Act 2016, from the designated disability centres
as per the list enclosed as ANNEXURE- 2.The certificate issued by any other

hospital/ board will not be accepted.

Candidates declared Qualified/Eligible for All India Quota Undergraduate


Seats (MBBS/BDS) only will be eligible for online allotment process for All
India Quota Seats, which is conducted by the Medical Counseling Committee
(MCC), Ministry of Health & Family Welfare, & Government of India. For
State Quota, Private medical and dental college seats the candidates are
required to contact the appropriate State Government/Admission Authority &
Directorate of Medical Education. Medical Counseling Committee (MCC)
will not be able to guide candidates in this matter.

Roster:
 The roster on the 15% AIQ seats shall be applied by the MCC of DGHS,
MoHFW as per DoPT and MoHFW norms.

Eligibility Condition for AIQ:


1. The Candidate should have qualified NEET UG.
2. Domicile free.
3. As per norms of NMC MCC- UG

 The conversion of seats will be carried out during the Mop Up Round for AIQ,
Deemed, Central Universities/Institutes, AIIMS, JIPMER, B.Sc. Nursing
courses. The said conversion will be done only when the eligible Candidates
belonging to the said Conversion Category have exhausted.

CHAPTER 3- 100% DEEMED UNIVERSITY
There will be four rounds of counselling i.e. Round 1, Round 2, Mop-Up Round &
Stray Vacancy Round. Out of the four rounds, three rounds will be conducted online by
MCC i.e. Round 1, Round 2 and Mop-Up Round. The Stray Vacancy round shall be
conducted by the respective Deemed Universities for which the list of registered
Candidates for the Stray Vacancy round will be forwarded by the MCC to the Deemed
Universities. All the candidates who have qualified for All India Quota seats on the
basis of their rank in NEET UG conducted by NTA including candidates from Union
Territory of J&K will be eligible. Eligible candidates may download the Rank letter/
Result from NTA website.

Reservation Policy:
 Candidates who fall under the category of NRI as per the directions/ orders of
Hon’ble Supreme Court of India in the case (W.P. (C) No. 689/2017- Consortium of
Deemed Universities in Karnataka (CODEUNIK) & Anr. Vs. Union of India &Ors.)
MCC- UG

dated 22-08- 2017 are eligible for NRI Category. OCI/PIO/Foreign Nationals
candidates will be considered as NRI. OCI/PIO/Foreign Nationals Candidates
will only be eligible for NRI seats vide Ministry of Home Affairs Gazette
Notification No. S.O.1050 (E) dated 04th March, 2021. **
**Vide Order dated 08/11/2021 in W.P. (C) No. 1397 of 2020, the Hon’ble
Supreme Court of India has directed as follows:
“The applicants and all other eligible candidates who are similarly situated are
permitted to appear in the counselling in the General on par with Indian Citizens to
pursue MBBS/BDS courses and other undergraduate/Post Graduate courses in
approved/recognized Medical/Dental & other Colleges/Institutes.
It is made clear that the aforesaid interim relief is limited to the academic year
2021-2022 only.”

The Candidates who wish to claim the benefit under NRI category through NRI
sponsorship will have to submit the following documents as and when the same
are called for by the MCC:

 Documents claiming that the sponsorer is an NRI (Passport, Visa of the
sponsorer).
 Relationship of NRI with the candidate as per the court orders of The
Hon’ble Supreme Court of India in case W.P.(c) No. 689/2017- Consortium
of Deemed Universities in Karnataka (CODEUNIK) & Ans. Vs Union of
India &Ors. dated 22-08- 2017.
 Affidavit from the sponsorer that he/ she will sponsor the entire course fee
of the candidate duly notarized.
 Embassy Certificate of the Sponsorer (Certificate from the Consulate).
 NEET Score Card of the candidate.
There will be no reservation for OBC/ SC/ ST/ PWD/EWS candidates in
Deemed Universities.

There might be reservation for Jain Minority or Muslim Minority in certain


deemed universities. Candidates are requested to verify their eligibility for
the same before applying under the said category.

Seat Matrix:
 The seat matrix for the Deemed University seats shall be prepared by the
MCC of DGHS, MoHFW.

Eligibility Condition for Deemed University:


1. The Candidate should have qualified NEET UG.
2. Domicile free.

JAIN MINORITY/ MUSLIM MINORITY/ NRI CONVERSION: JAIN


MINORITY/ MUSLIM MINORITY/ NRI seats remaining vacant after the Mop-Up
rounds will be converted to Private Deemed University seats after exhaustion of all the
eligible Jain Minority/Muslim Minority/ NRI candidates to avoid any wastage of seats.

 The conversion of seats will be carried out during the Mop Up Round of Deemed,
Universities. The said conversion will be done only when the eligible Candidates
belonging to the said Conversion Category have exhausted.

CHAPTER 4 – AIIMS
There will be four rounds of counselling i.e. Round 1, Round 2, Mop-Up Round
& Stray Vacancy Round for all AIIMS across the Country which will be
conducted by MCC. All the candidates who have qualified for NEET-UG on the
basis of their rank in NEET UG conducted by NTA including candidates from
Union Territory of J&K will be eligible. Eligible candidates may download the
Rank letter/ Result from NTA website.

Certain specific eligibility conditions of AIIMS are different from those


highlighted in the NTA Information Bulletin. Eligible and willing candidates are
advised to keep a note of the same before choice-filling. A copy of the same is
annexed at Annexure- 6

Candidates are advised to go through the Information Bulletin of AIIMS for


checking the eligibility conditions, seat status etc. before applying for the same.
In case the said eligibility conditions are not fulfilled, the seat is likely to be
cancelled.

Reservation Policy for AIIMS:


The reservation policy of the Central Government is followed and the same is
MCC- UG

applied only on the seats contributed by AIIMS to MCC:


 S.C.- 15%
 S.T.- 7.5%
 O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%
 EWS- as per Central Government norms- 10%
 PwD- Horizontal Reservation as per NMC norms- 5%
 Foreign National seats**
Reservation of seats under PWD Category has been increased from 3% to 5%
in AIQ and the 21 Benchmark Disabilities as envisaged under the regulations
of Rights of Persons with Disabilities Act 2016. For range of disabilities
included, please see Annexure ‘1’.

Candidates who want to avail 5% PwD reservation in UG seats of Govt.


/Central medical institutions should obtain Disability certificate as per 21
Benchmark Disabilities given under RPWD Act 2016, from the designated
disability centres as per the list enclosed as ANNEXURE- 2. The certificate
issued by any other hospital/ board will not be accepted.

** For the Foreign National seats NRI/OCI/PIO/Foreign Nationals candidates will
only be eligible for NRI seats and UR seats for the academic year 2021-22 vide Order
dated 08/11/2021 in W.P. (C) No. 1397 of 2020, the Hon’ble Supreme Court of India has
directed as follows:
“The applicants and all other eligible candidates who are similarly situated are permitted
to appear in the counselling in the General on par with Indian Citizens to pursue
MBBS/BDS courses and other undergraduate/Post Graduate courses in
approved/recognized Medical/Dental & other Colleges/Institutes.

The fees for the NRI/OCI/PIO/Foreign Nationals will be determined by AIIMS


Authorities.

 The roster for the 100% AIIMS seats shall be applied by the MCC of
DGHS, MoHFW.

3. Eligibility conditions as per AIIMS will be applicable.

CHAPTER 5 – ESIC- Insured Persons Quota
Percentage of Insured Persons Quota seats out of State Quota seats earmarked for
Insured Persons students is domicile free and the counselling for the same will be
conducted by MCC.
There will be four rounds of counselling i.e. Round 1, Round 2, Mop-Up Round &
online Stray Vacancy Round for ESIC which will be conducted by MCC. All the
candidates who have qualified for NEET-UG on the basis of their rank in NEET UG
conducted by NTA will be eligible. Eligible candidates may download the Rank letter/
Result from NTA website.

Reservation Policy:
Reservation Policy for ESIC Insured Persons Quota is as follows:
 S.C.- 15%
 S.T.- 7.5%
 O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

and 12th) classes in the recognized schools/colleges in Delhi and passed
the qualifying examination from any school/college located in Delhi
shall fall under ‘Delhi Region Category’.
 The candidates who have passed the qualifying examination (11th and
12th class) from any school/college located in any part of the Country
(other than NCT of Delhi) shall fall under ‘All India Region Category’.
 The candidates who have passed the qualifying examination from any
school/college located in Delhi shall be considered for admission under
both- Delhi Regional Category as well as – All India Regional
Category. This consideration shall, however, be on the basis of merit of
the candidate.
 For the PwD category 5% seats are reserved (horizontally) in the

9.1 Candidates who desire to participate in AFMC Counseling will be required to


register on the MCC portal i.e. www.mcc.nic.in.

9.2 The list of registered candidates will be sent to AFMC Authorities for conducting
counseling at their own end as per their rules and regulations of AFMC Authorities.

9.3 The role of MCC is limited to registration of the willing Candidates only.

9.4 MCC shall not be responsible for any allotment made by or on behalf of the AFMC

Enclosure: Eligibility criteria for Puducherry UT domicile

I. Puducherry UT Domicile - Definition:


A candidate is considered to be domicile to the UT of Puducherry (P-UR), if he/she
satisfies at least one of the following domicile criteria (Refer to Annexure in JIPMER
MBBS Prospectus for the Format of Certificates)
a) Those candidates or whose parent (either mother or father or both) or Guardian
(in the case of children who have lost both parents) have been residing
continuously in this Union territory for at least five years immediately preceding
the closing date of NTA NEET 2021 application.
b) Those who have passed SSLC/HSC or any other public examination and for that
purpose had undergone academic studies continuously for 5 successive classes
immediately preceding the qualifying examination (including the year of the
qualifying examination) in recognised educational institutions(s) located in
Puducherry Union Territory and having their residence in the Puducherry Union
Territory for five years continuously during that period.
c) Children whose parents are Central Government Servants, Employees of Central
Government Autonomous institutions, State Government Servants, Defence
Personnel, Central Paramilitary Forces, Employees of Public Sector Undertakings
wholly or substantially run either by the Central Government or by the Puducherry
Union Territory administration, posted and serving in the Puducherry Union
Territory for at least a minimum continuous period of three years immediately
prior to the last date of submission of application and the children of the above
said employees should have studied in the Higher Secondary Course of two years
in any of the schools in the U.T. of Puducherry and should have also passed the
Higher Secondary Examination from the same school. [G.O. Ms. No. 04,

d) Children of Defence Personnel who were killed or disabled in action and who
have declared Puducherry as their hometown.

II. Definition of Puducherry UT domicile categories:


(i) Puducherry UT - Unreserved (P-UR):
A candidate who is an Indian National satisfying the requirement of eligibility as
prescribed by the NTA NEET 2021 Information Bulletin as well as Puducherry
domicile criteria mentioned above (I) is eligible under this category.
(ii) Puducherry UT - Other Backward Classes - Non-Creamy layer (P-OBC-NCL):
Applicants are required to ensure that he/she does not belong to the persons/ sections
(Creamy Layer) mentioned in Column 3 of the Schedule to the Government of India,
Department of Personnel & Training O.M. No. 36012/22/93-Estt. (SCT) dated
08/09/93 which is modified vide OM No. 36033/3/2004 Estt. (Res.) dated 09/03/2004
or the latest notifications of the Government of India (i.e. Central list) in support of
his/her claim.

OBC Certificate must be in the format as mentioned in the NTA NEET 2021
Information Bulletin. A candidate satisfying the afore-mentioned definition as well
as Puducherry domicile criteria mentioned above (I) is eligible under this category.
(iii) Puducherry UT - Scheduled Caste (P-SC):
Applicants will be required to produce the necessary certificate in the format
provided. During counselling the certificate as prescribed in M.H.A., O.M., No.
42/21/49-N.G.S. dated the 28.1.1952, as revised in Dept. of Per-& A.R. letter No.
36012/6/76-Est. (S.CT), dated the 29.10.1977, to be produced by candidate
belonging to a Scheduled Caste in support of his/her claim. SC/ST Certificate must
be in the format as mentioned in the NTA NEET 2021 Information Bulletin. A
candidate satisfying the afore-mentioned definition as well as Puducherry domicile
criteria mentioned above (I) is eligible under this category.
(iv) Puducherry UT - Scheduled Tribe (P-ST):
Applicants will be required to produce the necessary certificate in the format
provided. During counselling the certificate as prescribed in M.H.A., O.M., No.
42/21/49-N.G.S. dated the 28.1.1952, as revised in Dept. of Per-& A.R. letter No.

candidate satisfying the afore-mentioned definition as well as Puducherry domicile
criteria mentioned above (I) is eligible under this category.
(v) Puducherry UT - Economically Weaker Sections (P-EWSs):
Applicants who are not covered under the scheme of reservation for SCs, STs and
OBCs and whose family has gross annual income below Rs. 8.00 lakh (Rupees eight
lakh only) are to be identified as EWSs for benefit of reservation. Income shall also
include income from all sources i.e. salary, agriculture, business, profession, etc. for
the financial year prior to the year of application.
Also persons whose family owns or possesses any of the following assets shall be
excluded from being identified as EWS, irrespective of the family income:
i. 5 acres of agricultural land and above;
ii. Residential flat of 1000 sq. ft. and above;
iii. Residential plot of 100 sq. yards and above in notified municipalities;
iv. Residential plot of 200 sq. yards and above in areas other than the notified
municipalities.
The property held by a "Family" in different locations or different places/ cities would
be clubbed while applying the land or property holding test to determine EWS status.
The term "Family" for this purpose will include the person who seeks benefit of
reservation, his/her parents and siblings below the age of 18 years as also his/her
spouse and children below the age of 18 years. (As per the Office Memorandum
F.No.36039/1/2019 dated 31st January 2019 by Ministry of Personnel, Public
Grievances & Pension & F.No. A11013/01/2019 dated 28th February 2019 by
Ministry of Health & Family Welfare, Government of India. A candidate satisfying
the afore-mentioned definition as well as Puducherry domicile criteria mentioned
above (I) is eligible under this category.

(vi) Puducherry UT - Persons with Benchmark Disability (P-PwBD):
The eligibility of candidates to pursue a course in medicine with specified benchmark
disability shall be in accordance with NTA NEET 2021 Information Bulletin.
If any candidates submit the false information / forged certificates will be subjected
to prosecution. If it is confirmed, their candidature will be cancelled.
A candidate satisfying the afore-mentioned definition as well as Puducherry domicile
criteria mentioned above (I) is eligible under this category.
Any dispute in Residence/Community certificate of Puducherry issued by
Authorised Personnel of Govt. of Puducherry should be referred to the Court of law.
The same will not be dealt by this Institution.

Subject: Eligibility criteria for B.Sc. (Nursing) counseling for the academic year
2021-22-regarding.

1. The minimum NEET cut-off percentile (Category wise-UR/EWS/SC/


ST/OBC/PwD) for participating in the B.Sc. (N) Counselling process.

This is the first time that Common Entrance Examination (NEET) and Common
Counseling is attempted for the admission to B.Sc. Nursing at the National
level. Since online counselling process is to be conducted by MCC using the
software prepared by NIC, it is suggested that the minimum NEET cut-off
percentile for participating in the B.Sc. (N) Counselling process may also be the
same as applicable to all other courses (MBBS/BDS) i.e. 50 percentile for UR,
40 percentile for SC/ST/OBC and 45 percentile for UR-PwD.

2. The State Quota eligibility conditions of the Nursing Institutes for


85% State Quota seats.

The State quota eligibility conditions of the Nursing Institutes for 85% State
quota Seats is only for the NCT of Delhi.

3. The Disability norms as recognized by INC for pursuing B. Sc.


Nursing Course

The disability norms for pursuing B.Sc. (N) course as per INC norms are
available at INC website under Gazette Notification revised regulations and
curriculum for B.Sc. (nursing) program, regulations dated 05.07.2021.
Further INC has intimated wide Letter dated 26th Nov 2021 that

a. Colour blind candidates are eligible provided that colour corrective contact
lens and spectacles are worn by such candidates.

b. Candidates shall be medically fit.

c. Reservation for disability, 5% disability reservation to be considered for


disabled candidates with a disability of loco- motor to the tune of 40% to 50%
of the lower extremity and other eligibility criteria with regard to qualification
will be same as prescribed for General category candidates. The upper age
limit shall be relaxed by 5 years for disabled candidates.

Note: A Committee to be formed consisting of Medical Officer authorized by


medical board by State Government and a nursing expert in the panel which
may decide whether the candidate have the disability of loco-motor to the
tune of 40% to 50%.

herewith.
