Whitehair), T-10, E-17, R-11, E-1 and C-99 were dispatched to assist E-13, C-91 and C-98 who had reported a structure fire at the above location. B-2 was, responding to the call when C-91 (Inv. M. Walker) reported 3 people trapped on the second floor of the structure, B.2 then requested an additional unit to the scene and a restricted alarm. Upon arrival, heavy fire was observed coming from two (2) first floor windows on the A-Alpha side of the structure. ‘The flames from the two first floor windows were progressing vertically up the A-Alpha side of the building encroaching on the second floor windows which were directly above the first floor windows, E-13 was involved in suppression while T-10 ascended a portable ladder and entered the second floor to search. B-2 completed a Quick search of the first floor adjacent apartment (#80) with negative results. B.2 moved to the B-Bravo side of the structure and observed a hysterical female who appeared to be contemplating entering the structure for her children who she stated were inside. Two (2) Rochester Police Officers, who were nearby, were summoned to assist with the woman. 8-2 requested a second alarm assignment. Command was established on the A-Alpha side of building. E-17 assisted with suppression while Rescue 11 assisted T-10 with Search and Rescue, Due to further deteriorating conditions throughout the structure, the building was evacuated of all fire fighting personnel by order of LDC McMillan. After @ brief exterior attack, an interior attack/search recommenced at Which time the fire was knocked down on the first and second floor. T. McMahon that four (4) victims had been located in the second floor. He further stated that they were deceased.
