RESOLUTION ENDORSING THE INCLUSION OF BARANGAY SAN MARCOS HANGING BRIDGE THROUGH

BARANGAY RESOLUTION NO. 09 SERIES OF 2023 IN THE PROVINCIAL ECONOMIC DEVELOPMENT PLAN
OF THE PROVINCE OF CATANDUANES

WHEREAS, pursuant to Joint Memorandum Circular (JMC) No. 2017-1, s. 3.2.3 of the Department of the
Interior and Local Governance (DILG) and Department of Budget and Management (DBM), it is
mandated for local governments to allocate and include the construction of bridges in the 20% Economic
Development Fund;

WHEREAS, Barangay San Marcos, San Miguel, Catanduanes, has been facing difficulties in constructing
the much-needed hanging bridge due to budget constraints and limited resources, as the development
funds have been primarily prioritized for other essential projects, leaving insufficient funds to complete
the bridge;

WHEREAS, recognizing the importance of the hanging bridge in promoting economic growth, ensuring
safe transportation, and fostering community connectivity in Barangay San Marcos;

WHEREAS, by the request of Brgy. San Marcos through Provincial Board Member (PBM) Edwin T. Tanael,
sincerely endorses the project for the construction/rehabilitation of the hanging bridge and seeks to
include it in the Annual Investment Plan and Provincial Planning and Development priority program for
the year 2024;

NOW THEREFORE, on motion of Honorable Edwin T. Tanael and duly seconded by the sangguniang
panlalawigan members present, be it

RESOLVED, that this esteemed body supports the inclusion of the construction/rehabilitation of the
hanging bridge in Barangay San Marcos, San Miguel, Catanduanes, in the 20% Economic Development
Fund of the province;

FURTHER RESOLVED, that this resolution is respectfully forwarded to the office of the Provincial
Governor Joseph C. Cua for further action and consideration;

FINALLY RESOLVED, that a copy of this resolution be submitted to the appropriate offices for immediate
and necessary actions.
Resolution endorsing for the inclusion to the 20% Provincial Development Plan

The endorsement of this resolution of Barangay San Marcos, San Miguel, Catanduanes through
Provincial Board Member (PBM) Edwin T. Tanael is requesting to include this project in Annual
Investment Plan and Provincial Planning and Development priority program on the year 2024.

The hanging bridge in this barangay was not constructed due to lack of budget and the development
funds has program to be prioritized and cannot sustained to complete this project since we’re just
defending on the Internal Revenue Allotment (IRA)

Respectfully endorsing the project of construction/rehabilitation of hanging bridge of Brgy. San Marcos
for inclusion on Economic Development Fund of the province.

Finally Resolved that the copy of resolution be submitted on the office of the Provincial Governor Joseph
C. Cua.
