This publication is not to be regarded as a British Standard.


It is being issued in the Draft for Development series of publications and is of a
provisional nature. The previous series of British Standards for fireworks,
BS 71 1 4-1 : 1 988, BS 71 1 4-2 : 1 988 and BS 71 1 4-3: 1 988, are cited in The Fireworks
(Safety) Regulations 1 9 97 [ 1 ] , which will remain in force until the provisions of
Directive 2 007/2 3/E C, on the placing on the market of pyrotechnic articles [ 2 ] , are
transposed into UK legislation. It should be applied on this provisional basis, so that
information and experience of its practical application can be obtained.
Manufacturers and suppliers are encouraged to implement those requirements that
do not contradict the provisions of BS 71 1 4-2 : 1 988. For the time being, selection
packs should still be marked: “Contents conform to BS 71 1 4-2 : 1 9 88. ”

A review of this Draft for Development will be carried out not later than 2 years after

its publication.

Notification of the start of the review period, with a request for the submission of

comments from users of this Draft for Development, will be made in an

announcement in the appropriate issue of Update Standards .

According to the replies received, the responsible BSI Committee will j udge whether

the Draft for Development can be converted into a British Standard or what other

action should be taken.

Observations which it is felt should receive attention before the official call for

comments will be welcomed.

Foreword
Publishing information
This Draft for Development is published by BSI and came into effect

on 2 8 September 2 007. It was prepared by Technical Committee CII/47,

Fireworks. A list of organizations represented on this committee can be

obtained on request to its secretary.

Supersession
Together with the parts of BS E N 1 4035 this Draft for Development

supersedes BS 71 1 4-1 : 1 988, BS 71 1 4-2 : 1 988 and BS 71 1 4-3: 1 988,

which have been declared obsolescent.

NOTE 1 BS 7114-1:1988, BS 7114-2:1988 and BS 7114-3:1988 have not


been withdrawn immediately because they are cited in The Fireworks
(Safety) Regulations 1997 [1].
Relationship with other publications
There is a series of European Standards for fireworks (the

E N 1 4035 series), which are due to be revised in order to support

Directive 2 007/2 3/EC on the placing on the market of pyrotechnic

articles. There is no corresponding European Standard for selection

packs.

NOTE 2 Certain parts of the EN 14035 series, covering types of firework


that are prohibited in the United Kingdom, have been implemented as BSI
Published Documents (PD ENs).
Information about this document
This Draft for Development is intended to complement the parts of

BS E N 1 4035. Compared to BS 71 1 4-2 , it expands the requirements for

selection packs considerably. The principal changes are as follows:

a) the selection packs themselves have been divided into categories

(based on the categories of fireworks that they contain);

b) the types of firework that can be included in each category of

selection pack are specified;

c) requirements for the construction of the selection packs are

specified;

d) the labelling requirements are more comprehensive.

If this Draft for Development is converted to a British Standard it could

then be cited in new UK legislation for fireworks, together with the parts

of BS E N 1 4035. When these standards are applied in practice there will

be a significant change for users of fireworks. For fireworks in

category 2 the distance for spectators will be a minimum of eight

metres, instead of the present five metres (as specified in BS 71 1 4-2 ).

Spectator distances will be clearly marked on selection packs, as

required in this Draft for Development.

Introduction
Selection packs are divided into categories that broadly coincide with

the three categories of fireworks that are intended for sale to the public,

as defined in BS EN 1 4035-2 . Selection packs containing category 1

fireworks are subdivided into four categories, depending on whether the

fireworks are intended for indoor or outdoor use and whether they are

hand-held or non-hand-held.

As a general principle, selection packs contain fireworks of one

category only. This is because the distance for spectators varies

depending on the category of firework (1 m for category 1 fireworks,

when relevant, 8 m for category 2 fireworks and 2 5 m for category 3

fireworks). The exceptions are category 3C and category 3D selection

packs, which can contain category 2 rockets in addition to category 3

fireworks. The distance for spectators in these cases is 2 5 m for all the

fireworks in the pack.

NOTE A category 3C or category 3D selection pack can contain


category 3 rockets, as well as category 2 rockets. It could be a pack that
contains just rockets in both categories (this would still be a selection pack
and not a primary pack because of the mixture of categories).

1 Scope
This Draft for Development specifies requirements for selection packs

of fireworks. The selection packs specified are as follows:

• category 1 A selection packs, containing indoor, hand-held

category 1 fireworks;

• category 1 B selection packs, containing indoor, non-hand-held

category 1 fireworks;

• category 1 C selection packs, containing outdoor, hand-held

category 1 fireworks;

• category 1 D selection packs, containing outdoor, non-hand-held

category 1 fireworks;

• category 2 A selection packs, in the form of boxes with reclosable

lids and containing category 2 fireworks;

• category 2 B selection packs, in the form of transport packages

and containing category 2 fireworks;

• category 3A selection packs, in the form of boxes with reclosable

lids and containing category 3 fireworks;

• category 3B selection packs, in the form of transport packages

and containing category 3 fireworks;

• category 3C selection packs, in the form of boxes with reclosable

lids and containing category 3 fireworks and category 2 rockets;

• category 3D selection packs, in the form of transport packages

and containing category 3 fireworks and category 2 rockets.

NOTE Transport packages are packages that are defined in chapter 1.2
of the United Nations Recommendations on the Transport of Dangerous
Goods, 14th edition, 2005 [3]. Transport packages are used as outer
packages for the supply of fireworks (sold loose) and selection packs
(categories 1A, 1B, 1C, 1D, 2A, 3A and 3C) to retailers and as the sole
packages (categories 2B, 3B and 3D) for the supply of fireworks direct to
the end-user.

3 Terms and definitions


For the purposes of this Draft for Development the terms and

definitions given in BS E N 1 4035-1 apply.

4 Contents of the selection pack


4.1 Category 1A selection pack
A category 1 A selection pack shall contain only category 1 fireworks, of

both the following types:

• hand-held sparklers, conforming to BS EN 1 4035-1 9;

• party poppers, conforming to BS E N 1 4035-2 5.

4.2 Category 1B selection pack


A category 1 B selection pack shall contain only category 1 fireworks, of

two or more of the following types:

• fountains, conforming to BS EN 1 4035-1 5;

• non-hand-held sparklers, conforming to BS E N 1 4035-2 3;

• serpents, conforming to BS EN 1 4035-2 9;

• table bombs, conforming to BS EN 1 4035-34.

4.3 Category 1C selection pack


A category 1 C selection pack shall contain only category 1 fireworks, of

two or more of the following types:

• hand-held sparklers, conforming to BS EN 1 4035-1 9;

• party poppers, conforming to BS E N 1 4035-2 5;

• throwdowns, conforming to BS E N 1 4035-35.

4.4 Category 1D selection pack


A category 1 D selection pack shall contain only category 1 fireworks, of

two or more of the following types:

• Bengal flames, conforming to BS EN 1 4035-6;

• fountains, conforming to BS EN 1 4035-1 5;

• non-hand-held sparklers, conforming to BS E N 1 4035-2 3;

• serpents, conforming to BS EN 1 4035-2 9;

• table bombs, conforming to BS EN 1 4035-34.

4.5 Category 2A and category 2B selection packs


Category 2 A and category 2 B selection packs shall contain only

category 2 fireworks, with a minimum of ten fireworks, of two or more

of the following types:

• batteries, conforming to BS E N 1 4035-5;

• combinations, conforming to BS E N 1 4035-5;

• fountains, conforming to BS EN 1 4035-1 5;

• mines, conforming to BS EN 1 4035-2 2 ;

• rockets, conforming to BS EN 1 4035-2 7;

• Roman candles, conforming to BS E N 1 4035-2 8;

4.6 Category 3A and category 3B selection packs


Category 3A and category 3B selection packs shall contain only

category 3 fireworks, with a minimum of ten fireworks, of two or more

of the following types:

• batteries, conforming to BS EN 1 4035-5;

• combinations, conforming to BS E N 1 4035-5;

• fountains, conforming to BS E N 1 4035-1 5;

• mines, conforming to BS E N 1 4035-2 2 ;

• rockets, conforming to BS EN 1 4035-2 7;

• Roman candles, conforming to BS E N 1 4035-2 8;

• wheels, conforming to BS E N 1 4035-36;

• shot tubes, conforming to BS E N 1 4035-38.

4.7 Category 3C and category 3D selection packs


Category 3C and category 3D selection packs shall contain a minimum

of ten fireworks, which shall comprise category 2 rockets conforming

to BS E N 1 4035-2 7 and category 3 fireworks of one or more of the

following types:

• batteries, conforming to BS EN 1 4035-5;

• combinations, conforming to BS E N 1 4035-5;

• fountains, conforming to BS E N 1 4035-1 5;

• mines, conforming to BS E N 1 4035-2 2 ;

• rockets, conforming to BS EN 1 4035-2 7;

• Roman candles, conforming to BS E N 1 4035-2 8;

• wheels, conforming to BS E N 1 4035-36;

• shot tubes, conforming to BS E N 1 4035-38.

5 Construction
5.1 General
For category 1 A and category 1 B selection packs, the packaging shall

completely enclose the fireworks.

For category 1 C, category 1 D, category 2 A, category 3A and

category 3C selection packs, the packaging shall be a box, with a

reclosable lid, that completely encloses the fireworks. If the top surface

of the lid contains a window, or windows, the window(s) shall conform

to 5.3 or 5.4.
For category 2 B, category 3B and category 3D selection packs, the

packaging shall be a transport package that completely encloses the

fireworks without any transparent window.

Conformity to these requirements shall be verified by visual examination.

5.2 Materials
The packaging shall be made of card and/or plastics.

5.3 Windows in lids made of card


Any windows in the top surface of the lid of a box shall be formed using

a transparent film made of plasticized polyvinyl chloride.

When determined in accordance with 7.1.1 , the proportion of the top

surface of a lid that is transparent shall not exceed 50% of the total area.

When determined in accordance with 7.2 , the thickness of the

transparent plastics film shall be at least 1 50 μm.

5.4 Windows in lids made of plastics


The lid of a box shall be formed using a transparent film made of

plasticized polyvinyl chloride.

In order that the text on the top surface of the lid is clearly legible, at

least 30% of the total area of the top surface of the lid shall be opaque

by one of the following means:

a) folded flaps from a card base to the box;

b) a separate backing of card or paper;

c) an opaque coating.

The text may be printed on the card, paper or coating or directly on the

plastics surface.

When determined in accordance with 7.1.2 , the proportion of the top

surface of a lid that is transparent and without any backing shall not

exceed 70% of the total area.

When determined in accordance with 7.2 , the thickness of the

transparent plastics film shall be at least 2 00 μm.

6 Minimum labelling requirements


6.1 General
Selection packs, except those in category 2 B, category 3B and

category 3D, shall be marked with at least the information specified in 6.2
to 6.7 .
For category 2 B, category 3B and category 3D selection packs, the

transport package shall be marked with at least the information

specified in 6.2 , 6.6 and 6.7 . At least the information specified in 6.2
to 6.6 shall be given in an instruction leaflet enclosed in the pack.

The specified information shall be given in E nglish. Any additional

information shall not conflict with the specified information. The

information specified in each relevant subclause shall be presented as a

whole and shall not be interrupted by other text. If the information

specified in a particular subclause appears on the top surface of the lid

(if any), or is applied to the backing of a transparent plastics lid, that

information shall be enclosed within a special panel (see 6.8.1 ),


separate from any other information on the top surface of the lid or the

backing. All the specified information shall be marked at least once

somewhere on the outside surfaces, or so as to be visible through the

outside surfaces, of the packaging, other than the base of a box.

NOTE In addition to information determined by the supplier (such as the


name of the product) , the top surface of a lid will always have a special
panel indicating the category of fireworks and the spectator distance
(when applicable) , as specified in 6. 2. Other specified information can
appear in separate panels on the top surface of the lid or the backing) or
it can be marked around the sides of the lid or the box (if visible) .
Conformity to the requirements specified in 6.1 to 6.7 and in 6.8.1 shall
be verified by visual examination.

6.2 Category of fireworks and associated


information
6.2.1 Category 1A selection pack
A category 1 A selection pack shall be marked with the words

“CATE GORY 1 FIRE WORKS” in upper case and “Hand-held fireworks

for indoor use”, in sentence case (i. e. with an initial upper case letter

followed by lower case letters) on consecutive lines, in a special panel

(see 6.8.1 ). If the packaging is a box, the special panel shall be on the
top surface of the lid or visible through the top surface of a plastics lid.

6.2.2 Category 1B selection pack


A category 1 B selection pack shall be marked with the words

“CATEGORY 1 FIRE WORKS” in upper case and “Non-hand-held

fireworks for indoor use”, in sentence case on consecutive lines, in a

special panel (see 6.8.1 ). If the packaging is a box, the special panel
shall be on the top surface of the lid or visible through the top surface

of a plastics lid.

6.2.3 Category 1C selection pack


A category 1 C selection pack shall be marked with the words

“CATE GORY 1 FIRE WORKS” in upper case and “Hand-held fireworks

for outdoor use”, in sentence case on consecutive lines, in a special

panel (see 6.8.1 ) on the top surface of the lid or visible through the top
surface of a plastics lid.

6.2.4 Category 1D selection pack


A category 1 D selection pack shall be marked with the words

“CATEGORY 1 FIRE WORKS” in upper case and “Non-hand-held

fireworks for outdoor use”, in sentence case on consecutive lines, in a

special panel (see 6.8.1 ) on the top surface of the lid or visible through
the top surface of a plastics lid.

6.2.5 Category 2A selection pack


A category 2 A selection pack shall be marked with the words

“CATE GORY 2 FIREWORKS” in upper case and “Spectators must be at

least 8 metres away”, in sentence case on consecutive lines, in a special

panel (see 6.8.1 ) on the top surface of the lid or visible through the top
surface of a plastics lid.

6.2.6 Category 2B selection pack


A category 2 B selection pack shall be marked with the words

“CATEGORY 2 FIREWORKS” in upper case, “Spectators must be at

least 8 metres away” and “Instructions enclosed”, in sentence case on

consecutive lines, on the outside of the transport package.

6.2.7 Category 3A selection pack


A category 3A selection pack shall be marked with the words

“CATEGORY 3 FIRE WORKS” in upper case and “Spectators must be at

least 2 5 metres away”, in sentence case on consecutive lines, in a special

panel (see 6.8.1 ) on the top surface of the lid or visible through the top
surface of a plastics lid.

6.2.8 Category 3B selection pack


A category 3B selection pack shall be marked with the words

“CATEGORY 3 FIREWORKS” in upper case, “Spectators must be at

least 2 5 metres away” and “Instructions enclosed”, in sentence case on

consecutive lines, on the outside of the transport package.

6.2.9 Category 3C selection pack


A category 3C selection pack shall be marked with the words

“CATE GORY 3 FIRE WORKS AND CATE GORY 2 ROCKETS” in upper

case and “Spectators must be at least 2 5 metres away”, in sentence case

on consecutive lines, in a special panel (see 6.8.1 ) on the top surface of


the lid or visible through the top surface of a plastics lid.

6.2.10 Category 3D selection pack


A category 3D selection pack shall be marked with the words

“CATE GORY 3 FIRE WORKS AND CATE GORY 2 ROCKETS” in upper

case, “Spectators must be at least 2 5 metres away” and “Instructions

enclosed”, in sentence case on consecutive lines, on the outside of the

transport package.

6.3 General instructions


Category 1 A and category 1 B selection packs shall be marked with the

following in sentence case.

“Keep children under close supervision and do not give fireworks to

children under 5 years of age. ”

Category 1 C and category 1 D selection packs shall be marked with the

following in sentence case.

“Keep pets indoors and keep children under close supervision.

Do not give fireworks to children under 5 years of age. ”

Category 2 A, category 3A and category 3C selection packs shall be

marked with the following in sentence case.

“Keep pets indoors and keep children under close supervision. ”

The instruction leaflets in category 2 B, category 3B and category 3D

selection packs shall be marked with the following in sentence case.

“Keep pets indoors and keep children under close supervision. ”

6.4 Instructions for the firer


6.4.1 Category 2 selection packs
6.4.1.1 Category 2A selection packs
The selection packs shall be marked with the heading “Instructions for

firer” in sentence case and the following in sentence case:

“Keep the fireworks in this box, with the lid closed, until needed.

Take out one firework, replace the lid and follow the instructions on

that firework.

E nsure that all spectators are at least 8 metres away.

Light the fuse at its outermost end, at arm’ s length.

Retire immediately at least 8 metres.

Never return to a firework once it has been lit.

Never put fireworks in your pocket or throw them. ”

6.4.1.2 Category 2B selection packs


The instruction leaflets shall be marked with the following in sentence

case:

“Keep the fireworks in a closed box until needed.

Follow the instructions on each individual firework.

Ensure that all spectators are at least 8 metres away.

Light the fuse at its outermost end, at arm’ s length.

Retire immediately at least 8 metres.

Never return to a firework once it has been lit.

Never put fireworks in your pocket or throw them. ”

6.4.2 Category 3 selection packs


6.4.2.1 Category 3A and category 3C selection packs
The selection packs shall be marked with the heading “Instructions for

firer” in sentence case and the following in sentence case:

“Keep the fireworks in this box, with the lid closed, until needed.

Take out one firework, replace the lid and follow the instructions on

that firework.

Ensure that all spectators are at least 2 5 metres away.

Light the fuse at its outermost end, at arm’ s length.

Retire immediately at least 1 5 metres.

Never return to a firework once it has been lit.

Never put fireworks in your pocket or throw them. ”

6.4.2.2 Category 3B and category 3D selection packs


The instruction leaflets shall be marked with the following in sentence

case:

“Keep the fireworks in a closed box until needed.

Follow the instructions on each individual firework.

E nsure that all spectators are at least 2 5 metres away.

Light the fuse at its outermost end, at arm’ s length.

Retire immediately at least 1 5 metres.

Never return to a firework once it has been lit.

6.5 Name and address of manufacturer or


distributor or importer
Labelling shall include:

• the name or trademark and the address of the manufacturer; or

• an abbreviation or a code allowing the identification of the

manufacturer, and the name or trademark and the address of his

authorized distributor or, if the manufacturer is not established in

the United Kingdom, of the importer in the United Kingdom.

The address shall comprise at least the town and the postcode.

6.6 Reference to this Draft for Development


COMMENTARY ON 6. 6
If this Draft for Development is converted to a British Standard, it will
include a requirement that the selection pack is marked with the words:
“This selection pack conforms to BS 1 4035:YYYY1 ) ”.

6.7 Retail information


The selection pack shall be marked with the words “MUST BE SOLD AS

PACKAGED” in upper case.

6.8 Printing
6.8.1 Labelling shall be clearly visible, easily legible and durable.
NOTE 1 Printing errors which are not misleading should not be classified
as faults.

Marking BS 1 4035: YYYY on or in relation to a relation to a product will

represent a manufacturer’ s declaration of conformity, i. e. a claim by or on

behalf of the manufacturer that the product meets the requirements of the

standard. The accuracy of the claim is solely the claimant’ s responsibility. Such

a declaration is not to be confused with third-party certification of conformity.

For each special panel on the top surface of the lid or visible through the

top surface of the lid (see 6.1 and 6.2 ), the text shall contrast with the
colour of the panel. If the special panel is applied to the top surface of a

transparent plastics lid the whole panel shall be opaque. The colour of the

panel shall contrast with that of the general background or the panel shall

be framed (i. e. it shall have a border in a contrasting colour).

NOTE 2 Black and white are considered to be colours for this purpose.

7 Methods of test
7.1 Determination of the relative area of
transparent windows in box lids
7.1.1 Lids made of card
Verify that the total area of all transparent sections of the top surface of

the lid does not exceed 50% of the total area of the top surface of the lid

by using a template or measuring device with an accuracy of ±1 mm.

7.1.2 Lids made of plastics


Verify that the total area of the sections of the top surface of the lid that

are transparent and without any backing does not exceed 70% of the total

area of the top surface of the lid by using a template or measuring device

with an accuracy of ±1 mm.

7.2 Determination of the thickness of plastics film


7.2.1 Apparatus
7.2.1.1 Thickness-measuring device, capable of measuring to an
accuracy of ± 5 μm.

The measuring surfaces of the device shall comprise a plane lower face

and either a plane or radiused upper face. All surfaces shall be polished.

In the case of plane/plane measuring surfaces, the diameter of each face

shall be between 5 mm and 1 0 mm and the faces shall be parallel to

within 5 μm. The lower face shall be capable of being adj usted to

conform to this requirement. The force applied to the measuring face

shall be 0. 5 N to 1 . 0 N.

In the case of plane/radiused measuring surfaces, the diameter of the

plane lower surface shall not be less than 5 mm and the radius of

curvature of the upper surface shall be 1 5 mm to 50 mm. The force

applied to the radiused face shall be 0. 1 N to 0. 5 N.

7.2.2 Test specimens


Cut two test specimens (30 ± 5) mm × (30 ± 5) mm, taken as far apart

as possible, from the box lid. The specimens shall contain no creases.

7.2.3 Procedure
7.2.3.1 Ensure that the specimens and the faces of the measuring

device ( 7.2.1.1 ) are free from contamination, for example dust.

7.2.3.2 Check the zero point of the measuring device before starting the
measurements and recheck after each series of measurements.

7.2.3.3 When determining the thickness, lower the upper face gently to

avoid deforming the material.

7.2.3.4 Determine the thickness of the specimens at least three

different points and record the lowest value.

7.3 Measurement of type sizes


7.3.1 General
Conformity to 6.8.2 shall be checked by using a suitable measuring

instrument, accurate to 0. 1 mm, or by using a template conforming

to 7.3.2 .

7.3.2 Template
The template shall be made of a flexible transparent film, printed with

characters and/or symbols that accurately reproduce each of the type

sizes specified in Table 1 . The tolerance on the height of the characters


+ 0. 1
and symbols on the template shall be 0 mm, verified by means of a

travelling microscope.

NOTE 1 The template may be produced in more than one section in order
to accommodate all the type sizes.
NOTE 2 An example of a section of a template is given in Figure 1 , with
the exact heights of the characters and symbols shown in Figure 2. These
figures are not drawn to scale and are not suitable for direct reproduction
as a template.

Annex A (normative) Batch testing


A.1 General
For the purposes of batch testing, acceptance sampling in accordance

with A.2 to A.6 shall be applied.

A.2 Sampling plans


Sampling shall be in accordance with BS 6001 -1 using double sampling

plans and applying the switching procedures for normal, tightened and

reduced inspection. Inspection level S-4 shall apply.

A.3 Unit of product


The unit of product on which the sample size is based shall be the

individual selection pack.

NOTE Usually the fireworks supplied in a selection pack will have been
sampled separately for the purpose of assessing conformity to the relevant
standard.
A.4 Nonconformities
Nonconformities shall be classed in accordance with Table A. 1 .

A.6 Acceptance or rejection of a batch


A.6.1 Nonconforming units
Acceptance or rej ection of the batch shall be determined by the number

of nonconforming units of each type, in accordance with A.6.2 to A.6.4 .


NOTE Acceptance or rejection of the batch is determined by the number
of nonconforming units of each type and not necessarily by the number of
nonconformities found.

A.6.2 Critical nonconforming units


For critical nonconforming units an Acceptance Quality Level (AQL)

of 0. 65% shall apply. If the batch fails to meet this criterion, it shall be

rejected. Any critical nonconforming units shall not also be counted as

maj or nonconforming units or minor nonconforming units.

A.6.3 Major nonconforming units


For maj or nonconforming units an AQL of 2 . 5% shall apply. If the batch

fails to meet this criterion, it shall be rej ected. Any major

nonconforming units shall not also be counted as minor nonconforming

units.
